German Police Hunt For Tunisian Involved In Berlin Attack

German police are hunting for the perpetrator of Monday’s truck attack at a Berlin market which killed 12 persons.

A German media outlet reported that the police were looking for a Tunisian named Anis A, born in 1992 in the city of Tataouine, after a temporary-stay permit was found under a seat in the cab of the lorry.

The report said the suspect is known to use two aliases, but did not give details. Police have not confirmed the report.

Officials released the only detained suspect on Tuesday, saying there was no evidence to link him to the attack.

They now say more than one suspect may be on the run, possibly armed, and security has been stepped up.

So-called Islamic State, IS, said one of its militants carried out the attack, but offered no evidence.

The former suspect, a Pakistani national named as Naved B, had denied any connection with the attack.

Police said there were no forensic clues to link him to the vehicle, and had expressed doubt about his involvement soon after his arrest.

German media also reported that a police operation was under way in the state of North Rhine-Westphalia, but there are no details so far.

Meanwhile, it has emerged that the original driver of the truck, Lukasz Urban, may have fought the attacker as the vehicle was being driven into the market. He was later found dead on the passenger seat with gunshot and stab wounds.

Investigators quoted by German media say there is evidence that, despite being stabbed, Mr Urban wrestled him for the steering wheel.

One official quoted by Bild newspaper said it appeared from the post-mortem examination that the driver had survived up to the attack and was shot dead when the truck came to a halt. No gun has been recovered.

Police say they are acting on hundreds of tips from the public and are examining DNA traces from the cab of the truck.

“I am fairly confident that we will have a new suspect tomorrow or very soon,” Andre Schulz, head of the BDK police union, told the media late on Tuesday.

Berlin Mayor Michael Mueller said security had been increased to prevent copycat attacks.

“The right thing is to keep your eyes open – be vigilant in this situation. But you can move around safely in public places,” he said.

German Chancellor Angela Merkel, whose “open door” policy on migrants has been criticised by her opponents, acknowledged fears that the attacker could be one of them.

“I know that it would be particularly difficult for us all to bear if it turned out that the person who committed this act was someone who had sought protection and asylum in Germany,” she said.

But she vowed to punish those responsible “as harshly as the law requires”.

Her opponents, including the far-right Alternative fur Deutschland, AfD, said she had compromised Germany’s security by letting migrants in without sufficient checks.

The attack took place at the Breitscheidplatz Christmas market in Berlin, where the lorry was driven through the crowd and several stalls for a distance of 80 meters.

In addition to the 12 dead, 49 people were injured. At least a dozen remain in critical condition.

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami, has directed the acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, to respond to the indictment made against him by the Department of State Services, DSS.

The directive was contained in a letter dated December 19, 2016 and delivered to the EFCC boss on Tuesday.

In the letter, the AGF gave Magu 48 hours to respond to the allegations of corruption made against him in a DSS report to the Senate, which resulted in the Senate refusing to confirm him as the substantive chairman of the EFCC last Thursday.

Among the allegations against Magu, was that his official residence in Abuja was paid for by a “corrupt businessman” and that he flew first class to Saudi Arabia to perform the lesser hajj, contrary to a presidential directive.

A source who is privy to the development told an online newspaper, TheCable, that the EFCC Boss was urged to respond to the allegations so as to state his own side of the story before the President will decide on his next line of actions.

However, there are also questions as to why Magu was not asked to respond to the DSS allegations before the report was passed to the Senate.

It is said that Magu and Lawal Daura, the DSS director-general are not in very best terms.

The failure of the senate to confirm Magu has led to speculations that there is a gang-up against him by those who are likely to face investigation and prosecution if he becomes the substantive chairman.

The Nigerian Army has given clarifications on the video that went viral on the social media in which many dehydrated soldiers were seen collapsing, while others complained bitterly of lack of food and water.

Acting director, Army Public Relations, Sani Usman, a Brigadier General, in a statement on Wednesday explained that the video was shot “more than six months ago by some mischievous and disgruntled elements when 29 Task Force Brigade captured Alagarno Forest and environs in Borno State.”

Usman added that it was disheartening “that some mischievous elements have decided to circulate it now, creating the false impression that it is a recent occurrence.”

He reiterated that the matter was conclusively investigated several months ago and that a board of inquiry established that, “as at the time of the incident, the unit’s water tanker still contained water, but a soldier mischievously concealed it.”

“That soldier was charged and punished accordingly,” Usman stated.

The Army spokesperson also said that “in addition to the unit’s water tanker, a borehole was subsequently drilled at the location and it is still serving both the military and adjoining communities.”

While urging the media to always verify the authenticity of its reports from appropriate authorities beforepublishing, Usman said that the Nigerian Army remains committed and dedicated to the total welfare of all its personnel.

Chairman of the National Union of Local Government Employees, NULGE, Ibrahim Khaleel, has called for the scrapping of State Independent Electoral Commissions, SIECs, saying they pose serious threat to the attainment of true democracy in Nigeria.

Khaleel, during an interview with newsmen in Kano, stated that the issue of local government autonomy will continue to be a mirage unless SIECs were abolished.

He commended the Supreme Court for its recent verdict that autonomy for local governments remain sacrosanct, adding that the judgement had restored Nigerians hopes in the Judiciary.

But he added that the ruling may just result to a mere academic venture if states continued to conduct local government elections at their own discretion.

According to Khaleel, SIECs had been used as tools for governors to appoint and impose local government chairmen as well as ward representatives on the people.

He said: “We have seen how local government elections have been conducted over the years through the state electoral bodies.

“I am sure no one will dare call that processes a democratic process. Moreover, no governmental policy will effectively work if democratic governance is at stake.

“It is the government arm that is closest to the people and I believe the people should be given their constitutional right to vote who will govern them.”

The NULGE Chairman added that “the reason most government policies fail is because of lack of democracy at the local government level.”

“This, we should take note of and allow local governments enjoy their full autonomy as they should,” he said.

“Today is making it four days in Ala Garmo (the place where they are). No food, no water, which country are we fighting? We will die here?” one of the soldiers asked in the video.

Another soldier said: “abeg make una help us pass this message to our President. We dey die for here.”

At this point, this reporter could not make out what the soldier was saying as many of them were talking at the same time.

He then added: “Because of water more than 70 soldiers fall today, no water. This is our three days here now, we dey now no water here.

“No water no food, we just dey suffer, look at soldier dey faint say we com capture Ala Garmo. We dey the Ala Garmo now, we don capture the Ala Garmo, make una bring our food and water, nothing! Eh!

“This is not fair. It’s not fair,” he concluded, before adding, “let me post it abeg, so that when I’m posting it, I’m commenting.”

Recall that reports broke out last week that some angry soldiers had lost their cool and pulled out of their positions threatening to shoot down any senior officer that stood in their way.

The soldiers also complained of similar ill treatment meted out on them by the army hierarchy.

But the military authorities denied the reports. Army spokesman Sani Usman, posted a picture on his twitter handle, purportedly showing the commander of the brigade with his soldiers.

There have been series of damning reports against the Army authorities and how they treat soldiers who are in the battle front.

President Muhammadu Buhari has met with Ghana’s President-elect, Nana Akufo-Addo at the Aso Rock presidential villa on Tuesday.

Reports say Akuffo-Addo had been spotted in Owerri, the Imo State caitalon Monday, at a thanksgiving event put together by governor Rochas Okorocha.

Fielding questions from State House correspondents after the closed-door meeting, the Ghanaian president-elect said he was actually attending an event in Lagos but had decided to visit President Buhari and wish him a belated “Happy birthday.”

“I came on a private visit to Lagos on Sunday to participate in the Future of Africa Awards and I thought it is proper that I take that opportunity to come to Abuja to pay my respect to the President,” Akufo-Addo said.

“I have been elected, but I have not taken the oath of office. That will be taking place on January 7. But in the meantime, I have come to introduce myself to President Buhari so that we begin to know each other.

The president-elect noted that the relationship between Nigeria and Ghana “is so important for our countries, West Africa and Africa.”

“I think those of us who are in positions of leadership need to know each other and have an understanding and address the main concerns of our populations.”

Akufo-Addo added that he particularly wanted to felicitate with President Buhari on his birthday as the date was also special to him.

“His birthday is an important day in my life because that day is my late mother’s birthday,” he said.

“We had a very good exchange. We are determined to grow the relationship between our two countries.”

Akufo-Addo has a lot of similarities with President Buhari as both of them are in the same age range.

Both Politicians also defeated incumbent presidents for the first time in their respective countries after having contested several times for the post.

Senate Insists On Magu’s Rejection

The Senate has reiterated that its rejection of Ibrahim Magu as the substantive Chairman of the Economic and Financial Crimes Commission, EFCC, still stands.

Senate spokesman, Aliyu Sabi, made this known at a press briefing in Abuja on Tuesday.

He explained that the clarification became necessary following statements credited to the Senate majority leader, Ali Ndume, on Monday, to the effect that the Senate did not reject Magu’s nomination.

Sabi maintained that the red legislative chamber did not only reject Magu’s nomination but has since communicated same to President Muhammadu Buhari for further action.

Abdullahi reiterated that the decision of the Senate to reject the nomination was informed by unfavourable security report by the Department of State Service (DSS)

On the media reports that the DSS had forwarded two reports to the Senate about Magu, the senate spokesman said he was not aware of such.

He said that letters meant for the Senate were usually addressed to the office of the Senate President through the clerk of the senate.

Sabi also clarified that the indictment of the Secretary to the Government of the Federation, SGF, Babachir Lawal, by the Senate in plenary followed a consideration of the report of its ad-hoc committee on humanitarian crisis in the North East.

The Rivers State Police command has said that it has intensified its hunt for the killers of a Deputy Superintendent of Police, Mohammed Alkali, who was beheaded alongside his orderly during the Rivers legislative re-run election on December 10.

Spokesman of the command, Nnamdi Omoni, said this on Tuesday in Port Harcourt, adding that some persons had earlier been arrested in connection with the murders and they have given the police useful information.

Omoni said: “Members of the gang, who are on the run will soon be arrested.

“The Police Special Intelligence Response Unit has made a major breakthrough toward apprehending the remaining members of the group.

“We will inform the media at the end of our investigation.”

The Police spokesman, however, did not confirm the arrest of one of the leaders of a cult believed to have killed the late DSP.

A senior police officer said, had confirmed the arrests to journalists on condition of anonymity, adding that a mobile phone belonging to the slain police officer was found in the possession of the arrested suspect.

The suspect was said to have been arrested in Omoku town on his way to visit a female friend.

According to the police source, the cult members attacked DSP Alkali and his driver because they felt the police took sides with a major political party in the election against their own party.

Five other suspects were on December 15 arrested by the police in connection with the gruesome murder of Alkali and his driver.

Alkali was attached to Mobile Police Unit 48 and was on routine duty with his driver when they were attacked and killed by members of the cult.

Fmr Senate President Asks Magu, Lawal To Resign Now

Former Senate President, Adolphus  Wabara, has urged the Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu,  as well as the Secretary to the Government of the Federation, Babachir Lawal, to act honourably and resign their appointments in order to face the corruption allegations leveled against them by the Department of State Services, DSS and the Senate respectively.

Wabara made the call in an interview with the News Agency of Nigeria in Abuja,

The former lawmaker recalled that he had been in a similar situation during his tenure as Senate President and he had to resigned.

“They should go,” he said, “When Obasanjo alleged corruption matter against me I resigned. I resigned to face it. So I mean you resign.

“Whatever position anybody is occupying is not his father’s position. If there is a moral issue, it doesn’t even have to be proven. You give way to fight it,” Wabara said.

The former Senate President pointed out that the allegations against both senior public office holders were not issues of witch-hunting as the reports did not emanate from the Senate.

He said: “If it is happening to a senator, Nigerians will say yes go ahead and do it but this reports are coming from outside of Senate.

“They did not go there to write or originate the reports and it is their right, it is the right of the Senate to work on any report that they receive judiciously.

“It is for them (the Senate) to investigate and determine the veracity of that report.

“If the report is really against the SGF, for moral reasons he should go,’’ Wabara maintained.

Abuja Airport To Be Shut For Six Weeks

The Minister of State for Aviation, Hadi Sirika, has said that the Nnamdi Azikiwe International Airport, Abuja, will be closed for six weeks between February and March 2017.

The minister explained that the closure is to allow for a total reconstruction on the badly damaged airport runway.

“From start to finish of the runway, it will take six months. However, we will be using the runway almost throughout the period except for about six weeks when the runway will be closed,” Sirika said.

“That is when we are going to do the mid-section of the runway. The government has accepted the design done by the contractor. The runway will last for than 10 years on completion early next year.”

Sirika said Abuja-bound passengers from any part of the world would use Kaduna airport as alternative during the six-week closure to passengers.

He said arrangement had been finalised with Kaduna, adding that while the federal government would provide buses to convey the passengers to Abuja, the state government would provide security.

The minister noted that the cost implication of the project will be huge on the part of government, but added that it is a necessity.

He added that a “palliative approach is wrong because three years down we will come back to do the same repairs,” but total reconstruction will “last for more than 10 years on completion early next year.”

“Therefore, we decided to go for the bigger option, which is to do structural repairs of the runway which will take about six months to complete.”

On the bilateral air agreement with other countries, Sirika said government had signed BASA with 18 countries that Nigerians frequently visit and do business.

The MOUs, he said, would give Nigeria the opportunity to operate air services with 18 countries.

“With this, we have the freedom to fly and land safely in other air space and this will assist in opening our market,” he said.
