Rights Group Seeks $28 Million Payment For Victims Of Agip Pipeline Explosion

An environmental rights group, Environmental Rights Action/Friends of the Earth Nigeria, ERA/FoEN, has demanded that Nigerian Agip Oil Company pays $28 million compensation to the families of those who lost their lives in the July pipeline explosion which killed 14 people at the company’s oil field in Bayelsa state.

The explosion, which occurred at Azuzuama community in Southern Ijaw Local Government Area of the state, saw two staff from the state environment ministry and the National Oil Spills Detection and Response Agency, NOSDRA, killed alongside 12 others while investigating the cause of an earlier oil spill.

“While a price cannot be placed on the loss of human lives, we urge the payment of the sum of US$2 million each to the families of the bereaved since their bread winners have been taken away from them abruptly,” Godwin Uyi Ojo, ERA/FoEN’s Executive Director, said while presenting a report on the incident titled “Agip’s Azuzuama Tragedy” to journalists in Yenagoa, the state capital.

Ojo condemned what he called Agip’s impunity in dealing with human safety in its operation, urging the federal government as well as Bayelsa State government to ensure that the company does not get away with its blatant carelessness.

“Agip should be brought to book following the cases of negligence, equipment failure and substandard pipeline clamping procedures.

“State and federal governments should ensure that Agip complies with international standards in oil pipeline clamping and procedures which must guarantee the safety of workers, regulators and the communities,” he said.

The Bayelsa State Commissioner for Environment, Inuro Wills, decried the oil firm’s violation of operational regulation and its negligence towards victims of the pipeline explosion, adding that the state government will ensure that the recently launched guidelines on oil spill management was followed by oil companies operating in the state.

He also disclosed that the government has will provide legal assistance to families of the deceased should they require it.

A statement by Eni, the parent company of Agip, said the company is investigating the cause of the pipeline explosion.

The family of late Benson Obode, the Benin car dealer who died in the custody of operatives of the Special Anti-Robbery Squad, SARS, Lagos State, have accused the Nigeria Police of planning to steal his corpse from the morgue.

The family, at a press briefing in Benin on Wednesday also alleged that police officers took his ATM card and forcibly obtained his pin number with which they have withdrawn the total sum of N330,000 from the late car dealer’s bank account.

The family also also alleged that the police was frustrating efforts to process the autopsy report of the deceased.
Speaking for the family at the media briefing, Solomon Obode, said that attempts by the deceased man’s siblings to conduct the autopsy had been frustrated by the police through delay tactics.

“The family discovery indicates that there is a grand plan by some unscrupulous policemen to steal the corpse from the morgue, hence, the delay by the police in conducting the autopsy even after the family has made payments available,” Solomon alleged.

He stated further: “To our greatest dismay, the police has refused to turn up for the autopsy and has also refused to advance any reason to the family on why it does not want to appear for the autopsy.”

To buttress their allegation that policemen had withdrawn money from their late brother’s bank account, a copy of his bank account statement shown to journalists.

Solomon alleged that following Benson’s death, the policemen “proceeded to Port Harcourt where the police used the First Bank ATM cards to transfer the sum of N300,000 to one Fasasi Adesina Kazeem, with Guaranty Trust Bank Account No. 0011009936 on May 23, 2015.‎”

“They went ahead to withdraw the sum of N100,000 on May 24, 25 and 26‎, 2015, at First Bank Artillery, FCMB Rumukoro and Ecobank Rumukoro, respectively with ATM camera footage clearly showing Corporal Adeleke Adedeji making the withdrawals,” he added.

The family, however, urged the Inspector-General of Police to intervene in the matter, adding that it would relent in its efforts bring the issue to a satisfactory end.

“We, therefore, want to reiterate and intimate the entire public on the gimmicks being employed by the subordinates of the Inspector-General of Police to subvert justice in this cause.

“If they run to the ocean, the family of Obode will develop fins and wet feet and we will swim in the deepest part of the ocean until we bring them to justice,” he said.

Responding to the allegation, Edo State Police Public Relations Officer, Stephen Onwochei, said the command was not “strictly competent” to speak on the matter, as it was being handled by the Force Headquarters in Abuja.

“Originally, that case was reported to Edo State Police Command. For good reasons best known to the family of the deceased, they petitioned to the Force Headquarters and force CID personnel (homicide section) came and took over the case from the command,” the police spokesman explained.

The corpse of the late Benson was discovered by his family in a hospital morgue in Benin, two months after he was arrested by the police. His family had been searching for him and did not know that he had been in police custody all the while.

Four police officers attached to the Special Anti – Robbery Squad in Lagos are being investigated for involvement in Benson’s death.

Army Arrests 33 Boko Haram Food Suppliers

The Nigerian Army says it has arrested 33 suspects from different villages in Borno state believed to be food suppliers to members of the Boko Haram terrorists. The army says, however, that they are still being investigated.

According to a statement by the Army spokesperson, Usman Sani, the suspects were arrested along Damboa axis with large quantity of food stuff.

“Nine of the 33 suspects are from Korode, 5 from Auma, 10 from Geargube, 4 from Kausautaya, 4 from Bulbul and 1 from Dolomi villages,” the statement said, adding that some of the suspects said they were traders and did admitted buying and selling food to the Boko Haram group.

Usman added that in a separate clearance operations, troops were able to uncover and destroy Improvised Explosive Devices, IEDs, planted at Sandia village.

Also, more women and children were reportedly rescued by troops along Bama axis but the army says it is not taking anything for granted because “some of them are suspected terrorists.”

“The rescued persons were part of those abducted by Boko Haram terrorists at Buduwa general area in Bama Local Government Area of Borno State which was earlier occupied by the terrorists,” the army said.

Senate President, Bukola Saraki Denies N2 Billion Corruption Charges

Senate President and former governor of Kwara state, Bukola Saraki, has denied the 13-count corruption charges levelled against him by the Code of Conduct Bureau, CCB, alleging that the move is politically motivated.

The Senate President, according to Premium Times, an online newspaper, is accused of fraudulent practices related to his asset declarations in 2003, 2007, and 2011 to the tune of more than N2 billion.

In the charge sheets filed by the office of the Attorney General of the Federation and signed by M.S. Hassan, a deputy director in the office, Saraki is accused of anticipatory declaration of asset while in office as governor, acquiring assets beyond his official earning, operating a foreign bank account as a public officer, false declaration of assets, among other crimes, all in violation of the Code of Conduct Act and the Constitution of the Federal Republic of Nigeria 1999, as amended.

However, in a statement issued by the Senate President’s spokesman, Saraki refuted the charges, calling them “false, incorrect and untrue.”

“Throughout his career as a public official democratically elected to high public service, Dr Saraki has always held himself, to global standards of transparency and accountability, to a far higher standard of diligence, disclosure, and compliance, than required or even requested by Nigeria’s Code Of Conduct protocols,” Saraki said in the statement said.

“Dr Saraki has always, lawfully and accountably, declared his assets, both directly owned, and in which he may derive any historical and on-going degree of beneficial interest,” he further said.

While faulting the charges, which he said ought to be filed by the Attorney General of the Federation, a position occupied by the Minister of Justice, who is yet to be appointed, Saraki questioned the CCB’s rationale for bringing the issue up, 12 years since he first declared his assets.

“We believe that the Code of Conduct Bureau following their processes in which after a declaration is submitted to the bureau they carried out verification of the assets and ascertained the claims made, should not wait till 12 years later to be pointing out an alleged inconsistencies in a document submitted to it in 2003.

“We are of the opinion that present effort is a desperate move initiated due to external influence and interference,” the statement explained.

In the first charge, the Senate President is accused of declaring in 2003 that he acquired No. 15A and 15B McDonald, Ikoyi, Lagos in 2000 through his company, Carlisle Properties Limited, but it was found out that the said property was actually sold to him in 2006 by the Implementation Committee on Federal Government Landed Properties through his companies, Tiny Tee Limited and Vitti Oil Limited at a sum total of N396.15 million.

The second charge relates to an acquisition that was alleged to be beyond his income as a public officer. According to the charge, between 2006 and 2007, while he was the governor of Kwara State, Saraki acquired No. 17A and 17B McDonald, Ikoyi, Lagos, from the Implementation Committee on Federal Government Landed Properties at a cost of N497.2 million, “which was not fairly attributable to your income, gift or loan approved by the Code of Conduct for Public Officers.”

Saraki had, according to the document, lied that he bought the property from proceeds of sale of rice and sugar.

He is also accused of refusing to declare, while leaving office as governor in 2011, Plots 2A and 37A Glover Road, Ikoyi, Lagos, which he bought through his company Carlisle Properties Limited, each at the cost of N325 million. The former was acquired from the CBN, the document states.

Also, in 2003, he refused to declare his properties in Abuja, namely No. 1 Tagus Street, Maitama, otherwise known as Plot 2482, Cadastral Zone A06, which he claimed in 2011 to have acquired from one David Baba Kawu in 1996. He failed to declare this property in 2007, when he was re-elected as governor.

In 2007, having been re-elected for a second term as governor, Saraki refused to declare No. 3 Tagus Street, Maitama, otherwise known as Plot 2481, Cadastral Zone A06, Abuja, which he purchased from one Alhaji Attahiru Adamu through Carlisle Properties Limited before he became governor. He also refused to declare this property in 2011 at the end of his tenure as governor of Kwara state.

Saraki, according to the documents, in 2003 fraudulently declared that he earned N110 million per annum from his property located at No. 42 Gerald Road, Ikoyi, Lagos, through his company, Skyview Properties Limited, when in reality the property was under construction.

He failed in 2011 to declare a 2010 loan of N375 million received from Guaranty Trust Bank domiciliary account no: 441441953210, which he converted to £1, 516, 194 and paid to Fortis Bank SA/NV as mortgage payment for an undisclosed property he bought in London.

Between 2008 and 2012, Saraki allegedly transferred more than $3 million from his Guaranty Trust Bank domiciliary account no: 441441953210 to his foreign bank account with American Express Bank, New York, card No: 374588216836009 through the American Express Services Europe No: 730580.

The former governor in 2003 again failed to declare his leasehold interest in No. 42 Remi Fanikayode Street, Ikeja, Lagos, acquired in 1996 from First Finance Trust Limited through his company Skyview Properties Limited.

Since controversially emerging as Senate President in June, Saraki has been confronted with one trouble or the other, including his silent battle for supremacy against his party, the All Progressives Congress.

In July, the Economic and Financial Crimes Commission, EFCC, invited Saraki’s wife, Toyin to answers questions regarding financial dealings while her husband was governor of Kwara State. A month later, the Senate said it was probing the anti-graft agency for alleged diversion of N1 trillion recovered from looters.

Saraki said he was ready to cooperate with relevant agencies in the fight against corruption and will make himself available if needed for questioning, adding that his current travail is a case of corruption fighting back.

“We also note that anytime you try to fight corruption or insist that the right thing should be done, the system will always come after you. This is another case of desperation to fight Dr. Saraki because of his recent stance on national issues,” the statement noted.

Former US Ambassador to Nigeria, John Campbell, has said that talks of victories by Nigerian troops against Boko Haram, must be taken with caution, even skepticism, especially with the difficulty in accessing the conflict zone by the media and members of the diplomatic community.

The diplomat noted also that in response to military action, the sect has displayed an ability to evolve new strategies of warfare such as using young girls as suicide bombers.

“The credibility of security service statements is not high. It is hard to confirm the Nigerian military’s claims of success as it is difficult for foreigners, including the diplomatic community and the media, to access the areas where Boko Haram traditionally operates in Nigeria,” Campbell stated.

Campbel observed that the military had in the past made exaggerated claims about its victories over the insurgency group.

“Military claims of success must be viewed with caution if not skepticism. Throughout the struggle between Boko Haram and the Nigerian state, beginning with the former’s re-emergence in 2011, security service spokesmen have made exaggerated claims of success.”

Recently, the military said several members of the sect have surrendered but Campbell, writing in the blog Africa in Transition, said the recent bomb attack at the Malkohi internally displaced persons camp in Yola, Adamaw state, showed that Boko Haram still poses serious security risk, despite its inability to take control of any territory again.

“Military spokesmen claim that large numbers of Boko Haram operatives are surrendering. They also cite military capture of Boko Haram arms, food, and even narcotics. On the other hand, Boko Haram terrorism continues, as documented by the Council on Foreign Relations’ Nigeria Security Tracker,” the former ambassador wrote.

Since President Muhammadu Buhari gave a marching order to service chiefs to end Boko Haram in three months, the military has frequently churned out statements of victories recorded against the group and the only information available even to the media comes from the defence spokespersons, with no way of verifying such claims.

The American diplomat also said the recent report of arrest of Boko Haram suspects in Katsina, Lagos and Enugu states, if confirmed, showed that notwithstanding the group’s dwindling membership, its determination to spread beyond its primary locations of Borno, Yobe and Adamwa cannot be underestimated.

President Buhari has made tackling insecurity a top priority and most of his foreign trips since coming to power have been to this end, with the President expected back to the country today from France, where he got President Francois Hollande’s promise of military assistance in tackling Boko Haram.

 

Minister, Others Condemn Death Threat Against Irish Journalist

Northern Ireland’s Deputy First Minister, Martin McGuinness, the Irish journalists’ union and others have condemned the death threat made to a journalist working for the Irish News, a newspaper based in Belfast, Northern Ireland.

The threat, received on Friday, is connected to a murder investigation.

“A threat against a highly respected colleague is deplorable and all attempts to undermine press freedom must be firmly resisted whenever and wherever they emerge,” Noel Doran, the newspaper’s editor, said.

Doran said the newspaper will not be cowed into abandoning its duties, suggesting it is not the first time it has faced similar situation.

“Journalists in Northern Ireland will not be deterred by such threats. The Irish News has faced down bullies before. Our members will never give in to those who seek to deny the right to freedom of expression to those who expose inconvenient truths,” he noted.

Also condemning the threat, McGuinness called the threat “cowardly” and “unacceptable” and said it should be withdrawn.

The National Union of Journalist, NUJ, said journalists must not be intimated while working in the interest of the public.

“There is a need for independent, fearless journalism in Northern Ireland and in the current climate we regard the death threat as especially worrying,” Seamus Dooley, Irish secretary of the NUJ, said.

“Journalists must be allowed to work in the public interest without intimidation. There is an obligation on those in positions of influence to work to ensure that reporters, photographers and editors are able to operate without risk or threat from any quarter,”

The newspaper said the Northern Ireland Police Service, PSNI, is aware of the threat.

The Irish News is a popular daily newspaper with a circulation of more than 37,000 copies a day.

ICPC Returns Stolen N1 Billion To Ministry, Colleges Of Education

The Independent Corrupt Practices and other related Offences Commission, ICPC, on Tuesday returned funds totalling nearly N1 billion recovered from some fraudsters to representatives of the federal ministry of Environment and three colleges of education which had been defrauded of various sums.

At a public handover ceremony held at the ICPC headquarters in Abuja, the commission’s chairman, Ekpo Nta, said that the return of the funds to the affected institutions was in pursuant of a court order and fulfilment of Section 6 of the Corrupt Practices and other related Offences Act 2000

A total of N924 million recovered from one Adeolu Olugbenga Adeyanju, who is now facing prosecution, was returned to the Ministry of Environment from which it was dubiously withdrawn in December 2014.

In the same vein, N56 million was returned to the Federal Government Girls College, Sagamu, Federal Government College, Odogbolu and the Federal Science Technical College, Ijebu Mushin.

This represents the amount so far recovered from the total sum of N103 million illegally diverted by a pay officer in the Abeokuta office of the Federal Pay Office from the schools accounts.

Nta disclosed that the N924 illegally withdrawn by Adeyanju is meant for the Great Green Wall project, an initiative of the federal government aimed at combating desert encroachment and draught.

He said that the N924 million was withdrawn through a forged payment mandate and diverted through different banks.

“On the 1st of December, 2014, we received a petition from this ministry in respect of a fraudulent electronic transfer from its account. A forged payment mandate in the sum of N924 million was presented to the First City Monument Bank Plc where the Ministry account was domiciled.

Apart from the money so far recovered, the ICPC chairman said further that the anti-graft agency “is still tracking and investigating the movement of N468,794,613.79 through some financial institutions (Bureau de Change) by Adeolu Olugbenga Adeyanju, the main accused.”

Adeyanju is presently being prosecuted for forgery, theft, conspiracy and being in possession of forged documents at the FCT High Court, Abuja.

The www.icirnigeria.org exclusively reported on May 14 the ICPC investigations into the fraudulent withdrawal by Adeyanju from the environment ministry’s account in a report “How Crooked Bankers, Businessman Stole N1 Billion From Environment Ministry”

The website also exclusively reported how the pay officer, Olusegun Lawal stole N103 million meant for capital projects and students’ meal subsidies from the three schools – “How Civil Servant Stole N100 Million Federal Government Colleges’ Funds”.

While thanking the permanent secretary, ministry of Environment, Nana Fatima Mede, for quickly reporting the matter to the ICPC, Nta urged public officials to report cases of fraud discovered in their agencies or ministries promptly in order to aid investigators.

Responding, Mede expressed happiness for the recovery of the funds and its return to the ministry, stressing that the fight against desert encroachment would have suffered a big blow if the money had been lost.

She noted that 43 million people in 11 states are affected by desertification and that the Great Green Wall project was meant to fight the encroachment southwards of the desert.

Also responding on behalf of the other principals, A. A. Owolabi thanked the commission for recovering the funds and returning them to the schools, noting that the fraud had caused untold hardship for the colleges.

She disclosed that not only did the fraud affect feeding of students, but it also caused friction between the schools and contractors handling capital projects, some of who took the colleges to court.

 

 

Military Rescues More Women And Children From Boko Haram

The Nigerian military says it has rescued “a dozen” women and children imprisoned by Boko Haram members, in its ongoing efforts to clear the terrorists’ camps.

Sani Usman, army spokesperson, who made this known in a statement posted on the Army website, said four camps were cleared on Monday.

“Nigerian troops advancing to clear all known Boko Haram terrorists camps towards Banki, Kumshe axis and Bama axis have cleared four more camps earlier today,” Usman said.

“They were able to clear the terrorists’ camp at Bolungu 1 and 2, Bula Doye and Cheehi Dare and secured a very important bridge linking the towns of Miyanti and Banki in Borno State.”

According to the army spokesperson, the clearance by soldiers is aided by aerial supports provided by the Nigerian Air Force and will continue till the insurgency is completely quelled.

Governor Idris Wada of Kogi state has taken a step closer to securing a re-election after he emerged the flag-bearer of the Peoples Democratic Party, PDP, in the forthcoming governorship election in the state slated for November 21.

Wada polled 709 votes to beat his closest rival, Isah Jubril Echoho, who got 139 votes in the primary election which took place at the Lokoja Confluence Stadium Monday.

“It was Echocho’s second defeat to Wada as he also lost out to the latter in the 2011 PDP primaries in Kogi State.

Echocho simply conceded defeat and congratulated Governor Wada even before the counting of votes was concluded.

Governor of Enugu State, Ifeanyi Uguawanyi, who was also chairman of the electoral committee announced the result of the primary at about Monday evening.

Wada will face the candidate of the All Progressives Congress, APC, and two-time former governor,  Abubakar Audu, who had earlier won the primary election of his party.

 

 

 

 

 

Fashola, Amaechi missing On Buhari’s Ministerial List

The names of those who would form President Muhammadu Buhari’s ministerial cabinet emerged over the weekend with the likes of former Lagos state governor, Babatunde Fashola, and his Rivers State counterpart, Rotimi Amaechi, missing on the list.

President Buhari had reportedly submitted names of his proposed ministers to the Department of State Security Service, DSS, for screening just as he assured Nigerians of his plans to announce new ministers before September 30.

Newspaper reports indicate that the former Managing Director of Nigerian Breweries Limited, Festus Odimegwu, human right activist and lawyer, Femi Falana and former presidential candidate, Pat Utomi made the list of ministerial nominees.

Others who are reportedly being screened to serve in Buhari’s cabinet are former governor of Osun State, Olagunsoye Oyinlola, former Chief of Army Staff, Lt.-Gen. Abdulrahman Dambazu; former chief executive of the Federal Inland Revenue, FIRS, Ifueko Omoigui-Okaru; a former finance commissioner in Lagos, Wale Edun; and am ex-National Legal Adviser to the defunct Congress for Progressive Change, CPC, Abubakar Malami.

After security screening, President Buhari is expected to send the names of his ministerial nominees to the Senate for confirmation.

The President has been criticized in many quarters for not appointing ministers three months after taking office.
