Niger State Governor, Abubakar Bello has called for caution with regards to the export of essential farm produce to neighbouring countries for monetary gains, saying that such ventures may expose the country to food insecurity.

The governor was speaking on Thursday at the commissioning of a modern rice processing and milling plant in Bida, Niger State.

The project was funded by the Government of Korea through the Korea International Cooperation Agency, KOICA.

Governor Bello said that even though such exports were legitimate, the issue of patriotism and national security should not be played down.

He pointed out that the bumper harvest recorded this farming season was a result of deliberate policies of the All Progressives Congress, APC, led administration at the national and state levels, aimed at repositioning agriculture as the mainstay of the economy and to ensure national food security.

Bello however warned that all these efforts by the government would amount to nothing “if we produce so much and our people cannot get the food to buy at a reasonable price.”

He said that it was unfortunate that the bumper harvest has not translated to a drop in prices of food items, a development he attributed to the unpatriotic attitude of some farmers who ferry their farm produce to neighbouring countries just to make a little more money.

The governor revealed that plans were underway between the state government and the Central Bank of Nigeria, CBN, to buy off the major food items and store them in order to ensure food security.

He also commended the government and people of Korea for financing the rice processing plant, adding that the development was in fulfillment of his pledge to explore all avenues to attract investors and projects to the state, especially through Public Private Partnership, PPP, initiatives.

Bello directed the state Ministry of Agriculture to ensure proper management of the rice mill by engaging competent hands to manage the facility.

The Korean ambassador to Nigeria, Noh Kyu-Duk said that the gesture was informed by Nigeria’s huge potentials, comparative advantage of cultivating rice and becoming self-sufficient.

He however noted that non-availability of high rice production capacity has been the major obstacle of achieving self-sufficiency in rice production in Nigeria.

18 Displaced Children Emerge Champions In Essay Competition

Eighteen Internally Displaced Children drawn from IDP camps in Adamawa, Borno and Yobe states have emerged winners of an Essay Writing Competition which is part of a federal government’s de-radicalization programme for children and young people in the insurgency-ravaged states.

Senior Special Assistant to the President on Internally Displaced Persons, Mariam Masha said that the programme which was tagged, “Protecting Education Advocacy Challenge”, is aimed at making the children know and understand why violence was wrong.

She explained that radicalization is the inability of the person to distinguish between what is right or wrong, adding that the programme was also planned to give the children a voice and to challenge them to think positively rather than engaging in violence acts.

The presidential aide said that the essay writing competition was organised by her office in collaboration with the Borno State government.

A total of 18 children, six from each of the three states, were picked as winners out of more than 3,000 entries received by the organisers.

Masha said that the enthusiasm and active participation of the children in the essay competition shows that they were willing and ready to make their voices heard on issues of education and a better future.

As part of the advocacy programme, there was a video presentation which was jointly produced by the children to highlight the evils of violence or extremism.

According to organisers of the advocacy programme, winners of the essay competition, made up of children between the ages of 7 and 15, will have an audience with Vice President Yemi Osinbajo soon.

Governor Kashim Shettima, who was represented at the event by the Deputy Governor, Mamman Durkwa, donated N10, 000 to each of the 18 winners, urging them not to relent or allow the sad experiences of the insurgency to affect their dreams of acquiring quality education.

Borno State Governor, Kashim Shettima on Thursday appealed for the reopening of major highways from the state leading to neighbouring Republic of Niger to facilitate the return of over 85,000 Nigerian refugees.

Shettima made the appeal while hosting the Governor of Diffa Province in Niger Republic, Mohammoudu Lawaly Dan Dano at the Government House in Maiduguri.

He said the reopening of highways linking Borno state with Niger will reactivate and facilitate farming, trade, and evacuation of those presently displaced by insurgents now living in Diffa.

He said there are presently over 85,000 persons from Borno state taking refuge at Diffa resettlement camps, established by the Nigerien government in 2014.

“We have a lot of commonalities of history, culture, folks, religion and ethnicity with the people of Niger. It was the Colonial Masters of Britain and France that divided us with these artificial boundaries and divisions,” Shettima said.

He said the IDPs taking refuge in Diffa Province of Niger, are adequately catered for by the Nigerien government, without being discriminated or abandoned, as Niger and northern part of Nigeria share the same historical and cultural backgrounds.

He promised to discuss the matter with the Theatre Commander of Operation Lafiya Dole, Lucky Irabor, a Major- General, next week.

“The reopening of this road will also facilitate the repatriation of displaced persons taking refuge in your province of Diffa.”

Shettima assured the visiting governor that the re-opening of the road, could activate and facilitate trade, farming and tourism, which had been affected by Boko Haram insurgency for over five years.

Responding, Dan Dano assured the governor that all the displaced persons in camps are being taken care of, including the provision of health care delivery services.

He said that all the female IDPs that gave birth to babies in camps, had been issued with birth and registration certificates.

FG Declares December 12 Holiday To Mark Eid-El Maulud

The Federal Government has declared Monday, December 12, 2016 as public holiday to mark the Eid-El Maulud celebration.

Eid-el Maulud is an Islamic celebration to commemorate the birthday of the Prophet Muhammed.

It is usually marked on the 12th day of the Islamic month of Rabi’ al-awwal, while Shi’a Muslims mark it on the 17th of this month.

This was made known in a statement signed by Muhammadu Maccido, the acting permanent Secretary in the Ministry of Interior.

Maccido said that the holiday was declared by the Minister of Interior, Abdulrahman Dambazau, who also enjoined all Muslim faithful and Nigerians in general to cooperate and join hands with President Muhammadu Buhari, as he works tirelessly to build a strong, united and peaceful Nigeria.

“General Dambazau urged all Nigerians to use the occasion to pray for peace across the nation, while calling on all to be patient and supportive of the present administration for the successful implementation of its laudable programmes,” the statement added.

The Kaduna State Police Command has warned members of the proscribed Islamic Movement of Nigeria, IMN, commonly referred to as ‘Shiites’, to stop all forms of procession in the state.

Spokesman of the police in the state, Aliyu Usman, made this known in a statement issued in Kaduna on Thursday.

In the statement, Usman also declared a group in the state which calls itself “the Civilian JTF,” as an unlawful organisation.

The police spokesman warned that any activity that causes a disruption of peaceful and free movement of people by the two organisations would not be tolerated.

“The command, therefore, wishes to reiterate that person (s) found organizing or conducting unlawful processions in any part of the state shall be dealt with in accordance with the law,” he stated.

Usman advised the public to go about their lawful businesses, as adequate security measures have been put in place to guarantee their safety especially during the festive period.

He added that the police would deal decisively with any form of “lawlessness, inciting disturbances, unlawful assembly and any other action capable of breaching the peace of the state”.

The statement also cautioned residents to be vigilant, security conscious and report any suspicious activity during the ember period.

ECOWAS To Meet Again On Single Currency

The ECOWAS Convergence Council will hold an ordinary session on Friday in Abuja to determine the progress made so far in implementing the roadmap of the Community’s Single Currency Programme and adopt the macroeconomic convergence of member States.

A statement from the commission’s headquarters in Abuja on Thursday indicates that the Council is made up of Ministers of Finance and Governors of Central Banks of the 15 member states’.

It also comprises of the representatives of the ECOWAS Commission, UEMOA Commissions, West African Monetary Institute, the Monetary Agency of West Africa and the ECOWAS Bank of Investment and Development.

The statement added that the council will also analyze the report of the 48th session of the West African Monetary Agency, AMAO, Committee of Governors.

The meeting will be preceded by an ordinary session of the Technical Committee on Macroeconomic Policies today at the ECOWAS headquarters; and the issues to be addressed include validation of the ECOWAS Macroeconomic Convergence Report 2015 and the status of implementation of the roadmap for the ECOWAS Single Currency Program.

After a similar Meeting which held in Lagos, Nigeria, in December 2015, Kalilou Traore, ECOWAS Commissioner for Industry and Private Sector Promotion, told newsmen that the commission is committed to implementing the single currency in West Africa by 2020.

Traore said that the commission was fast-tracking processes toward ensuring the implementation of the single currency within the period.

He added, however, that there were several political and technical implications to be considered during the formulation process that would guarantee the achievement of the policy.

“More states have to comply with some macroeconomic criteria like inflation, budget deficit, currency stability; without this, if we set up a common currency, it will fail,” Traore said.

With the introduction of the common currency, ECOWAS hope to support the regional economy to be more integrated and have a strong exchange among member states.

According to him, frameworks for formulating regional automotive, pharmaceutical and agriculture industry programmes are part of processes toward achieving success of the common currency.

Central Bank governors of ECOWAS member states meet every year to analyse and review the level of progress of the currency process ahead of the implementation time which was shifted from January 1, 2015, to January 1, 2020.

The Senate ad-hoc committee on the north-east humanitarian crisis has uncovered seeming incidents of corruption in the activities of the Presidential Initiative for the North East, PINE.

At a hearing to ascertain the extent of work so far put in by PINE, the lawmakers noted with regret the many cases of phantom projects and inflated contracts as well as poor accountability standards which they said have hindered the efforts at addressing the humanitarian crisis and rebuilding infrastructure in the north eastern region.

Chairman of PINE, Umar Gulani, could not give a proper account of about N2.5 billion being part of the money released to the committee for capital intervention.

PREMIUM TIMES reported that in one instance, Gulani claimed that the agency had spent N203 million to clear taipa grass in Yobe State; but this was rebutted by the State’s Commissioner for Information, Mohammed Lamin.

“No taipa grass was cleared in the state by any federal government agency in Yobe State,” Lamin retorted

Gulani also claimed that the committee also spent N253 million on the clearing of invasive plants species around river banks in the state; and another N422.5 million to provide tents to displaced families in the state.

These claims were all disputed by the Yobe State representatives led by the commissioner for information, Lamin.

The commissioner also rejected Gulani’s claims that PINE had spent several millions of naira to renovate 18 schools which were completely destroyed by the Boko Haram in Yobe State alone.

Lamin told the Senate committee that only three schools were renovated by agencies outside the state.

Chairman of the Senate Committee, Shehu Sani directed the PINE chairman to produce evidence, including photographs and documents of contracts claimed to have been executed by the agency.

Another member of the senate committee and former governor of Abia State, Theodore Orji, criticized PINE and its management for the shoddiness with which it conducted its activities.

“The affected states said they were not aware of all the contracts executed by PINE; you people just decided to make money and that is why you decided to donate N50 million for a conference organised by an NGO,” he said.

Also speaking at the hearing, Ben Murray-Bruce noted that when the committee visited some IDP camps in the North East, many women complained about lack of basic provision such as sanitary pads.

He said issues such as those would have been adequately taken care of if the N2.5 billion given to PINE out of the budgeted N5 billion was well utilised.

As shown in PINE’s statement of accounts, the initiative donated N50 million to an unnamed NGO, but it spent only N2 million to feed internally displaced persons who were supposed to be its major focus.

The Senate ad-hoc committee was set up in October following a motion by Baba Garbai, alleging that funds meant for Boko Haram victims were allegedly being mismanaged.

Updated: Senate Fixes Magu’s Screening For Dec 15

The Senate has rescheduled the screening of the Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, to Thursday, December 15.

This was contained in a post on the Senate’s official Twitter handle, @NGRSenate.

“We will screen @officialEFCC chairman and other @officialEFCC Nominees on Thursday 15th December at 11am. Formal letter sent to EFCC,” the post read.

Deputy Senate President, Ike Ekweremadu, had announced on Wednesday that the upper legislative chamber would commence Magu’s screening as well as four other nominees of the commission on Thursday, five months after they were nominated by President Muhammadu Buhari.

Contrary to the announcement, the Senate’s Order Paper of Thursday, December 8, 2016, which was obtained by journalists, did not reflect the screening exercise.

The Order Paper is a document containing all the Senate’s activities for a given legislative day.

Some forces within the Presidency are alleged to be against Magu’s confirmation as the EFCC’s chairman.

Some reports have also fingered the Department of State Service, DSS, as a collaborator in the scheme to edge out the anti-corruption boss through a damning security report it has sent to the Senate on Magu.

Recall that the letter for Magu’s confirmation was dated June 17, 2016, and signed by Vice President, Yemi Osinbajo, who was then acting on behalf of the President while he was on a 10-day medical vacation in the United Kingdom.

The letter was received at the Senate on June 22 as clearly shown by the official stamp on it, but was not read on at plenary by Senate President, Bukola Saraki, until July 14.

The Inspector General of Police, Ibrahim Idris, last week commended the courage of the EFCC boss in fighting corruption in the country, promising the police would support the anti-graft agency to succeed.

Ghana Election Commission’s Website Hacked

Hackers have targeted the website of Ghana’s electoral commission as votes are counted after tightly contested elections.

The commission says the website is up again, but it is currently blank, urging the people to disregard the “fake results” circulating on social media.

“We deplore the attempt to hack the EC’s [electoral commission’s] website. Please respect the integrity and independence of the EC,” the commission said in a tweet.

President John Mahama is facing a strong challenge from main opposition leader Nana Akufo-Addo in a campaign dominated by Ghana’s faltering economy.

Wednesday’s election passed off peacefully, but voting was postponed to Thursday in one constituency after voting material failed to arrive on time.

A run-off will be held later in the month if neither of the two main candidates secures more than 50% of the votes.

In the previous election in 2012, Mahama defeated Akufo-Addo by less than 300,000 votes.

All seven candidates have pledged to keep the process peaceful but an opposition supporter died when a rally tuned violent on Monday.

Voting in his northern home region of Bole on Wednesday, where he was mobbed by a cheering crowd, President Mahama said Ghana’s democracy had “matured” and this election would further consolidate it.

Asked about corruption in the country, the President said: “There is a general perception of corruption in all African countries. I think it is a stage of our development.

“As we continue to strengthen the institutions of state, I think that people will come to see the integrity in these institutions.”

Similarly, Akufo-Addo said he hoped for an orderly election as he voted in Kibi in the south of Ghana.

“It’s very important that this process goes off efficiently and smoothly and peacefully so that Ghana continues to maintain its deserved image of being a democracy that takes democracy seriously,” he said.

Defeat for president Mahama of the National Democratic Congress, NDC, would make him the first incumbent to lose an election since Ghana returned to multi-party democracy.

He has been nicknamed “Mr Dumsor”, a local word that refers to the power cuts that have blighted the country during his term, but on the campaign trial has been trying to convince Ghanaians that he is delivering on his promise of creating more jobs.

Akufo-Addo has promised free high-school education and more factories, but his critics have questioned the viability of his ambitions.

The other four candidates include former first lady Nana Konadu Agyeman-Rawlings of the National Democratic Party,NDP, whose husband Jerry John Rawlings initially took power in the 1979 coup.

She is the first woman to run for president in the West African country.

Aisha Buhari Urges Nigerian Women To Support  EFCC Against Corruption

Wife of the President, Aisha Buhari has said that the time has come for Nigeria women to take active part in the anti-corruption campaign of the present administration.

She made the call on Wednesday in Abuja during the flag-off of a programme titled: “Nigerian women against corruption.”

The initiative is a joint venture by the Economic and Financial Crimes Commission, EFCC, and the wife of the President.

Speaking on the sub-theme, “ A woman, who builds her home, can tame the corruption monster”, the president’s wife said that corruption must be collectively tackled as it has eaten deep into the fabric of the Nigerian Society.

“This is a clarion call for us women to wage a determined and sustainable war against corruption, which hinders development in our dear country,” she said.

According to her, the adverse effects of corruption abound in forms of decay of infrastructure, economic crisis, decay in the healthcare and education sectors as well as in the rate of unemployment in the country.

Aisha Buhari said that women are the vital instruments in the fight against corruption, adding that she will champion the campaign.

She called on the 36 state governors in the federation to launch the programme in their various states.

She also urged the EFCC to form a network of women groups to ensure an effective and sustainable war against corruption in the country.

“Let me remind ourselves that the homes are our first institution and we cannot be good citizens in the larger society without embracing integrity, virtues and accountability,” she said.

The wife of the President extolled the virtues of President Buhari and his vice, Yemi Osinbajo, saying that they are men of integrity.

Earlier, wife of the Vice President, Dolapo Osinbajo, described the day as memorable in the history of Nigerian women in view of their formal recognition as soldiers in the fight against corruption.

She described women as agents of change, urged them to join the fight against corruption.
