INEC reschedules elections in parts of Bayelsa

THE Independent National Electoral Commission (INEC) has postponed till today, Sunday 26, the Presidential and National Assembly polls in Yenagoa LGA of Bayelsa State.

The Commission announced the postponement in a statement issued on Saturday night by Wilfred Ifoga, Head of Voter Education and Publicity.

According to the statement, Epie I and Epie III, Gbarain II and Okordia are the affected registration areas.

This is as a result of the inability of INEC to conduct elections in the four areas of Yenagoa because the process was disrupted by protesters.

Reasons cited by the News Agency of Nigeria are the acute shortage of ballot papers and protest.

The shortage of ballot papers in the areas prompted voters to stage a protest at the INEC Yenagoa office.

The INEC officials discovered that only 1,500 ballot papers were available for about 50,000 potential voters and this prompted a protest, according to NAN.

Election: Coalition condemns attacks on journalists

THE Coalition for Whistleblowers Protection and Press Freedom (CWPPF) has condemned the arrest of WikkiTimes publisher Haruna Muhammed by the Bauchi State Police Command and the harassment of the Executive Director of the International Centre for Investigative Reporting (ICIR) Dayo Aiyetan.

The Coalition, in a statement released on Sunday, February 26, called for the immediate release of the WikkiTimes publisher.

Haruna was arrested while covering the 2023 general elections in Duguri, Bauchi State and is currently being held at the state police headquarters.

According to the Editor of WikkiTimes Yakubu Mohammed, Haruna was detained shortly after he and other reporters interviewed Governor Bala Mohammed in the governor’s hometown of Duguri. 

Parts of the statement read:
“In the course of covering the elections, Haruna encountered women who were protesting about submitting CVs but were not employed. While interviewing these women who began to agitate that they would not vote, some hoodlums, believed to be supporters of the governor attempted to lynch Haruna, and he was subsequently taken into police custody.

“Initially, the police claimed that Haruna was taken into custody for his own safety, but they now insist that he can only be released by the order of the governor.”

Haruna has been accused of sending a video of the women protesting to the opposition party, the All Progressives Congress (APC). 

“Section 22 of the Nigerian Constitution gives the press, radio, television and other agencies of the mass media the right to “uphold the responsibility and accountability of the government to the people” at all times, including during elections. “

Similarly, the Executive Director of the International Centre for Investigative Reporting, Dayo Aiyetan, was assaulted while recording electoral irregularities at Agwai Fulani Town Hall in the Gwagwalada area of the Federal Capital Territory (FCT).

According to the Coalition there are clear indications that those responsible for safeguarding the rights of the media are now major perpetrators of attacks on journalists.

“It is crucial to note that press freedom is sacrosanct to this democracy, and everyone, including state/non-state actors, should allow its elements to work without any hindrance. Therefore, the CWPPF condemns the arrest of Mr Haruna Muhammed and harassment of Mr. Aiyetan.

“We call for Haruna immediate release to enable him to carry out his journalistic duty,” the statement added.

The Coalition promised to take every legal step to hold to account anyone whose action or inaction leads to the violation of the rights of any journalist during and beyond the elections.

The Coalition also urged Nigerian security agencies to take all possible preventive and protection measures for the physical safety of journalists and media workers; and provide them with adequate support where necessary.

Labour party wins several polling units in FCT

THE Labour Party amassed the highest number of votes in five Polling Units (PU) in the Dutse Alhaji area of the Federal Capital Territory (FCT).

At PU 046, LP amassed a total of 195 at the presidential ballots. The Peoples Democratic Party (PDP) followed with 30 votes while the All Progressives Congress (APC) got 25 votes.

The Labour party also gathered 164 and 153 votes at the senatorial and House of Representatives polls while PDP got 61 each for both sections. APC got 24 votes for senatorial and 26 for House of Representatives at the polling unit.

At PU 047, LP gathered 200 votes at the presidential polls, 176 and 168 under the Senatorial and Hoisenof Representatives elections at the unit.

The PDP followed with 25, 60 and 59 votes at the presidential, senatorial and House of Representatives polls at the unit.

The APC amassed 14 votes in the presidential section, 11 and 13 under the Senatorial and House of Representatives elections at the unit.

There were 204 votes accruing to the Labour Party in PU 048 at the presidential ballots, 158 and 157 at senatorial and House of Representatives ballots.

The PDP gathered 19 votes at the presidential ballots, 64 and 60 under the Senatorial and House of representatives polls in the unit, while APC got 13, 15 and 17.

At PU 049, LP gathered 280, 244 and 259 votes at the Presidential, Senatorial and House of Representatives elections held at the unit.

The APC won 11, 8 and 12 votes while the PDP had 9, 29 and 20 votes in the presidential, senatorial and House of Representatives elections at PU 049.

The LP also amassed 223, 187 and 191 votes while the APC got 16, 15 17 and PDP 21, 66 and 57 in the presidential, senatorial and House of Representatives at the elections held in the unit.

 

CODE commends Nigerians for coming out in large numbers to vote

CONNECTED Development (CODE), a Nigerian non-profit organisation that monitored the 2023 Presidential and National Assembly elections, has commended citizens for coming out in large numbers to vote nationwide.

The group said it observed some of the key issues that bother around delay in voting in the South – East

Hamzat Lawal, CEO of CODE said this today while addressing journalists at the CODE situation room in Abuja.

CODE said INEC staff arrived late in the South – East in LGAs like Umuahia south in Civic Centre Abama Housing estate polling unit, Arochukwu Local government and Amannagwu Hall polling unit.

On Security, the group said it has reports that electoral violence disrupted elections in the North East (Borno, precisely).

“Reports have shown that one person has been confirmed dead and another injured in Gwoza LGA, in Gwoza town ward, at Polling unit 005. Reports reaching us is that the violence started as a retaliation to top officials attempting to buy votes.

“In the North East (Adamawa, precisely), we have several reports of the BVAS malfunctioning and the accreditation process being automatically stopped. This is happening in a place like Yola North, in the Capital Schoopolling unit.

“Still in the North East (Adamawa), we are worried about reports of party agents sharing food which is tantamount to vote- buying,” CODE said.

CODE said its observers have reports of voting successfully happening in several polling units across the North East. 

“We are also aware of positive events happening in Taraba State, in Jalingo Local government area, in Muhammed Nya polling unit, where our observers have reported that priority is being given to the elderly and pregnant women. 

According to the group, concerns about security breaches were seen in some parts of the North East like the Wauru Jabbe polling unit in Yola South,

In the South West, CODE observed several reports of voting materials malfunctioning and party agents disrupting elections in places like the Iloro/onitepetesi Arigidi polling unit, Agege Local Govt, Lagos. 

In Ekiti State, observers report party agents fighting with security agents in Ikere LGA.

According to CODE in Sokoto South LGA, armed men attacked a polling station in the Jegawa ward, and the assailants destroyed ballot boxes. 

“In Kogi precisely, as at 11:35 a.m., voting was disrupted after a fight erupted and voters were attacked. 

“Ballot papers were torn and destroyed in Udaba Dekina polling unit.”

In the South-South region, CODE observed cases of vote buying in Cross River and Akwa Ibom, especially in Obot Akara LGA in Akwa Ibom state.

CODE gave the following statistics on the election.

“Polling station issues which had the highest publication on UZABE had the following breakdown by geopolitical zones: SE – 11%, SW – 13.19%, NC – 19.15%, NE – 17.87%, NW – 23.4, SS – 14.47. We see that the northwest had the highest polling station issues.

“Positive events, which had the second highest publishing on UZABE, has the following breakdown by geopolitical zones: SE – 3%, SW – 10%, NC – 27%, NE – 13%, NW – 24%, SS – 23%. We see that the north central had the highest positive events.”

CODE was founded in 2012 and focused on empowering marginalised communities to demand goods and services by creating platforms for dialogue, building citizens’ capacity, and holding the government accountable.

Uzabe is an election monitoring tool that Connected Development (CODE) introduced to identify flaws in the Nigerian electoral processes and to provide a feedback mechanism that gives citizens real-time situational reports on election processes targeting specific locations within different parts of the country. 

Uzabe is a project of the Open Situation Awareness Room (OSAR) that offers real-time intelligence, mapping tools, and witness reports from 20,000 trained observers dispersed across different voting units in Nigeria.

CDD says late poll opening time, BVAS malfunction common in polling units

THE late poll opening time and the malfunctioning of the Bimodal Voter Accreditation System (BVAS) machine contributed to the delay in the voting process across Nigeria, according to the Center for Democracy and Development (CDD).

The organisation disclosed this at a Saturday press conference in Abuja.

The organisation said it deployed over 4,000 observers to polling units across the 32 states.

Voting commenced late across several polling units due to the late arrival of INEC officials.

It described the late arrival of INEC officials as an issue present in most of the polling units in the country.

CDD said its “Observer data showed the availability of one Bimodal Voter Accreditation System (BVAS) device in 98.8% of polling units.

“However, there have been reports of various glitches during the accreditation process, which contributed to delays in voting in places such as Borno state.

“We have asked our observers in the field to gather more information about these issues.

“We commend Nigerians on their participation and peaceful conduct so far, although we note growing reports of voters frustrated by the speed of the voting process”.

Election marred by late arrival of INEC officials, malfunction of BVAS – CJID

THE Center for Journalism Innovation and Development (CJID) has reported that late arrival of election officials to polling units, and BVAS malfunctioning characterised the 2023 Presidential and National Assembly elections.

The Centre disclosed this in a press statement on Saturday.

The organisation said it deployed 60 observers to 32 states. The observers will provide real-time field reports throughout the day until the polls close and results are announced.

CJID said its observers noted that only 15 per cent of the polling units observed started election processes before 8:30 am.

The earliest accreditation started by 7:40:00 am, and the latest, 12:30 pm.

CJID also said its observers noted cases of BVAS malfunctioning, which led to difficulties in accrediting voters in the early hours of Saturday. The states affected are Oyo, Lagos, Borno and Lokoja.

“Only 15 per cent of the polling units observed started election processes before 8:30 a.m.; about 64 per cent began between 8:31 am to 11:00 am, and 21 per cent started after 11:00 am. The earliest time recorded for accreditation was 7:40:00 am, and the latest was 12:30 pm.”

The statement also noted that assistive devices for people with disabilities were not provided in some polling units in Kwara, Niger and other states.

Voters insist on uploading of results, stop INEC staff from leaving

VOTERS at Polling Unit 048 in Dutse-Alhaji, in the Bwari area of the Federal Capital Territory (FCT) have insisted that results be uploaded electronically by officials of the Independent National Electoral Commission (INEC) who conducted elections at the unit.

The officials had announced that they were unable to upload the results to the INEC portal and cited network issues as the problem.

“We cannot transmit the results, the link is not opening,” an official announced at about 7:50 pm.

Angry voters, however, refused to release the officials until the results were electronically transmitted.

Voters volunteered to provide alternative internet connections to the officials to no avail.

“Call the office to supply a back up server for the uploading before all of us can leave here. We cannot be here by this time and you’ll say there is not network to upload the results,” an angry voter said.

One of the NYSC members placed a call to a superior staff. He told voters he had been instructed by his superior to return to the Registration Area Centre (RAC).

“They told us that if we cannot transmit it here we should go to the RAC. You people can follow us to the RAC,” the Presiding Officer said.

As at the time of filing this report, voters were still at the PU 048, insisting on electronic transmission of the results.

The Labour Party got the highest number of votes in the Presidential and National Assembly elections at the unit.

The LP got 223 votes in the presidential polls, and 187 and 190 in the Senatorial and House of Representatives elections held at the unit.

The Peoples Democratic Party (PDP) followed with 21 votes in the Presidential polls, 66 and 57 votes at the Senatorial and House of Representatives elections.

The All Progressives Congress (APC) gathered 16 votes at the Presidential elections, and 15 and 17 in the Senatorial and House of Representatives elections held at the unit.

Thugs attack EFCC election monitoring teams in Abuja, Imo

THUGS attacked operatives of the Economic and Financial Crimes Commission (EFCC) who were on duty monitoring the Presidential and National assembly elections on Saturday, February 25.

This was disclosed by the anti-graft agency in signed by its spokesperson, Wilson Uwujaren.

According to the EFCC, the attack in Abuja happened near the Chief’s Palace in the Bwari Area Council of the Federal Capital Territory.

“The attack followed the arrest of a man for allegedly masterminding a well-orchestrated vote-buying procedure at the polling unit at Science Primary School, Bwari.

“The team had arrested the suspect, said to be about 30 years old, and retrieved from him a list of beneficiaries he had already paid some money to through an online banking app.

“It was at the point of moving the suspect away from the polling unit that the thugs attacked, smashing the windshield of the Commission’s patrol van.

The Commission said the thugs retreated into their hideouts after the Commission’s operative responded by releasing warning shots, before members of the Joint Task Force team comprising the Department of State Services, the Nigeria Police and others arrived at the scene.

 The incident was immediately reported at the Bwari Police Station.

Similarly, a team of EFCC operatives on election monitoring duty at Unit 001, Mann Primary School behind Chorobim junction, was shot at by unknown persons, two black Prado SUVs and one white Hilux outside the polling unit, suspected to be buying votes. 

The Agency said its team responded, forcing the attackers to flee the scene.

In another development, operatives of the EFCC, in the early hours of February 25, intercepted a woman with 18 voter cards in a sting operation at the Badarwa area of Kaduna, Kaduna State.

The woman, Maryam Mamman Alhaji, who is a member of the support group of one of the leading political parties, also had in her possession a 17-page list containing names of eligible voters, their bank details and phone numbers as accredited under Badarwa/Malali Ward 01 and 08, Kaduna North Local Government Area of Kaduna State.

THE CANDIDATE of the Labour Party (LP) Peter Obi has won many polling units at the Gwagwalada Area Council.

Obi, won all the 11 polling units monitored by The ICIR reporter at the Presidential and National Assembly election conducted nationwide on February 25.

He defeated the candidates of the Peoples’ Democratic Party (PDP) Atiku Abubakar, ruling All Progressives Congress (APC) Bola Tinubu, All Nigeria Peoples Party (ANPP) Rabiu Kwankwaso, and other contenders for the presidency.

The ICIR reported how hoodlums snatched ballot boxes at some polling units at the Area Council.

On Friday, February 24, this organization reported how FCT residents made panic fuel buying and searched for Naira on Friday.

According to INEC, there are 1,570,307 registered voters in the FCT. The number of PVC collected is 1476,451, giving 94.0 per cent of registered voters. The number of uncollected PVCs is 93,868, being 6.0 per cent of registered voters.

A total of 93,469,008 were registered for the poll, out of which 87,209,007 have collected their PVC.

Four leading presidential candidates are Bola Tinubu of the All Progressives Congress (APC), Atiku Abubakar of the Peoples Democratic Party (PDP), Labour Party’s Peter Obi, and Rabiu Kwankwanso of the New Nigeria Peoples Party (NNPP).

 

                                                          

INEC suspends election in Esan, Igueben Federal Constituency

CHAIRMAN of the Independent National Electoral Commission (INEC), Yakubu Mahmoud, has said electoral processes in Esan and Igueben Federal Constituency of Edo State have been suspended.

The INEC chairman made this known during a press briefing on ongoing 2023 general elections on Saturday in Abuja.

He said the election in Esan North, Esan South and Igueben Local Government Area was suspended due to printing errors and omission of some crucial political parties’ logos.

In Edo State, we had a situation that we handled yesterday. One of the parties whose acronyms are on the result sheet but the logo is not on paper in a federal constituency after meeting with the stakeholders.

“The decision was taken seems the materials are intact so we have suspended the election for Esan North, Esan South and Igueben the ballot papers should be reprinted and the election would now hold with the State constituency election on the 11th of March.”

The INEC boss said the election in the local council has been postponed till Saturday, March 11.

He reiterated his commitment towards achieving a free, fair and credible election.

“We are determined that no Nigerian would or should be disenfranchised.”

The INEC chairman also spoke on the attack by Boko Haram in Gwoza, Borno State.

“The military has confirmed that it is an eighty-one-millimetre attack on two facilities including a filing station near INEC office but no damage to any facility nor casualties or disruption of the electoral process.

“I reported earlier that we continue to lose some devices in Delta and Katsina and in Anambra state but we have recovered from these losses because we have contingency arrangements to respond to such attacks,” he added.
