We Must Fight Terrorism With Education-Buhari

President Muhammadu Buhari has reiterated that terrorism and violent extremism has nothing to do with religion, and only through proper education of youths would the war be won.

He said this in his speech during the launching of the Revised National Counter Terrorism Strategy in Abuja on Tuesday.

In his speech, which was read by Vice President Yemi Osinbajo, President Buhari noted that “ anyone who kills the innocent and shouts that God is great either does not know the meaning of those words or is deranged.”

He pointed out that the best way to stop extremism from spreading is through education.

The President Said: “We must work hard to provide opportunities for these young men and women who for years have lacked education and a real chance of doing well.

“We must let them know that Islam or any other religion we know, does not endorse the slaughter of any one.

“As we think through our strategy, we must remember that to permanently win the physical battle, we must win the battle of the minds of the often impressionable young men who sign up to join Boko Haram. “We must also educate the millions of other young men, through the leadership of our faiths,” Buhari noted.

The president recalled his days in the military and wondered what has happened to the spirit of brotherhood, unity and love that motivated Nigerians then, irrespective of tribe, religion or belief.

He said: “We came from every nook and cranny of Nigeria, from the South-South, South-East, South-West, North-East, North-West and North-Central.

“There were Moslems, Christians, and atheists in our number. It never mattered where you were from or how you worshipped, we were just Nigerian Soldiers committed to each other and to our Nation, and completely convinced in the words of our old National Anthem, “though tribe and tongue may differ in brotherhood we stand.”

He regretted that all that has changed now, having been replaced by tribalism, religious sentiments and, lately, terrorism.

“In the past few years our nation faced the threat of terrorism, characterised by the mindless killing of innocent people, including children.

“The massacre of the Buni Yadi boys on their beds at night, the bombing of churches, mosques and market places, the kidnap of the Chibok girls and several many others,” he said.

President Buhari added that the war on terror has lasted this long due to “the disgraceful greed and wickedness of some in government and some in high office in the armed forces at the time” who made sure that “funds meant to equip soldiers to contain the terrorists were embezzled.”

He added that “Their incredible selfishness cost the nation thousands of lives, extended the reign of terror, and strengthened the enemy.

“This is why a robust and dynamic counter-terrorism strategy is crucial in the fight against terrorism, and must be constantly reviewed for relevance to contemporary challenges.

“I am pleased to confirm that this policy is fit for purpose and adequately responds to the current, imminent and future challenges.

With regards to the challenge of malnutrition in the Northeast and the thousands of children at risk, President Buhari said that he has “asked the Vice President to Chair an inter-ministerial team to quickly review the situation and work with our development partners and other CSOs to handle this particular problem.”

On the activities of armed herdsmen and host farmers, kidnappers, and criminal militants, Buhari reiterated that “The government is determined to ensure that the safety and security of every single Nigerian is our priority.”

“This is why I have repeatedly ordered our law enforcement agencies to ensure that perpetrators of violence in any shape or form are arrested and made to face the law.

“This is the oath to which I swore and I will uphold it at all costs.”

President Buhari also commended “the National Security Adviser and his team as well as other MDAs who worked tirelessly to ensure the development of this document.”

Labour Minister Frowns At Reductions In Workers’ Pay, Work Hours

Minister of Labour and Employment, Chris Ngige, has warned state governors against reduction in workers’ pay and hours of work.

This was contained in a statement by Samuel Olowokere, the Deputy Director Press in the labour and employment ministry.

The minister said the warning was necessary to restore industrial harmony and forestall breakdown of law and order.

He cited an example with the industrial crisis between the Nigerian Labour Congress, NLC; the Trade Union Congress, TUC and the Nasarawa State Government.

Ngige said he was intervening in the Nasarawa State labour dispute, pursuant to the powers invested on him by section 5(1) and (2) of the Trade Dispute Act, Laws of Nigeria, 2004, and also due to the fact that governor Tanko Al-Makura of Nasarawa State had written to the labour ministry, seeking for conciliation.

The minister said that all parties in the dispute had been invited for a crucial meeting on Wednesday by 2 p.m. at the Ministry of labour.

He also directed “the unions to suspend the proposed picketing of government offices and demonstrations.

“I enjoin all parties to maintain the status quo ante pending the outcome of the meeting intended to resolve the issues in dispute.

Ngige also advised state governments “to always negotiate any issue that touches on the salaries and wages of workers” in order “to ensure that they obtain a Collective Bargaining Agreement (BCA) before these remunerations are tampered with.”

On the issue of arbitrary reduction in the hours of work, the minister said it was “against the International Labour Organisation (ILO) regulation; Convention 1, which had been adopted and domesticated by Nigeria.”

According to him, “the law prescribes eight hours of work in a day and not more than 40 hours in a week.”

Ngige said these measures should be put in place “in order to avoid unnecessary industrial relations disputes that could be averted through proactive dialogue.”

A magnitude 6.2 earthquake has struck Central Italy, leaving at least 38 people dead and 150 missing, as rescuers search for survivors.

Many of the dead were in the village of Pescara del Tronto which was levelled to the ground and there were fears the number of casualties could rise.

Much of the town of Amatrice was reduced to rubble and a family of four were feared dead nearby in Accumoli.

Although the earthquake struck at a shallow depth of 10km, its intensity was compared to the Aquila earthquake in April 2009 in which 309 people died.

The epicentre was around Accumoli where several people died.

Some buildings in the capital shook for 20 seconds as the quake struck the regional border area of Umbria, Lazio and Le Marche.

Some 80 aftershocks have been reported since.

Local authorities were unsure of the full extent of casualties, but 11 people were reported dead including children in the neighbouring villages of Pescara del Tronto and Arquata del Tronto. An elderly couple and a boy were among the victims.

Two boys aged four and seven, who took shelter under a bed, were pulled alive from the rubble of the house they had been staying in with their grandmother.

Rescuers were still trying to reach the remote village of Peracchia di Acqua Santa Terme a few kilometres to the east.

 

Dubai Firm Partners Cross River  On Solar Power

The Cross River State government has signed an agreement with a Dubai firm, Skipper Seil, to provide a 100kva solar lighting generating system which would ensure 24-hour power supply in Calabar, the state capital.

The solar power project is also expected to serve as a grid for industrial zones in all the 18 Local Government Areas of the state.

President of the Dubai Company, Jitender Sachdeva, assured that work would commence on the project in about two months.

Sachdeva said he was confident in the zeal and doggedness of Governor Ben Ayade, whom he described as exceptional.

“Establishing such a project in the state will compliment his efforts in providing good life for residents in the State,” he added.

Governor Ayade described the project as one for the future, saying that “solar power is a new way to go, because it is one way of reducing carbon emission to the atmosphere”.

He expressed optimism that the project will also create new job opportunities for young people of the state who may be interested in going into solar energy.

Ayade revealed that discussions were at an advanced stage for the immediate communities where the power plants will be located to enjoy power supply from the plants.

Air Force Raid Kills 300 Boko Haram Members

The Nigerian Air Force said it has killed 300 Boko Haram members in an air raid it described as a major success on August 19.

The raid followed intelligence on the location of the insurgents.

In a statement issued by its spokesperson, Ayodele Famuyiwa, a Group Captain, the Air Force said it received some intelligence that members of the group usually held meetings at a location at Kangarwa.

“Prior to this fateful day the NAF, on 16 August 2016, had commenced series of Intelligence, Surveillance and Reconnaissance (ISR) missions to corroborate human intelligence that key BHT commanders gather at the said location to hold meeting at night,” the statement read, adding that the essence of the renewed airstrikes is to decimate remnants of the insurgents, particularly those who fled to the northern part of Borno State.

This information was coming less than 24 hours after the Nigerian Army issued a statement that notorious Boko Haram leader, Abubakar Shekau, was fatally injured in a raid carried out by the Air Force on Friday.

FAAN, Affiliated Unions Stage Protest Over Airports’ Concession

Federal Airport Authority of Nigeria, FAAN, workers in Kano and two affiliated unions, staged a mass protest on Tuesday over the plan by the Minister of Aviation, Hadi Serika to concession the four major airports in the country, saying such move would endanger the jobs of over 6,000 FAAN workers.

The union called on President Mohammadu Buhari not to succumb to the plan of the Aviation Minister to concession the four viable airports in the country namely, Abuja, Port Harcourt, Lagos and Kano.

The Chairman of Air Transport Services Senior Staff Association of Nigeria, Comrade Ahmed Lawal Fagge, who spoke on behalf of Nigeria Union of Air Transport Employees,NUATE, and Nigeria Union of Pensioners’, NUP, at the Aminu Kano International Airport, venue of the protest, said that the concession of the four  airports would lead to the “death” of FAAN workers.

Fagge noted that some cartel in government are only interested in buying the airports and concessioning them to Turkish investors, adding that this move will lead to serious national security breach as well as economic terrorism.

He said the workers’ union will mobilize against any such attempt in the name of Airport concession.

The protesters carried placards with inscriptions such as: “Cartel in Government are interested in buying the four viable airports”, “our airports cannot be sold in bits”, “airport concession is economic terrorism” and “workers say no to Airport concession,” among others.

Fagge said the unions had raised four issues on the planned concession of the airports.

“Let me put the record straight, the Federal Airport Authority of Nigeria, FAAN, is generating N33 billion annually, out of which 25 percent goes to the coffers of the Federal Government, 20% is being paid for the new Terminal Building being constructed by a Chinese company across the nation, 2% interest is being paid on that, while 45% is the amount being used for the maintenance of the airports and the maintenance of workers and what have you.

“Now, what we are agitating for is that he did not carry the workers along. They just want to concession the four viable airports overnight, namely, Kano, Port Harcourt, Lagos and
Abuja.

“The destiny of over 6,000 workers across the airports is hanging in the balance. We are therefore calling on Mr President, whom we know is not aware of this dangerous plan. That is why we are crying out, so that this information would get to him.”

Fagge wondered why the authorities were bent on concessioning the viable airports instead of making plans to build new ones.

He questioned the rationale behind the plans to concession the four major airports that are generating revenue, when the government is looking for ways to shore up revenue generation.

“We don’t want a similar situation that happened to Nigeria Airways to happen to FAAN.

“So, by the time these four major airports are concessioned, what happens to the minor ones.

“What we are saying is that to concession the four major airports is an economic terrorism, it is a threat to the security of the country,” Fagge said.

John Kerry In Closed Door Meeting With Buhari

The U.S. Secretary of State, John Kerry, has met President Muhammadu Buhari at the Aso Rock Presidential Villa.

Secretary Kerry, earlier on Tuesday, had been in Sokoto State where he met with Governor, Aminu Tambuwal and the Sultan of Sokoto, Sa’ad Abubakar III.

He arrived the presidential villa at about 3:05pm on Tuesday, was received by the State house Chief of Protocol, Lawal Kazaure, who led him into the president’s office.

Talks between both leaders reportedly focused on strengthening bilateral ties between Nigeria and America, as well as further assistance from America towards addressing the Nigerian economy, militancy, terrorism, human rights issues and the fight against corruption.

Kerry was accompanied by Linda Thomas-Greenfield, the Assistant Secretary of State for African Affairs in the United States Department of State’s Bureau of African Affairs.

The American envoy will also meet with governors of Borno, Benue, Kwara, Bauchi, Adamawa, Sokoto and Zamfara states.

 

Buhari Set To Seek Emergency Powers To Reflate Economy

When the National Assembly resumes from recess on September 12, the presidency will likely table an executive bill that would give the president emergency powers to stimulate the economy without having to contend with getting clearance from the legislature.

The bill titled “Emergency Economic Stabilisation Bill 2016” is designed to enable the executive push for measures that would provide immediate stimulus for the economy said to be technically in recession.

Laolu Akande, Senior Special Assistant to the Vice President Yemi Osinbajo, on media, gave this indication while debunking media reports that the presidency was ready with the bill.

“The economic management team has indeed been considering several policy options and measures to urgently reform and revitalise the economy.

“Some of these measures may well require legislative amendments and presidential orders that will enable the executive arm of government move quickly in implementing the economic reform plans,” he stated but added that the plan, which is the brainchild of the economic team headed by Osinbajo, had not become an official.

Akande, said the plan had not been communicated to President Buhari yet, and that it is still in the planning stages.

The objectives of the action-plan include creation of more jobs, shoring up the value of the naira, boosting of foreign reserves, reviving the manufacturing sector and improving power generation and supply.

The bill is based on a proposal from the economic team headed by Vice President  Osinbajo, after it reviewed the various economic policies introduced so far and how they have affected the economy.

The review led the team to the decision that the economy required urgent stimulus measures which some of the extant laws, especially the Procurement Act 2007, will not permit.

The alternative, the team concluded, was a long period of recession which is not in the interest of the government or of Nigerians.

In the bill, the executive will be asking for the President to be given sweeping powers to set aside some extant laws and use executive orders to roll out an economic recovery package within the next one year.

Specifically, the president will be seeking powers to abridge the procurement process to support stimulus spending on critical sectors of the economy, make orders to favour local contractors/suppliers in contract awards, abridge the process of sale or lease of government assets to generate revenue; allow virement of budgetary allocation to projects that are urgent, without going back to the National Assembly.

The bill also seek to amend certain laws, such as the Universal Basic Education Commission, UBEC, Act, so that states that cannot access their cash trapped in the accounts of the commission because they cannot meet the counterpart funding, can do so; and to embark on radical reforms in visa issuance at Nigeria’s consular offices and on arrival in the country and to compel some agencies of government like the Corporate Affairs Commission, CAC, the National Agency for Foods Administration and Control NAFDAC, and others to improve on their turn around operation time for the benefit of business.

The Procurement Act does not allow contract award earlier than six months after decision. Part of this is a mandatory advertisement of the contract for six weeks-a provision the economic team noted as unacceptable in the present circumstance the country has found itself.

Although the president has the power to order the sale or lease of any government asset to raise cash, “the procedure is cumbersome and long”. The draft bill is meant to ease the process.

There are reports that about nine government assets may be leased or sold to generate around $50 billion to shore up the nation’s foreign reserves and the value of the naira against the United States dollar.

Also, about N58 billion is said to be trapped in UBEC’s coffers because the states cannot access it as a result of the key condition, which is the payment of 50 per cent counterpart funding. The government is seeking an amendment to the law so that states will pay only 10 per cent as counterpart funding.

The purpose is to enable state governments have access to cash to develop education and facilitate job creation in the sector.

The Act also makes it mandatory that government cannot mobilise contractors with more than 15 per cent of contract sum. The bill will seek to allow the government to mobilise contractors with 50 per cent of contract sum so as to facilitate infrastructural development.

Although news of the plan appeared to be well received across all sectors, but there are concerns on the details of the bill and what powers the president would be seeking.

For instance, since the MDAs are the legal procurement agencies, would the president take over their functions or seek blanket approval from the Bureau of Public Procurement, BPP, on their behalf? What would be the role of the BPP in the new plan?

Functions of the BPP include: (a) the harmonization of existing government policies and practices on public procurement and ensuring probity, accountability and transparency in the procurement process ; (b) the establishment of pricing standards and benchmarks ; (c) ensuring the application of fair, competitive, transparent, matinee standards and practices for the procurement and disposal of public assets and services ; and (d) the attainment of transparency, competitiveness, cost effectiveness and professionalism in the public sector procurement system.

But Section 42 of the Act gives the president powers for restricted tendering. This is why some have said the president may not need the national assembly to pass the bill for it to carry out the economic measures.

The section says: A procuring entity may carry out any emergency procurement where : (a) goods, works or services are only available from a particular supplier or contractor, or if a particular supplier or contractor has exclusive rights in respect of the goods, works or services, and no reasonable alternative or substitute exits ; or (b) there is an urgent need for the goods, works or services and engaging in tender proceedings or any other method of procurement is impractical due to Request for quotations. Direct procurement. Public Procurement Act 2007 No. 14 A 233 unforeseeable circumstances giving rise to the urgency which is not the result of dilatory conduct on the part of the procuring entity ; (c) owing to a catastrophic event, there is an urgent need for the goods, works or services, making it impractical to use other methods of procurement because of the time involved in using those methods.

The National Labour Congress, NLC, has staged a nationwide protest over the alleged killing of their colleagues in Nasarawa State by security personnel.

All the protesting workers wore black hand band to mourn the deceased workers who were killed on July 29.

In Katsina State, the State NLC Chairman, Tanimu Saulawa and the immediate past Labour chairman Mutazu addressed the protesters, calling on the government to bring the security personnel that allegedly killed the two workers in Nasarawa state to justice.

Austin Chilakpu, the Imo state Chairman of NLC, condemned the action of the security personnel and sympathised with the families of those affected.

Also in Osun state, members of the labour union gathered to pray for the deceased members.

The State Chairman, Jacob Adekomi called on the Inspector General of Police, IGP, to carryout psychiatric tests on members of the police force to avoid such occurrences of killings of innocent people.

Members of the Union in Cross River State were not left out as they also marched along major streets in the Calabar metropolis, condemning the killing of their colleague and calling on the authorities to bring perpetrators of the act to book.

In Lagos State, the General Secretary of the Textile Workers Union, Isa Aremu, addressed the protesters on the reason for the protest.

He said: “This protest is to make a point that our governors, some of them, are becoming slave masters. They are no more governors.

“These three governors who are behaving like slave masters, namely Rochas Okorocha, Al-Makura, Ortom. I think we should use today to call on President Muhammadu Buhari to call these governors to order.

“Because Labour issues are federal issues, they are on the exclusive list, not on concurrent list. No governor, no private employer should tamper with labour issues. When it comes to salaries and terms of employment, it’s a federal law, and Nigerian laws are clear…”

The workers criticised the policies by the Governors of Imo and Benue States, in which working days of the week were reduced in order to afford the workers more time to engage in farm work.

“Comrades, let me reaffirm here that Nigerian workers are Nigerian workers, they are not emergency farmers,” Aremu said.

“You gave workers letters of appointment as a clerk, messenger, driver, supervisor, nurses, teachers. You have not given them letters of appointments to become farmers.”

Aremu also criticized Al-Makura for the killing of two protesting workers by trigger-happy policemen in the State’s government house.

He demanded, on behalf of the NLC leadership, that Governor Al-Makura pay full compensation to the survivors and families of the slain workers, as well as withdraw the 50% reduction in workers’ salaries.

Recall that in July, two members of the NLC were killed at the Government House in Lafia while waiting for the outcome of a meeting between Governor Tanko Al-Makura and the labour union.

The meeting was to resolve the issue of a new salary policy introduced by the Nasarawa State government which had prompted workers in the state to embark on an indefinite strike.

However the National Human Rights Commission, NHRC, had vowed to prosecute anyone found culpable in the alleged killings.

A statement by the Chief Information Officer of the NHRC, Fatimah Mohammed, said that the Commission would also ensure that the families of the slain persons as well as the injured ones would be appropriately compensated.

Former Militants Arrest Killers Of Three Soldiers In Bayelsa

A private Security outfit, known as ‘Waterways Security Task Force’, which is run by former Militant leader, Africanus Ukparasia, popularly known as “General Africa”, has apprehended the suspected killers of three soldiers in the Nembe area of Bayelsa State.

A statement released by leader of the security outfit said that though it was newly inaugurated, it has “been working behind the scenes to halt pipeline vandalism in Bayelsa State.”

Ukparasia said that the suspects have been handed over to the appropriate security agencies for further action.

He warned criminals to desist from their acts or leave Bayelsa State as there would be no more room for criminals.

‘General Africa’ promised to continue to work with security agencies to bring an end to the destruction of the country’s oil and gas installations.

The ex-militant leader is known for his clear stand against pipeline vandalism, sea piracy, kidnapping and other crimes in the Niger Delta region.

He advised the youths of the region not to tarnish the image of the state and the nation by engaging in crime.

Ukparasia also said he was optimistic that the President Muhammadu Buhari-led administration will develop the Niger Delta, calling on all stakeholders in the region to support him.
