UN Not Satisfied with Humanitarian Assistance In Bama

The United Nations is not satisfied with the volume of humanitarian assistance given to Internally Displaced Persons at the Bama camp, in Borno State, Northeast Nigeria.

UN Regional Humanitarian coordinator for the Sahel, Toby Lanzer made this known when he led a team of UN delegation and officials of the Borno State government to celebrate the 2016 world humanitarian day.

Bama gained global attention when reports broke that people living in the IDP camps were dying in their numbers as a result of malnutrition.

He said: “I am happy with what the United Nations and her partners have done to help the people of Bama. But I think we still have quite a road to travel.”

“I am still not satisfied entirely and I will be calling for more assistance whether in demand for education, whether is to make sure that all of your sisters and wives can give birth in a clean and safe environment; to make sure that people have roof over their heads on food in their stomachs or have access to their affairs so that they can help themselves”.

“This is the aspiration of the United Nations and her partners… may they be able to share in this endeavour and to support you”, he said

Commander of the 241 Battalion, Adamu Laka, said the IDPs have been provided with water and hygiene facilities as well as UN built schools for children.

He said he is worried that the population of the IDPs was growing but he fears that moving them may not be backed with resources for installation of water and hygiene facilities.

Lanza was conducted round the expansive camp to supervise the ongoing construction of tent homes being built by the UNHCR. 500 tent pavilions are being put in place for 500 families.

During the visit, thousands of children were seen learning in schools built by UNICEF.

Speaking on the essence of the World Humanitarian Day, Lanza said: “It is on this day in 2003 that the UN office in Baghdad, Iraq was attacked by a suicide bomber.

“We lost 20 of our colleagues in one strike. And I know that you here across the northeast of Nigeria particularly in areas such as Bama have identified with incidents of that nature because of the horrors Boko Haram inflicted on the communities in Borno State.

“So my hierarchy and I decided that for me this year, there will be no better place to celebrate the world humanitarian day than Bama. So I am here with you and I am happy in sharing this moment with you.

Relief materials were distributed to the women and children in the camp as part of the N2 billion humanitarian aid donated by the Dangote foundation.

Officials also seized the occasion to administer polio Vaccines to kids under the age of five.

No Prisoner Escaped In Abakaliki Attempted Jailbreak

The Controller-General of Prisons, Ja’afaru Ahmed has confirmed that no prisoner escaped during the attempted jailbreak in the early hours of Thursday 18th August, 2016.

He made this disclosure while addressing the press during a courtesy visit to the Governor of Ebonyi State, David Umahi on Friday 19th August, 2016.

The Controller General, who had earlier inspected Abakaliki prison, stated that trouble started when prison officials were about to carry out routine cell-search in the morning but the inmates in a particular cell resisted the exercise.

“They suddenly became riotous, broke other cells and released the inmates. They eventually broke into the workshop to arm themselves with dangerous weapons and severely attacked some staff trapped in the yard while others made for the main gate and pulled it down.”

He said the prisons Armed Squad and men from other security agencies on guard outside the perimeter fence were firing warning shots to deter the rampaging inmates but a number of them rushed out to escape.

The bold attempt was resisted by the combined team of armed personnel who prevented what would have turned into a catastrophic security situation had the inmates succeeded in escaping.

He said at the end of the fracas, six prisoners died and 10 others were injured. “Six prison officers were severely injured.

However, both staff and inmates are responding to treatment with some already discharged from the hospital,”

The Controller General has set up a 3-man panel to carry out a detailed investigation into the incident in order to establish both the immediate and remote causes of the riot.

He commended the officers and men of Abakaliki Prisons for successfully foiling the attempted jailbreak and also thanked officers of other security agencies that promptly responded in resisting the jailbreak noting that such synergy was essential in maintaining peace and good order in the society.

He also thanked the Governor for his assistance and timely visit to the prison.

Routine cell-search is a tradition in the prison usually carried out as a proactive security measure to ensure that prisoners do not keep dangerous items that could aid escape or compromise the safety of their fellow prisoners or staff.

It is the near abandonment of this practice that has largely been responsible for the recent escape of prisoners in Kuje, Koton Karfe and Nsukka prisons.

The CGP promised to continue to support field officers in the onerous task of securing prisoners in safe and humane condition. He also assures that reformation and rehabilitation of inmates will be pursued with the required vigour in order to stem the vicious circle of repeat offences among ex-convicts.

Abakaliki prison was built in 1946 with an installed capacity of 387 inmates but as at Thursday 18th August 2016, the prison had a population of 920 prisoners out of which 811 are awaiting trial. Only 109 of the inmates are convicts.

This website learnt that the leader of the prison riot had spent about 9 years awaiting trial.

The Governor of the Central Bank of Nigeria, CBN, Godwin Emefiele, has been elected as the President of the Association of African Central Banks, AACB.

The Election was held during the 39th ordinary meeting of the Assembly of Governors of the AACB in Abuja, Nigeria’s capital.

Emefiele succeeds Lucas Nchama who is now the Governor of the Bank Of Central African States.

The Governor of Central Bank of Burundi was elected Chairman of the East African sub-region while the Governor of the Central Bank of the Kingdom of Swaziland was elected Chairman of the Southern African sub-region.

Others elected are the Governor of the Bank of Ghana as Chairman of the West African sub-region and Governor of the Central Bank of Mauritania as Chairman of the North African sub-region.

Emefiele’s tenure will run from 2016 to 2017.

In a communiqué at the end of the meeting, the new AACB President noted that the nomination for the Vice Chairman of the AACB, which was zoned to the South African Sub-region, would be made known in due course.

The association adopted “Prospects for monetary integration in Africa: Lessons learned from the experience of monetary and financial integration of Europe,” as the theme for the 2017 symposium.

It also stressed the necessity for African countries to diversify their economies and improve exports, while limiting imports.

The assembly of African CBN governors emphasised the urgent need for coordination between monetary and fiscal policy across all African countries.

The Assembly further urged African countries to strengthen efforts at implementing structural reforms in order to diversify their respective economies, improve the business environment and promote intra-regional trade as a way of strengthening their resilience amidst external shocks.

The meeting was attended by 27 member Central Banks and the African Union Commission, AUC.

Round-Table Calls For Whistle Blower Protection In Nigeria

Participants at a civil society media round-table have called for the enactment of a law that specifically shields whistle-blowers from punishment.

The meeting with the theme: Whistle-blower Protection: In The Absence Of Relevant Laws In Nigeria, was conveyed by the Institute of War and Peace Reporting, IWPR, and brought participants from ministry of Justice, civil society organisations and the media.

“The Media/Civil society round table is a knowledge sharing platform under the Accountable Governance for Security and Justice project intended to strengthen the relationship between media and civil society organisations working in the areas of security and corruption.

“The importance of information in the fight against corruption, and in security cannot be over emphasized but the usual stance of security agencies refusing to disclose information under the guise of “classified” information hampers this fight especially in the light of the recent happenings. Equally, the fear of possible repercussion for exposing both corruption and corrupt officials prevents most Nigerians from coming forward with such information,” Ann Iyonu, Programme Officer, IWPR, said.

As Nigeria tries to shake off the toga of corruption, especially in light of revelations coming from the presidential arms probe panel, the consensus was that someone might have raised the alarm had there been legal guarantees that they would not be victimised or prosecuted.

“Whistle-blowers must feel protected to be able to blow the whistle on corrupt people and the only way this can be done is for there to be adequate laws in this regard,” Aisha Aliyu from Wole Olanikpekun and Co law firm said.

Gowon Joseph, from the Attorney General’s office, said lack of adequate protection could explain why most Whistle-blowers prefer to expose wrongdoings anonymously whether internally or to the media.

Anonymously exposing corruption, though with good intentions, has serious limitations.

“Anonymous whistle blowing by public officers internally or externally by leaking information to those in more senior positions or to the media makes the wrongdoing difficult to investigate, as there could be no one to clarify on the matters raised,” Joseph noted.

It was revealed, however, that there are sections of different laws that offer one form of protection or the other for someone who decides to report a case of corruption. These, members agreed, are not enough, as they do not protect one from dismissal, demotion or some internal disciplinary proceedings. This also explains why the immediate past National Assembly tried to pass the Whistleblower Protection Bill, which was to be known as the Protective Disclosure Act, alongside 45 other bills in 10 minutes before its tenure ended.

Former president, Goodluck Jonathan, did not assent to the bills, meaning whistle-blowers are still largely exposed to reprisals from their bosses or colleagues should they decide to spill the beans.

Even the much celebrated Freedom of Information Act 2011, the legal experts said, is limited in its protection of whistle-blowers.

“The Freedom of Information Act to some extent protects whistleblowers in the public sector by removing legal obstacles that affect disclosure of information. However, this protection is not enough. The Act still leaves the public officer vulnerable to dismissals, suspensions or demotions as a result of making a disclosure. It would be necessary to have a comprehensive whistleblower law that protects whistleblowers from dismissals or suspensions. The Freedom of Information Act does not extend protection to private sector organizations.

“There are limitations as to what can be accessed in the operation of Freedom of Information Act. Only Sections 1 and 3 grant access to information, but as many as ten sections (Sections 7, 11, 12, 14, 15, 16, 17, 18, 19 and 26) are meant to deny the public access to information,” Joseph explained.

As a way forward, the consensus was that in order to get more people to expose corruption, Nigeria should urgently work towards having a law that either protects whistle-blowers from prosecution or, better still, as witnesses.

Nkemdilim Ilo, a procurement expert with the Public and Private Development Center, PPDC, said as part of whatever law is enacted in this regard, there should be some incentives to further encourage people to report wrongdoings in their places of work. Others did not think Nigerians need incetivising to expose ills in their places of work.

Defending her position, Ilo said this can be temporary until the patriotism in Nigerians blossoms, at which point the necessary amendments can be made to the laws.

“Take the US, for instance, the average American is first loyal and patriotic to the country before the state they come from but here in Nigeria, it’s not so,” she pointed out.

Aliyu said once Nigerians are certain that if they report an issue, it will be dealt with, that is incentive enough to prod others to do same.

Mustapha Hussain, a staff of the Independent Corrupt Practices and other related offences Commission, ICPC, said all government agencies should be mandated to have witness protection guidelines as a way of boosting staff confidence.

He explained that his Commission, as a way of protecting informants, ensures that if a petition is brought against someone, the person does not know who the petitioner is.

At the end of the workshop, the onus was placed on the media to push a campaign for the passage of relevant laws that will protect and encourage whistle-blowers.

“It is our hope that this particular round-table meeting identified practicable ways media and civil society can collaborate to address issues of corruption, especially in the security sector and create awareness on the need to protect whistle-blowers,” Iyonu said.

Military To De-Mine Farmlands In Northeast

The Nigeria military will be embarking on massive de-mining and clearance of Improvised Explosive Devices,IEDs,from farmlands in the Northeast.

Addressing a press conference in Maiduguri on Friday, the head of military counter-insurgency operation in the Northeast (Operation Lafiya Dole), Lucky Irabor, a major general, said the troops will soon embark on the exercise across the three Northeastern states of Adamawa, Borno and Yobe in order to clear all farmlands of land mines and all other explosives.

He disclosed that enough machines and equipment have been procured by federal government and are in the possession of the military to undertake the task.

He said with the determination and commitment of the troops, many people particularly the displaced farmers have started going back to their liberated communities,

He however said there were still ‘No go Areas’ in parts of Sambisa Forest where farmlands needed to be de-mined and cleared of IEDs planted by insurgents.

He said as soon as the equipment get to the theatre, all identified farmlands will be cleared and declared safe for farmers in the region.

On the success recorded recently in the ongoing operations, Irabor said, “On 23rd July 2016 at about 0530hrs, own troops sprung an ambush against the Boko Haram Terrorists elements between KOMALA and MUSAFANARI villages,

“Some Boko Haram elements on motorcycle and bicycle were engaged while trying to cross SAMBISA Forest. Consequently, 2 BHT were killed while several items were recovered which include 2 AK47 rifles, 4 loaded AK47 magazines, assorted food items, laundry items, a motorcycle, 2 bicycles and assorted clothing.

“Similarly, On 28th July 2016 at about 0700hrs, own troops conducted a clearing operation in SHUWARI 1 and the adjoining villages. The villages were successfully cleared and all BHT structures were destroyed. In all five BHT were killed while a dane gun and a bicycle were recovered,

He said 13 suspected hostages comprised of a man, 6 women and 6 children were rescued.

“Likewise, in an ambush operations, troops at PULKA community of Gwoza Local Government Area of Borno state Crossing Point killed some terrorists, while many escaped with gunshot wounds,

Among the items recovered, according to the theatre Commander, were one AK47 rifle, a General Purpose Machine Gun, a bicycle, a motorcycle, several live ammunitions, a TECNO phone with Nexttel SIM card and food items in sacks.

He added that: “On 29th July 2016 at about 1830hrs, own troops embarked on an ambush operation to a suspected BHT Crossing Point off DAMBOA – KUBWA road towards MULTE village axis. As troops laid in wait, some Boko Haram terrorists (BHT) elements on bicycles appeared and were accordingly engaged. Consequently, one BHT was killed,

“Items recovered include an AK47 rifle with 14 rounds of 7.62mm ammunition, a Dane gun (shaped like an AK47 rifle), a locally fabricated double barrel pistol and 4 bicycles,

“On Cordon and Search Operations and following an intelligence report that large quantity of arms and ammo were being moved into areas outskirts of GAMBORU for a possible BHT attempt to retake GAMBORU and RANN Local Government Areas of Borno state, own troops conducted a dawn cordon and search operations around GAMBORU town. A total   of 3 AK56 and 2 AK-L rifles were recovered. Also, 235 rounds of 7.62mm special ammunition and 7 AK magazines were recovered,

“On 1 August 2016 at about 2000hrs, own troops in response to a distress call at YAURI village. Own troops came in contact with some BHT elements and engaged them. As a result of the operation, 5 BHT were killed and several items were recovered which included 2 AK47 rifle, a General Purpose Machine Gun, a 60mm mortar tube, an FN rifle, 2 Dane guns, 2 AK47 magazines and 2 FN magazines. Others were 131 rounds    of 7.62mm ammunition, 31 rounds of 7.62mm special ammunition, a 60mm mortar bomb, 10 bicycles and a sum of N31,275.00.”

Irabor said the attack on troop locations in Kangarwa which took place on 15th August was repelled during which 16 insurgents were killed, adding that 11 AK 47 rifles, one 60mm mortar, one RPG tube, one RPG Bomb, 12 x 60mm bombs, one hand grenade 5 x magazines and one handset and a bandoliers were recovered from the terrorists.

On the recent video released by Boko Haram through the social media, Irabor claimed all the attacks shown in the video were archival materials gathered by the Boko Haram over a long time.

“The incidents were in those days that BHT lived in illusion. Currently, they have lost initiative and have been routed. The video is an elusive attempt to recruit support. I therefore implore you all to inform the public to be rest assured that there is no cause for alarm as far as the degradation of BHT capabilities is concerned.

“These are confused bad elements of the society who are suffering from shock of total defeat from the military. As you all know, these are mere BHT propaganda which could not hold any water. Let me once again use this medium to remind the remnants of BHT that their days are numbered because their future is going to be disastrous if they fail to surrender and lay down their arms,” Irabor concluded.

In order to boost the economy, the federal government has announced plans to increase spending on capital projects this year by N60 billion.

Kemi Adeosun, Minister of Finance on Friday disclosed federal government’s intention to allocate N60 billion ($180 million) more spending on capital projects as part of the 2016 budget and in addition to what was released earlier.

The government has so far spent over N400 billion on capital projects this year, a far cry from the N1.8 trillion allocated as capital expenditure in the 2016 budget.

Africa’s largest economy is going through its worst financial crisis for decades as a result of slump in oil revenues.

The government had budgeted N6.07 trillion for 2016 based on crude oil bench mark of $38 per barrel and a production output of 2.2 million barrels per day.

But the sustained attacks on oil installations by Niger Delta militants have significantly affected output and oil revenues.

Minister of State for Petroleum, Ibe Kachikwu, yesterday at a media function in Abuja, disclosed that the country produces 1.56 million barrels per day-about 700,000 barrels per day below the target production.

Both Adeosun and the Central Bank Governor, Godwin Emefiele, have hinted that the economy was in recession and that it was impossible to fully implement the 2016 budget.

Nigeria Needs $3 Trillion For Infrastructure Projects

The Minister of Budget and National Planning, Udoma Udo-Udoma, has revealed that Nigeria will need about $3.05 trillion in the next 30 years in order to implement the National Integrated Infrastructure Master Plan, NIIMP.

The plan which will be executed in collaboration with Federal and State governments as well as the private sector will see the public sector taking 52% of the load with the private sector underwriting the balance in the first five years of the plan.

The Minister made this remarks when he received the Report of a 3-Day Pre-Summit Workshop from the Infrastructure Private Public Partnership Summit Group, PPPSG, saying that the NIIMP is a blueprint for accelerated infrastructure development, which seeks to raise the stock of infrastructure in the country from the current level of 20%-25% of the GDP to at least 70% by 2043.

Udo-Udoma said that the PPP Summit Group has a responsibility to chart a course for the PPP funding in some critical sectors as well as establish a private sector-led Community of Practice to work in collaboration with government across all levels to ensure the successful implementation of infrastructure roadmaps.

He added that Investments in the NIIMP are geared towards meeting infrastructure requirements of the major sectors of the economy including Energy, Transport, ICT, Agriculture, Water and Mining, Housing, Social Infrastructure and Security and Vital Registration.

The Minister explained that apart from being a robust framework for infrastructure development, the NIIMP will also serve as investors’ guide, enhance economic growth and create job opportunities among other benefits.

The master-plan outlines a financing plan for the public sector component of the investment requirement with four major options – public budgets, loans, pension funds and sovereign wealth fund as well as public private partnership, PPP.

Udo-Udoma pointed out that President Mohammadu Buhari is determined to attract as much private sector investment as possible to enable a quick turnaround in the country’s economy.

Chairman of the PPP Summit Group, A. B. Mahmoud, said that since it would be impossible for government to bridge the existing infrastructure gap within a reasonably short period, it becomes necessary for collaboration with the private sector to achieve the purpose.

He however noted that the private sector will only get involved in the execution of projects if the plans are well laid out and attractive; which is why the group is out to chart a course for the PPP funding to ensure the successful implementation of infrastructure roadmaps.

Police Shortlists 110,469 Applicants For Recruitment

The Police Service Commission, PSC, has shortlisted 110,469 applicants out of the 338, 250 applicants invited for the just concluded screening at the states and FCT Police Commands.

Mike Okiro, Chairman of the commission, disclosed this at a news conference in Abuja on Friday, saying that the aptitude tests for the successful candidates would begin on August 22across the 36 states and FCT.

He said that out of the 110, 469 applicants, 22, 454 were shortlisted for Cadet Assistant Superintendents of Police, ASPs; 24, 456 for Cadet Inspectors and 63, 559 for Police Constables.

Okiro clarified that aptitude test for cadet ASPs for both general duty and specialists will begin on August 22; that of Cadet Inspectors for both general duty and specialists will hold on August 23; while the test for police constables for both cadres would take place on August 24.

The former Inspector-General of Police, said that document and physical screening of specialists is scheduled for August 29 after they must have taken the aptitude tests.

He maintained that the PSC adhered strictly to the requirements needed from the applicants for the exercise.

He said that some of the applicants were screened out for over age, alteration and falsification of documents and year of graduation.

Also taken into consideration were physical features, tattoo marks, first school leaving certificate, certificate of state of origin and class of degree or diploma.

He said that over 115 applicants were arrested during the screening for forgery and impersonation and have been handed over to the police for investigation and prosecution.

The chairman restated the commission’s desire to sustain the integrity of the exercise, saying that questions for the tests would only be disclosed to the coordinators on the examination date.

He reassured Nigerians that the exercise would be transparent and all applicants would be given equal opportunities to pursue a career in the police, warning that any candidate caught undermining the integrity of the exercise would be prosecuted in line with extant laws.

Okiro said that emails have been sent to all shortlisted applicants, adding that the master list for each state had been sent to all state commands to paste at command headquarters and examination centres.

The chairman said that the commission was not under pressure from any quarter to favour any candidate.

The commission received 911,438 applications comprising 262, 462 for cadet ASPs, and 211,832 for cadets Inspector and 437,144 for police constables and shortlisted 338,250 for the screening.

President Muhammadu Buhari had on taking over government promised to increase the capability of the Nigeria Police Force by employing 10,000 policemen.

It would be recalled that few hours after the online recruitment  exercise commenced, the portal crashed as a result of heavy traffic, as thousands of unemployed Nigerians tried to gain access.

 

Kogi Traditional Rulers Now Part Of Crime Prevention

Governor Yahaya Bello of Kogi State has directed traditional rulers in the state, to immediately identify and hand over those perpetrating crimes in their domains to the government for prosecution.

Jerry Omodara, the Special Adviser on Security to the governor, said this while unveiling the state government’s new strategy on community policing, in response to the rising wave of kidnapping, armed robber, cultism and other violent crimes in many parts of the state.

He said traditional rulers will henceforth be required to provide information on suspicious people and movements in there domain, adding that the government has promised to support them financially.

Omodara warned youths in the state to stay away from crime as security agencies in the state are out to make life difficult for them.

The Kogi State Commissioner of Police, Abdullahi Chaffe and the State Commandant of the Nigeria Security and Civil Defence Corps, NSCDC, Evaristus Obialu called on traditional rulers and religious leaders to collaborate with security agencies to make Kogi State safer.

Kogi State has been in the news lately for all sorts of crimes. The Lokoja-Okene highway, for instance, has become quite notorious for armed robbery and kidnapping almost on daily basis.

Police Warn Niger Delta Militants Against Secession

The Nigerian Police has warned the Niger Delta Avengers against going ahead with the threat of declaring secession.

Force Public Relations Officer, Donald Awunah, gave the warning on Friday, pointing out to the militant group that to declare a republic was a treasonable offence.

Awunah reiterated that security agencies would not allow any action that might lead to a breakdown of law and order in any part of the country, describing the threat by the militants as provocative.

The police spokesman advised the militant group to channel its grievances through the legal procedure as the police and other security agencies would not condone any act of lawlessness in the region or in any other part of the country.

Awunah said, “I believe they (militants) know that it is a treasonable felony to declare a republic.

“The police and other security agencies will not allow any treasonable action to be perpetrated in any part of the country.

“They have been warned.”

The Niger Delta Avengers militant group had threatened that it will declare a Niger Delta Republic onOctober 1, if President Muhammadu Buhari fails to restructure the country.

An online statement by the group’s spokesman, Mudoch Agbinibo, said the NDA was praying for the Buhari-led Federal Government to discover oil in commercial quantity in the northern part of the country so as to free the people of the Niger Delta from her oppressive tendency.

It believes that if oil was discovered in commercial quantity in the North, the people in that region would appreciate what the people of the Niger Delta have been experiencing in the hands of the Nigerian government.

The statement read: “Our prayer for Buhari and the Northern hypocrites (the Northern governors) is that oil should be found in commercial quantity in the North so that they can let the Niger Delta go.

“The Buhari-led government has failed Nigerians with its misdirected policies that have divided the country. As such, nobody wants to be part of that failed state; not even the Niger Delta.”

The statement added further, “The October 1 declaration of independence is still sacrosanct, if the Nigerian government fails to retrace its step by restructuring this country.
