Minister Sanctions Federal Housing Authority Over Abuja Building Collapse

Minister of the Federal Capital Territory, FCT, Muhammad Bello, has stripped the Federal Housing Authority, FHA, of the powers to approve building construction in the FCT.

He directed the Development Control Department of the FCT Administration to take full responsibility for building plan approvals, construction and supervision in the territory, in accordance with extant regulations.

The minister said the directive was in keeping with Section 7, Sub-section 1-3 of the FCT Act of 1976 and Part II, Section 27-41 of the Nigeria Urban & Regional Planning Law of 1992 amended in 1999, that “no person or body is authorized to carry out any development within the FCT without the written approval of the FCT Department of Development Control.”

He also directed the department to ensure that the FHA and other stakeholders in mass housing development sub-sector in the FCT adhered strictly to all regulations on property development in the territory.

He further stated that the FCT Administration will no longer tolerate the construction of buildings on flood plains and will take necessary measures to correct the anomalies.

Bello gave this directive in reaction to last Sunday’s  building collapse in Gwarimpa estate of the city, which claimed two lives.

The collapsed building was said to have been constructed on a flood plain and approval had been obtained from the FHA.

Bello sympathised with families of the deceased, adding that lives often lost to incidences of building collapse could be avoided if simple urban and regional regulations were adhered to.

Mark Zuckerberg, the founder of Facebook, is currently in Nigeria on a business research trip.

He arrived in Lagos on Tuesday afternoon and his first stop was at Co-Creation Hub, a technology innovative center in Yaba, Lagos.

A message on Zuckerberg’s facebook page said he met with the owners of Co-Creation Hub and children learning how to code.

“The energy here is amazing and I’m excited to learn as much as I can,” he stated.

According to the facepook post, the visit is Zuckerberg’s first to Africa, though he has been involved in many humanitarian efforts in the continent.

CEO of Co-Creation Hub, Bosun Tijani, said the trip was not planned.

“He didn’t tell us he was coming, but we have a lot to do together as regards entrepreneurship in technological innovations,” Tijani was quoted as saying.

“We’re a technology innovation firm and he met with us to discuss how to support those building technology locally and software developers and also listen to their challenges.

“He also told the children about how he started his business and impacted some knowledge in them.”

“Also on this trip, he would get to know more about Nigeria and understand the market and our culture and our people,” Tijani added.

It is unclear how long Zuckerberg will spend in the country or the places he intended to visit.

There is no end in sight yet for the leadership crisis rocking the Peoples Democratic Party, PDP, as the two warring factions of the party continue to disagree over plans to conduct fresh national convention.

Earlier on Tuesday, the Board of Trustees, BOT, of the PDP, headed by Walid Jubril, passed a vote of confidence on the Ahmed Makarfi-led Caretaker Committee in Abuja.

The BOT also mandated the Committee to prepare for a fresh convention, which will be held in Abuja.

But in a statement soon after, Kairo Ojougboh, acting deputy chairman of the Ali Modu-Sheriff-led faction of PDP, said the party’s Board of Trustees’ decision was wrong.

Ojuogboh claimed that the board had even brought more crises to the party instead of working to resolve the challenges at hand.

The Sheriff’s faction insisted that the Makarfi-led caretaker committee must be dissolved before any peace or reconciliation process would commence.

Recall that problem began in the PDP after some members of the party at a national convention in Port Harcourt removed Modu-Sheriff as the chairman of the party.

But before his removal, the former Borno State governor had announced the postponement of the convention, citing a court order that had asked the party not to go ahead with the convention.

But the party BoT insisted that Senator Sheriff was no longer the chairman of the party and set up a Caretaker Committee led by former Kaduna State governor, Ahmed Makarfi.

Since that convention, the self-acclaimed biggest political party in Africa has remained divided over who the authentic leader of the party is.

The tussle has witnessed series of court actions and different judgments from different judges.

Modu-Sheriff insists he remains the National Chairman of the PDP while the Makarfi-led committee has continued to plan for another national convention where the party’s executives would be elected.

The Nigeria Air Force, NAF, says it has destroyed another Boko Haram camp in an air strike in northern Borno, just few days after it announced that it killed 300 insurgents, and wounded Abubakar Shekau, their leader, in an air raid on Sambisa forest.

Ayodele Famuyiwa, air force spokesman, made this known in a statement on Tuesday.

The statement read: “The Nigerian air force (NAF), during a night operation conducted yesterday, successfully destroyed a new Boko Haram Terrorist (BHT) camp located between Malam Fatori and Kangarwa in northern Borno.”

“The new camp is about 4-6km away from the BHT location attacked earlier on 20 August 2016 by NAF Mi-17 helicopter within the same vicinity in a similar night operation that led to the death of about 300 insurgents.

Famuyiwa stated that NAF’s assessment had revealed that some surviving Boko Haram members were converging on the new location.

“The information was later confirmed to be true by series of follow-up intelligence, surveillance and reconnaissance (ISR) missions that led to the latest strike,” he said.

The NAF spokesman said that the air assault was expected to further degrade the capability of the insurgents while fostering the creation of the enabling environment for ground troops to operate.

“Meanwhile, NAF Alpha Jets have helped to repel an attack by BHTs on troops of 153 battalion who were on fighting patrol at Ala Lumshe,” he added.

“The troops, on Saturday 27 August 2016, had come under attack from BHTs about 4km south of Marte when the Alpha Jets were called-in to dislodge the insurgents.”

Men of the Intelligent Response Team, IRT, of the Nigerian police force, have nabbed a gang of kidnappers who had been terrorising Benue state.

The IRT squad was deployed by the Inspector General of Polic, IGP, Ibrahim Idris following series of complaints and petitions by citizens of the state.

The suspects include: 28 year-old Terna Lorlu aka Rocker, who is the gang leader; Ternenger Terwase aka Bishop, 29 years; Terungwa Abasuwa aka Bobby – 27 years and Oryina Bosua aka Man’U’ – 34 years.

Don Awuna, the Force Public Relations Officer said in a statement that the suspects “confessed to been behind several kidnappings and armed robbery attacks on innocent people in Benue State including the kidnap of an Indian expatriate.

Awuna also stated that the suspects confessed to “The kidnap of one Mr. Charles a business man at Adikpo, Kwande LGA and the kidnap of a prominent chief Tsegba in Gboko and the collection of a N5 million ransom paid to them before his release.”

“They also confessed to the kidnappings of several lecturers and businessmen in College of Education Katsina Ala and other neighbouring towns.”

The police spokesman said investigation is ongoing to arrest other members of the gang that are still at large.

“All suspects will be arraigned in court on completion of the investigation” he said.

The police advised members of the public “to be vigilant and continue to partner with the Nigeria Police Force to ensure a crime free society.”

Governor Aminu Tambuwal of Sokoto State has said over one million assorted seedlings of economic trees have been distributed free to residents of the state for planting in order to fight the menace of desert encroachment.

The governor stated this at the launch of the 2016 Tree Planting Campaign on Tuesday at Bissalam village, Dange-Shuni Local Government of the state.

Among the tree seedlings to be planted include moringa oleifera, baobab, mango, eucalyptus, cashew, neem, pawpaw and tamarind.

“These tree seedlings will be distributed free to the people in the 23 local governments across the state. Apart from serving some economic purposes, these trees will help in our reafforestation efforts in the state.

“This is very crucial as such efforts are aimed at curbing the menace of the obnoxious perennial desert encroachment, as well as mitigating the impact of global warming,” he added.

Tambuwal said global warming had led to the drastic reduction of rainfall and the attendant consequences of flood, among other destructive natural phenomena.

He added that his administration had revamped the state shelter-belt project, while the federal government’s Great Green Wall Project was being successfully implemented in the state.

He announced that all public officials in the state have been directed to immediately plant trees in their residences, offices and farms.

“All public officials including myself and my Deputy will plant theirs immediately and nurture them. I will start by inspecting the trees to be planted by my Deputy in
his farm, before I invite all of you to do same in my farm.

“I have also been regrettably, but reliably informed that some public officials were in the habit of ordering the indiscriminate felling of trees. I have directed that, such unpatriotic officials should henceforth desist from such dastardly acts, or face inevitable sanctions.”

The State Environment Commissioner,  Bello Sifawa and the Chairman of Dange-Shuni Local Government,  Mode Dantassallah, commended Tambuwal for giving the desired priority to the environment sector.

Ibrahim Adamumale, a 20 year old herdsman, has been arrested by the Police in Enugu for being in possession of an AK47 rifle.

The News Agency of Nigeria, NAN, reports that the suspect, an indigene of Nasarawa State, was also found with 24 rounds of live ammunition.

The spokesman of Enugu State Police Command, Ebere Amaraizu, reportedly confirmed the arrest on Tuesday in Enugu.

Amaraizu said the suspect, who revealed that he lived at Hausa quarters in 9th-mile area and had some cows at Affa-Udi bush, was arrested on Sunday.

“The suspect was nabbed by the combined efforts of the police and the members of the public from Affa-Udi community acting on a tip off.

“The suspect, before he was nabbed, had expended about six shots in the air to evade being nabbed.

“Before now, the police and members of the public have gathered information about the suspect’s antecedents in relation to bearing of sophisticated weapon within Affa-Udi axis in Udi council area and its environs,” he said.

Amaraizu said the suspect was already helping the police in their investigation to determine how he came about the rifle.

He said the state’s Commissioner of Police, Emmanuel Ojukwu, had expressed delight at the effort of his men and the community that led to the arrest of the suspect.

“The commissioner has reassured that under his watch, he will continue to partner relevant stakeholders and sister security agencies for a safe, secure and peaceful Enugu State.”

Suspected armed herdsmen have killed not less than a dozen people in clashes in Enugu this year alone.

The first attack took place at Nimbo community before last week’s attacks Ndiagwu Attakwu, Akegbe-Ugwu in Nkanu West Local Government Area of the state.

The Niger Delta Avengers have criticized President Muhammadu Buhari for threatening to mete out the ‘Boko Haram treatment’ on militants in the Niger Delta.

Mudoch Agbinibo, spokesperson of the group made this known in a statement, warning the president that he “could win the battle but never the oil war”

It would be recalled that President Buhari had during an interview in the just concluded sixth Tokyo International Conference on African Development, TICAD VI, in Nairobi, Kenya, said that the militants would be given the Boko Haram Treatment if they refused to dialogue with government.

But Agbinibo said such statements were unwarranted as the various agitating groups in the Niger Delta had agreed to negotiate with the Government on ways to end the hostilities in the region.

The Statement read in part: “We call on President Muhammadu Buhari to put away the garb of a stooge to the imperialists whenever he speaks outside Nigeria.

“We have listened carefully and halted hostilities in the Niger Delta; we expect a genuine and positive attitude to restructuring and self-determination for every component unit of Nigeria.

The militant group urged Buhari to “stop presenting your government as pawn to the web of military industrialists’ complex, whenever you leave the shores of Nigeria,”

The statement added, “Nigeria is not a one-man personal property; we must have these talks every time if this union must continue to work as one.

“The people of the Niger -Delta have been living here from time immemorial, so we have the secret of the terrain and survival of amphibious operations.

“No amount of troop surge and simulation exercises will make you win the oil war, you can only win battles.

The NDA said it was obvious that the military operation in the Niger Delta, codenamed “Operation Crocodile Smile” was a ploy to unleash terror on the people of the Niger Delta Region.

Addressing President Buhari, the statement said: “You can deceive the whole world, but we cannot be deceived by the so glamorized ongoing military operations in the creeks of Ijaw communities in the Delta coded “Operation Crocodile Smiles,”

“The world should know that with your pronouncement in Kenya and your attitude to the military buildup in the Niger Delta, it is crystal clear that the military has nothing less than a pre-determined genocide in Niger-Delta…”

“All sane minds know the meaning of crocodile tears, so by code-naming your military operation Crocodile Smiles’ only betrays your motives and attitude to the whole world about the Niger Delta question.

Also, another group called People Development Initiative, PDI, has cautioned the President Buhari against using military force on the Ijaw communities, arguing that they were not militant camps.

Secretary of the group, Peter Luke, said in a statement, Tuesday: “Again, our attention has been drawn to the heavy deployment of troops and military hardware in Ijaw communities in some parts of Rivers, Delta and Bayelsa states.

“Our public outcry becomes imperative as the Ijaw appears to be the main target of the deployment of military hardware and troops in Niger Delta region under the guise of fighting militants and other pipeline vandals in the region,”

“However, President Buhari and his trigger-happy military men are cautioned not to bombard Ijaw communities as often done in previous administrations.

“Ijaw communities are not Niger Delta Avengers camps, neither Avengers’ hideouts.

The group said the heavy military presence in the Ijaw communities in Rivers and Bayelsa States have caused residents untold suffering.

“Our people suffer untold hardship; life becomes unbearable with the military ongoing operations in Ijaw communities.

“The increased presence of the military with heavy equipment has made indigenes of such communities to start relocating to hinterlands,” the statement said.

The group maintained that the “Militarization of Ijaw communities will not provide the needed solution to the ongoing agitation of people of Niger Delta region.

President Muhammadu Buhari has refuted media reports that the federal government was planning to probe the tenures of two former Governors of Central Bank of Nigeria, CBN, who recently offered strong criticism of his administration.

The Emir of Kano, Lamido Sanusi and Charles Soludo, two former governors of CBN, have expressed opinions many considered as very critical of the Buhari administration. The two sounded strong warnings to the Buhari administration on its handling of the economy.

It led to social media speculations that the Federal Government had concluded arrangements to probe the tenures of the two former CBN governors over their views on the state of the nation’s economy.

The reports further alleged that Sanusi and Soludo had been put on “the watch list of the government for some alleged anomalies that occurred during their tenures as head of the Nigeria’s apex bank’’.

Sanusi, who is now the Emir of Kano, said the government risked ending up like the former Jonathan administration if it failed to make necessary reforms, while Soludo said the government’s effort against corruption was merely aimed at the “symptoms” and not the causes.

The News Agency of Nigeria, NAN, reported Garba Shehu, Senior Special Assistant on Media and Publicity to President Muhammadu Buhari, as saying in a tweeted message, that the presidency was not aware that Sanusi and Soludo would be probed for offering suggestions to the president.

“The check I made today indicated that the presidency is unaware of the reported probe of Sarkin Kano, Muhammadu Sanusi 11 and Prof. Soludo.

“Where did that report come from? Under our constitution which President Muhammadu Buhari swore to uphold, it is not a crime to offer suggestions,’’ he said.

Justice Olukayode Adeniyi of an Abuja High Court has adjourned the corruption trial of former Minister of Niger Delta Affairs, Godsday Orubebe, to September 7 because the former minister, who is reportedly on admission in hospital, could not be present in court.

Orubebe is being tried by the Independent Corrupt Practices and Other Related Offences Commission, ICPC, alongside three others for allegedly diverting N2 billion meant for the dualisation of Section IV of the East-West Road.

The others are Oludare Lawrence Alaba, Ephraim Tewolde Zeri and Gitto Costruzioni Generali Nigeria Limited.

The suspects were supposed to be arraigned on August 18 but the case was adjourned after the court heard that they had not been served with the charge.

ICPC prosecution lawyer, Osuobeni Akponimisingha, asked the court for time to serve the defendants with the charge, a request that was granted and the case adjourned to August 30.

When the case came up today, the court was told that Orubebe was sick and hospitalised and could not be present, leading to the case being adjourned to September 7.

The former minister is accused of diverting N2,320,686,826 meant for the compensation of property owners affected by the dualisation of the road. But rather than pay the beneficiaries, the money was said to be have paid to Gitto.

He is also accused of lying to the ICPC when he claimed to have left office before a decision was taken to rehabilitate the road rather than dualise it.
