The Ekiti State Government has budgeted N1.9bn for the construction of a new governor’s office and a high court complex in Ado-Ekiti.

This was revealed by Funmi Ogun, the state’s Commissioner for Works and Transportation, during an open bidding for the two projects in Ado-Ekiti, the state capital.

She said the projects were part of plans to give the state a face-lift in terms of infrastructure development.

Ogun added that when completed, the projects would add to the existing legacy projects of the present administration in the state.

She disclosed that the amount proposed by consultants for the construction of the new governor’s office is N687m, while that of the High Court Complex is N1.299bn.

The commissioner stated that the open bidding process confirmed the transparency of Fayose’s government and its commitment to prudent management of the state’s lean resources.

“It shows that Gov. Fayose is incurably committed to giving Ekiti a face-lift and make Ado Ekiti capital city a real modern city,” she said.

“Ekiti will clock 20 years on October 1, 2016 and we have to embark on projects that will make Ekiti a developing state that can compete with other capital cities in terms of infrastructure.

“The High Court we are presently using was inherited from the old
Ondo state and constructing a new one of our own will afford us the opportunity to
put state-of-the-art equipment,” she stated.

Journalists in Nigeria should be taken into confidence by those in authority if they are to work as partners in progress.

This is the view of Kashim Shettima, Governor of Borno State.

He stressed that the image problem suffered by successive leadership of the country was because media practitioners are not taken into confidence by those in authority due to the erroneous believe that journalists lack capacity to unearth government secrets.

He spoke in a remark after presentation of a paper by former Military Spokesman, Chris Olukolade, a major general, in Maiduguri. Olukolade’s paper was entitled: “An Appraisal of Press Coverage of Military Counter Insurgency Operations in Borno State.”

Shettima said instances where journalists break stories that work against efforts of security agencies in Nigeria are largely because those in control of sensitive information do not take the journalists into confidence.

Shettima also pointed out that state officials prefer to give out less information believing that the journalists lack the capacity to get the facts.

The governor, speaking at the workshop jointly organized by the 7 Division of the Nigerian Army and the Borno State council of the Nigeria Union of Journalists, NUJ, in Maiduguri,  said in developed countries the media is often taken into confidence and told the truth about security situations with the understanding that the media is patriotic and would not undermine security of the state.

He said: “I had asked myself many times that why was it that in developed countries, Presidents and other leaders would go to places like Afghanistan and Iraq to meet with their soldiers at the battle fronts but such visits would not be instantly reported by leading media houses of the world like the CNN, BBC, New York Times, Aljazeera, Reuters, AFP and other media establishments.

“Reports about these visits would mostly be made public only days after the visit of the President or when the media is sure that the safety of the Presidents at the front lines in Afghanistan would not be compromised.

“A lot of us have heard how the CNN reported meetings between President Obama and troops in battle fields only days after such visits. The International media completely shielded Prince Harry when he was fighting as a soldier and member of the British troops in Afghanistan between 2007 and 2008. He was only reported 10 weeks into his deployment after leaving dangerous point in Afghanistan.

“Let us now compare this with a classical situation in Nigeria. When President Goodluck Jonathan was said to be planning to visit Chibok in 2014, the trip was instantly revealed by virtually all Nigerian media houses even when at that time, the visit was supposed to be a secret one in order not to compromise the safety of the President given the strength of the Boko Haram at that time.”

Shettima said his findings have shown that the International media do not give instant or live reports concerning the visits of Presidents and world leaders to any dangerous places because the international media houses are taken into confidence by their media ,managers.

He said however, that in the case of Nigeria, “we try to beat the media by keeping our plans away from them, with a wrong notion that our journalists do not have the capacity to know that which we hide from them.”

Shettima said: “The worst assumption any newsmaker can ever have is to assume that any journalist lacks the capacity to find out what is being kept away from the journalist.”

In his paper, Olukolade said: “Terrorism remains an attractive boon for media coverage. It is this terrorists need for publicity and the media need for greater audience and profits that sustains the dangerous symbiosis between the two. The evil symbiosis is however not inevitable.”

He added that: “This could only be achieved if the media could deliberately opt to constitute a force for good by consciously tilting the equation on the side of the people by starving the terrorist of the oxygen of publicity on which it depends.”

During his paper presentation, “The Role of the Media in Promoting Peace in a Conflict Environment,” at the workshop, the President of the NUJ,  AbdulWaheed Odusile said: “Journalist must be respected, recognized, protected and adequately remunerated if we are serious about sustenance of this democracy.”

He added that: “Journalist should also be guaranteed access to information in the course of performing their duties, however, they should also use such information responsibly to ensure peace, promote growth, development and national unity.”

The Kaduna State Government has asked parents to allow their children below the ages of five to be immunised against Polio or face prosecution.

The News Agency of Nigeria, NAN, reports that the state government in a statement by the Special Assistant to Governor Nasir El-Rufai on Media and Publicity, Samuel Aruwan, said on Thursday in Kaduna that the immunisation was compulsory.

The statement read in part, “The government wishes to clarify that any parent found obstructing health workers from carrying out their statutory functions will be prosecuted according to the law.’’

It also urged parents to support the programme, saying a “polio-free state is a mission that all parents must support for the sake of all children in the state”.

“The campaign reflects the government’s determination to ensure that no child is exposed to the hazards of a disease that can be prevented, and which has been eradicated in most parts of the world,” it added.

The statement quoted the state’s Task force on Polio Eradication Initiative and Routine Immunisation, which is headed by the governor, as saying, “Children must be protected from the severe consequences of non-immunisation.

“The polio task force believes that most parents would easily appreciate the need to vaccinate their children.

“However, the public interest to protect children against avoidable health threats has led to a decision to make polio vaccination compulsory.

“The state cannot tolerate a situation where the laxity or levity of some parents may expose children to a bleak future.

“Parents and government must cooperate in guaranteeing good health for children in Kaduna state.’’

The government also directed that all eligible children in transit within Kaduna State should be made available for immunisation at all transit sites during the period of the campaign to eradicate polio.

It said that teams of vaccinators had been deployed to work with FRSC and NDLEA officials at partial roadblocks to vaccinate children in transit through highways in the State.

Jailed former Nigerian state governor James Ibori’s convictions remain valid despite evidence a British police officer took bribes during the investigation of his case, Britain’s state prosecution agency said on Thursday.

Ibori, who as governor of oil-producing Delta State from 1999 to 2007 was one of Nigeria’s most powerful men, is serving a 13-year sentence in a British prison after pleading guilty in 2012 to 10 counts of fraud and money-laundering.

He is the most senior Nigerian politician to have been held to account for the corruption that has blighted Africa’s most populous nation for decades, and his jailing was hailed as a high point in the international fight against graft.

But the case has become an embarrassment for Britain since one of Ibori’s associates, convicted money-launderer Bhadresh Gohil, alleged that the judicial process was tainted because prosecutors had covered up evidence of police corruption.

Authorities initially denied everything and charged Gohil with perverting the course of justice, but that prosecution was abruptly dropped in January.

In May, the Crown Prosecution Service,CPS, said it had found “material to support the assertion that a police officer received payment in return for information”.

After an internal review of the case lasting months, Reuters reported the CPS has saying on Thursday that while the material “should have been disclosed to the defence”, that did not call into question the validity of the convictions of Ibori, Gohil and others.

Ibori’s lawyer did not immediately respond to a request for comment. Gohil’s lawyer said he could not comment for legal reasons.

Court proceedings on the confiscation of Ibori’s assets are still dragging through the courts, and lawyers for Ibori and Gohil could use the next court hearing to challenge the findings of the CPS review.

Ibori first came to the attention of British police in 1991, when he was working as a cashier at Wickes, a home improvements chainstore in London, and was caught stealing from the till.

After returning to Nigeria, he became involved in politics. As governor of Delta, he amassed a huge fortune and became a power-broker in the PDP party then ruling the country.

The charges to which Ibori pleaded guilty amounted to the theft of about $80 million. Prosecutors said that was only part of his total booty, which was kept hidden via a complex web of shell companies, offshore accounts and front men.

During his sentencing in 2012, the court heard that he had enjoyed a lavish lifestyle involving foreign properties and a fleet of luxury cars. At the time of his arrest, he had been trying to buy a $20 million private jet.

The Authorities Of The Obafemi Awolowo University And The Staff-Controlled Muslim Community Have Expressed Fear That Some Muslim Students Are Exhibiting Extremist Tendencies That May Compromise Peace On The Campus. 

But the students accused of extremism denied the allegation. In interviews with PREMIUM TIMES, they said there was a concerted plot to deny them the right to practise Islam according to “kittab wa Sunnah (Quran and the practices of the Prophet).”

The long-held animosity came to full public reckoning a week ago through a five-page, 12-point statement by the university, one of the first five in Nigeria and which has consistently ranked among the top five in the country.

The statement signed by the Dean of the Division of Students’ Affairs, G.O. Akinola, identified two groups of Muslim students: mainstream Muslim Students’ Society of Nigeria and splinter Muslim Students’ Society of Nigeria.

The so-called splinter MSSN is the one accused of extremism, disregard for established regulations and norms, and prostitution.

“Note that this splinter group of the MSSN had begun to use the two ‘mosques’ in these (Awolowo and Fajuyi) Halls as a base for their anti-mainstream MSSN rhetorics and doctrinal disagreement on campus, including recruitment of students for their separate teachings,” the statement read.

During a visit to the school in August, Mr. Akinola said, the national leadership of MSSN expressed fears and alerted the Dean of Student Affairs, DSA, to the possibility of “emergence on the OAU campus of an extremist group of Muslim students in a fashion similar to the current Boko Haram insurgency besetting Nigeria”.

The DSA quoted the MSSN leadership as saying, “their strange doctrinal principles and procedures” could lead to the manifestation of Boko Haram.

He added that the ‘splinter MSSN’ was running brothels in the mosques within the hostel. It said female students were locked in rooms within the mosques.

“On this our visit to Awolowo ‘mosque’, we discovered a door leading to one of the rooms in the ‘mosque’ was securely locked from inside and the occupants refused to open. We threatened to force the door open if they refused any further, and after much persuasion, the door was opened and we discovered to our utter amazement that a group of girls numbering about a dozen were locked inside the room either fully or partially veiled.

“Our amazement was that the room in which they were locked or locked themselves was in a male hall, we wondered to no end why purported female students would be locked up in a male hall during lecture hours, no matter the excuse. Before we could interrogate them, some escaped through the backdoor of the room but we were able to apprehend three of them from whom we collected their identity cards.

“At the Fajuyi Hall, we also discovered to utter shock that a group of girls who purported themselves to be students were locked in a room in the ‘mosque’. We interrogated them and they claimed that they were kept there by their leaders who happen to be the leaders of MSSN splinter group.

“It should be noted that the Federal Government, of Nigeria of which Obafemi Awolowo University is an integral part, has not legalized prostitution in Universities. It is pertinent to note also that no female should be camped in a male facility under the guise of religion, as this is tantamount to running a brothel which will breed prostitution; and this is illegal. It is only fit, proper and responsible that any grossly abused university facility be closed down,” the school said.

Shedding more light on the university’s stance, its Public Relations Officer, Abiodun Olanrewaju, added that “We don’t want that (religious extremism) to come to our campus.”

“Students are primarily sent to acquire knowledge. Ife is not for any religious extremism either from Islam or Christianity.”

Mr. Olanrewaju said the school decided to shut the students’ mosques within the Awolowo and Fajuyi Halls because they were being misused.

When contacted, the Chief Imam, Sanusi Abubakar, speaking for the Muslim Community,  said the so-called splinter group which controls the two mosques have no regard for him or even regulations of the school.

For years, he said, he had been disrespected by the successive leaderships.

During the inauguration of the so-called mainstream MSSN at the university central mosque, there was a clash between the members of the opposing group and the Chief Imam.

“Young persons who are expected to be the future of Islam are behaving like thugs. Nigeria is a secular state and the university has its regulations and they have to be respected,” the Imam, a Professor of Medicine, said.

“That’s how Boko Haram started,” he added.

Accused Students Respond

When contacted, a spokesperson and Imam for the so-called splinter group, Zakari Bakare, rejected charges of extremism and prostitution against his group.

Mr. Bakare, a student of Pharmacy, said they practise Islam in strict adherence to the Quran and teachings of the Prophet.

On the alleged prostitution, he said it was true that university officials met female students in mosque.

“But it is their section of the mosque,” the student, popularly called Abu Fauzan, said.

Asked why female students were in the male hostel (mosque) at a time not scheduled for any of the five daily prayers in Islam, he replied, “we also asked the officials whether they did not see other female students reading at the Awo Cafe as they were coming to the hall. They said “yes” and we queried why didn’t they accuse them of prostitution.”

The Awo Cafe is just outside the Awo mosque with which it shares the same building.

Abu Fauzan said the female students usually come to the mosques to read.

While explaining his MSSN’s clash with the Chief Imam, Abu Fauzan said the Muslim Community encouraged “not more than 10” students and imposed them as MSSN leaders.

But Mr. Abubakar denied this. He said he did not know any member of the so-called mainstream MSSN before it was registered.

Although the splinter MSSN have been in control of the two mosques and enjoyed support of the students for years, it is not registered by the school.

In what birthed the mainstream group led by Idowu Akeem, some “moderate” Muslim students then approached the DSA for registration, our investigations revealed.

“They fulfilled all the requirements, including having staff advisers, number of student-members required and constitution,” an official said.

The school then recognized the “new” MSSN, having been “duly” registered, and then regarded it as “mainstream”.

“But the group that is more popular, controls the mosques, and has been on ground for long is now regarded as the splinter MSSN because of non-registration,” the official added.

Shut The Mosques

Following the disagreement between the two groups, university authorities announced a decision to shut down the two students’ mosques.

Contrary to reports, the mosques are still being used, PREMIUM TIMES confirmed.

“The Chancellor (of the university) has intervened and asked that everything should be on hold,” the Chief Imam said.

As at the time of filing the report, the group regarded as “splinter” controls the mosques and leads prayers there.

“Yes, they are the ones controlling the mosques,” the Financial Secretary of the mainstream MSSN, Yusuf Ogundipe, said in an interview. “But we are very hopeful we’ll gain control eventually because we are registered and recognized by the national body.”

Mr. Ogundipe, a final year student in the Faculty of Education, said their rivals “don’t even have right to refer to themselves as MSSN because they don’t accept authority, constitution and programmes of the national body.”

But Abu Fauzan said anything different from “kittab wa Sunnah” would not be accepted by his group.

Other Muslim students who accept the leadership of Abu Fauzan and are in the majority among Muslim students in the university, also indicated the school may be thrown into crisis if the mosques are taken from them

“We are ready to sacrifice anything for our Deen (religion),” said a female Muslim student, who sought anonymity for fear of being victimised.

Malaria No More’ a UK-based International Non-Governmental Organisation is about to commence an intensive three-day learning fellowship for journalists all around the world “to examine the future of the malaria fight and understand what it will take to end the disease for good.”

The organization, whose mission is to end the menace of malaria across the globe, stated on its website that the fellowship programme is open “to all interested reporters”.

A statement on the organisation’s website read in part: “We’re at a critical juncture in the global fight against malaria.

“The world has made significant progress since 2000, cutting the rate of malaria deaths by 71 percent among African children under 5.

“Thanks to smart investments and strong global partnerships, ending malaria is within reach.”

The group however added that research has shown that “Mosquitoes and the diseases they carry are building resistance to the tools we use to fight them.

“For that reason, Washington Global Health Alliance and Malaria No More have partnered to create ‘Innovating to End Malaria,’ a new fellowship program for journalists.”

The fellowship will afford participating journalists the opportunity to analyse malaria-related issues more deeply and interact directly with some of the world’s leading experts in malaria research.

Participants will also “have informal discussions and Q&A sessions at organizations such as the Bill & Melinda Gates FoundationCenter for Infectious Disease ResearchInstitute for Health Metrics and Evaluation, The Global Good Fundand Intellectual Ventures LaboratoryFred Hutchinson Cancer Research CenterPATH, and the University of Washington.”

President Muhammadu Buhari and Vice President Yemi Osinbajo are currently attending an economic retreat with other cabinet members to discuss the state of the nation’s economy and ways to get the country out of recession.

The one-day retreat has as its theme: “Building inter-ministerial synergy for effective planning and budgeting in Nigeria.”

The 2017 Budget is also expected to be among top items on the agenda of the meeting.

Resource Persons for the economic retreat include Obadiah Mailafia, Ayo Teriba, Bode Agusto and Bismarck Rewane.

According to posts on the twitter handle of the Presidential Villa, @AsoRock, “the Technical Sessions (will) be led by Peju Adebajo,Dotun Suleiman, Larry Ettah, Frank Nweke II, Laoye Jaiyeola and Mansur Ahmed”.

It is believed that the presentations will bother on how to get the economy out of recession and will include topics such as: weaning the economy out of oil dependence; fiscal and trade policy options, monetary and exchange rate policy options, and how to grow output and productivity in the Real Sector.

On Wednesday, the Ministry of Budget and National Planning released a statement saying that President Buhari would lead his deputy, who is the head of the economic team, along with ministers and heads of relevant federal ministries, departments and agencies to the meeting.

Akpandem James, media aide to the Minister of Budget and National planning, Udoma Udo-Udo, said in the statement that “The key objective of the retreat is to discuss the 2017 Budget as well as discuss steps being taken to get the economy out of recession.”

“The retreat is expected to deliver improved understanding of the measures being taken to get the country out of recession; improve synergy among the various ministries for enhanced implementation of planning and budget and enhance knowledge of how to develop 2017 Budget to effectively link with the medium term plan.

900,000 Borno IDPs To Get Three Months UNICEF Relief Materials

The www.icirnigeria.org has learnt that 880,000 Internally Displaced Persons, IDPs, in Borno State, the worst-hit state in the seven-year of Boko Haram insurgency, are set to benefit from massive and critical relief materials worth N408 million for the next three months from the United Nations children’s fund, UNICEF.

A Boeing 747 cargo plane arrived the Nnamdi Azikiwe International Airport, Abuja, on Sunday, September 11, with what UNICEF called lifesaving supplies meant for IDPs in the northeast.

The items are expected to be sent to Borno state.

UNICEF’s chief of communication in Abuja, Doune Porter, told the www.icirnigeria.org through email that the consignment was made up of 1,600 health kits and another 1,600 water, sanitation and hygiene, WASH, dignity kits.

The health kits, which will serve 800,000 people for three months, include drugs for the treatment of diarrhoea, malaria and pneumonia; antenatal supplements, such as iron and folic acid, and medical supplies like bandages and latex gloves for primary health centres.

The WASH kits contain jerry cans, buckets and water purification tablets. There are also soap and menstrual hygiene products for women and adolescent girls. These are expected to benefit 80,000 for three months.

More than 20,000 people have been killed and two million displaced by the seven-year Boko Haram insurgency, leading to a complex and dire humanitarian crisis.

Over time, government has focused majorly on the provision of food items to the displaced persons, while nongovernmental organisations, NGOs, and private individuals provide non-food items like medicines, educational materials, water, etc.

“They will be sent to UNICEF hubs in Borno state before being distributed and will be tracked during the distribution.

 

Despite these efforts, the situation has continued to worsen, with Doctors Without Borders reporting in July that people were suffering from severe acute malnutrition in an IDPs camp.

In August, the World Food Programme, WFP, warned that more than five million people faced severe food shortages due to the current situation, including inflation.

While this unfolds, allegations have continued to surface of officials diverting relief materials from camps, forcing President Muhammadu Buhari to order the arrest of suspects.

Mindful of these allegations, the www.icirnigeria.org asked UNICEF how the items would be distributed, including whether they would be given directly to beneficiaries or through the state government.

Porter explains: “The distribution plans have not yet been finalized for the supplies – our health and WASH sections are working on that now so that the supplies can be used most efficiently.

“They will be sent to UNICEF hubs in Borno state before being distributed and will be tracked during the distribution. We are working closely with our government and other partners to ensure the supplies will be used where they are intended.”

 

Agric Minister Clarifies Statement On Rice Consumption In Nigeria

Minister of Agriculture and Rural development, Audu Ogbeh, has dismissed news reports quoting him as saying ‘Nigerians eat too much rice, that’s why it is expensive’.

According to a statement signed by the minister’s adviser on New media, Aishat Onusi, the minister said the report “is totally false, misleading and a sheer display of irresponsible journalism, reckless sensationalism, and poor ethics.”

He said it was more disappointing that the mischievous headline was “completely at variance with the content of the news story.”

Ogbeh decried the deliberate misinformation by the media which he said has become a frequent occurrence.

He said there was the need “for caution, self-censorship and ethical compliance by journalists and social media activists.”

Part of the statement read: “For the avoidance of doubts, the minister stated that during a recent meeting he held with an indigenous Agro Company investing in the production of Irish Potato in Nigeria, he did talk about the health risk associated with the excessive consumption of rice and advised Nigerians to occasionally substitute rice with potato for improved diet.”

Ogbeh wondered how the statement attributed to him in the headline came about when no supporting statement or quote was provided in the content of the news report.

He advised Nigerians to “beware of misleading headlines; pay close attention to media reports that come with such and should challenge the Press to abide by their professional ethics.”

Companies Admit To Laundering Money For Patience Jonathan

Four companies charged with money laundering alongside a former Special Adviser on Domestic Affairs to ex-President Jonathan, Waripamo Dudafa, and two others, have pleaded guilty to the offence.

PUNCH reports that the companies pleaded guilty to conspiring with Dudafa and the two others to launder a sum of $15, 591,700 before a Federal High Court in Lagos on Thursday.

The companies are Pluto Property and Investment Company Limited; Seagate Property Development & Investment Co. Limited; Trans Ocean Property and Investment Company Limited and Development Company Limited and Avalon Global Property Development Company Limited.

The Economic and Financial Crimes Commission had since frozen the $15.6m found in the four companies’ accounts with Skye Bank.

But wife of ex-President Jonathan, Patience, has sued the EFCC and Skye Bank, claiming ownership of the money and saying that the EFCC violated her fundamental human rights by freezing the accounts without informing her.

She asked the court to order the anti-graft agency to unfreeze the accounts and pay her N200 million in damages.

The EFCC, however, revealed that an additional $5 million was traced to another Skye bank account in the name of the former first lady.
