The chief security officer, CSO, to former President Goodluck Jonathan, Gordon Obua, has said he is alive and well, dispelling rumours of his death in custody of the Department of State Services, DSS.

Obua addressed journalists at the headquarters of the DSS in Abuja, saying he is being treated “with dignity” by staff of the Service.

“I want to use this medium to tell Nigerians and members of my family that I am hale and hearty,” Obua told reporters. “As a serving officer of DSS and having completed my duty tour with the last President, the service felt that I should give a briefing of my stewardship, “he stated.

There had been rumours that Obua, who was arrested six days ago, died in custody as a result of the Service denying him access to medication for hypertension.

His statement comes as a relief for both his family and members of the public, who had been miffed at the lack of information by the DSS about his arrest, detention or state of health.

However, attempts by reporters to question Obua were not successful, an apparent indication that suggested he was not willing to let out more than he was told.

“I am a serving staff of DSS and I have limitations regarding speaking with the press. I thank the Director General of DSS for the way that I have been treated so far,” a composed and well looking Obua said.

The Nigeria Police Force has indicated its willingness to reassess the use of force and firearms by its officers and men in the discharge of their duties.

It said that this was to ensure that the Nigerian Police conforms to international best practices.

The Inspector General of Police, IGP, Solomon Arase, who said this on Tuesday during a parley with reporters at a policy workshop in Abuja, disclosed that the police had lost over N1bn in the last three years to costs from litigations alleging infractions on the rights of Nigerians by its personnel.

Arase also used the occasion to warn officials that the era of impunity and indiscriminate use of force and firearms is over.

He said the disproportionate use of force by armed personnel was no longer permissible in an atmosphere of heightened political consciousness in Nigeria and rising international condemnation.

It would be recalled that Amnesty International had consistently accuse the nation’s security forces, including the police, of constantly trampling on the civil rights of Nigerians, particularly in the North east where troops are battling Boko Haram insurgents.

The Pipelines and Product Marketing Company, PPMC, has withdrawn the bulk purchase agreements issued to three petroleum marketers allegedly caught diverting petroleum products from the country.

Reports monitored on the News Agency of Nigeria, NAN, said that the manager, public affairs and community relations of the PPMC, Nasir Imodagbe, made the disclosure on Tuesday during an interview.

The marketers are Funo Alfa Ltd, Organiser West Africa Ltd and Rich Oil Ltd.

The PPMC spokesperson said the marketers’ actions violated a bulk purchase agreement with PPMC.

“The revocation is part of the corporation’s effort in sanitising the industry by checkmating marketers diverting products meant for domestic consumption. This will also reduce frequent petroleum hoarding and diversion by marketers,” he said.

He also said the process was a continuous one and that the agency would ensure adequate monitoring of marketers.

It would be recalled that the Nigerian National Petroleum Corporation, NNPC, had on July 19 banned 113 oil tankers from venturing into Nigerian oil facilities and territorial waters for sundry offences.

The Inspector General of Police, Solomon Arase, has commended his men stationed in Yobe state for their bravery in the face of mounting security challenges posed by Boko Haram insurgency.

A statement issued by the police spokesperson, Emmanuel Ojukwu, stated that Arase is pleased that the policemen have not allowed challenges affect them and have continued to display “a high sense of patriotism and dedication to duty.”

The police chief gave the commendation following the death of three policemen killed at a checkpoint in Damaturu, Yobe state capital, on Monday when suspected Boko Haram members detonated Improvised Explosives Devices, IEDs, as they were about to be transported to the police headquarters in the state after their arrest.

“While regretting the death in active service of three officers in the unfortunate incident of Monday 20th July, 2015, the IGP observed that but for the indomitable spirit, sacrifice and professionalism of the deceased officers, the terrorists would have detonated the explosives in a high profile target,” the statement said.

The three dead policemen have been awarded post-humous promotions by the police, with four of their children each offered scholarship to secondary level.

Also, their families are to be awarded priority in the police housing scheme, while the injured officer will have all his medical bills taken care of by the police.

The police also announced that similar gesture will be extended to other policemen who fall victim of the fight against insurgency.

Two Killed As Burundi Goes To Elections

Violence erupted in the early hours of Tuesday in Burundi as a policeman and a civilian were killed in clashes before the start of Burundi’s presidential elections.

The nation has already been hit by a gale of opposition boycotts and protests over President Pierre Nkurunziza’s controversial decision to run for a third term.

Burundi has been faced with weeks of unending demonstrations, a failed coup and violent clashes between rebel soldiers and the army.

Opponents accuse Nkurunziza of violating the constitution by seeking another five year term in office.

Reuters reports that blasts and gunfire echoed around the capital before polling stations opened on Tuesday in a nation grappling with its worst crisis since a bloody civil war that ended in 2005.

Western donors and African states have urged Burundi to postpone the poll, calls that have been ignored by the Burundian president who cited a court ruling which says he can run again as reason for his defiance of global calls for peace.

The government instead said it had already delayed the vote as long as it could and promised a fair poll.

Voting however began in rural areas as dozens queued to cast ballots in areas of Bujumbura that are traditional strongholds of Nkurunziza’s supporters.

However, there were only few voters in other districts of the capital while some polling stations stayed closed after the official 6.00 am start.

Presidential adviser, Willy Nyamitwe, has blamed opponents as those behind the protests and violence.

The UN Programme on HIV and AIDS, UNAIDS, on Monday said it would soon effect a 35 per cent reduction in the cost of HIV early infant diagnostic technologies in order to tackle the high mortality rate among children affected by the disease.

This assertion was contained in a statement issued by the UNAIDS’ executive director, Michel Sidibé, in New York.

Sidibé said the new access price was pegged at $9:40 per test which he said was much lower than what obtained in the past.

Sidibe noted that an agreement had already been reached with Roche Diagnostics which would serve as a step towards ending the obvious failure of the world to meet the treatment needs of children living with HIV.

“We now need to use this agreement to rapidly scale up diagnostic and treatment services for all children living with HIV in line with the 90-90-90 target,” the statement quoted Sidibé as saying.

The director added that in the process of bringing together global and regional partners, the initiative tagged ‘Diagnostics Access Initiative’ also called for improving laboratory capacity to ensure that all people living with HIV could be linked to effective, high-quality HIV treatment services.

He said that the initiative which was launched by UNAIDS in July 2014 involved partners such as, the Clinton Health Access Initiative Inc., the U.S. President’s Emergency Plan for AIDS Relief, the Global Fund to Fight AIDS, Tuberculosis and Malaria, and a host of others.

Obama also recognised Nigeria’s role in public health, particularly the resounding success recorded in the fight against Ebola, which he said provides the framework for further work on the disease in Africa.

The U.S. President added that electricity, a major concern for Nigerians, will also form part of his discussion Buhari to see how the U.S. Power Africa project can be extended to Nigeria.

Obama said he is looking forward to him putting together his team so that the U.S. can help him succeed, adding that, “If they’re successful and doing well, that will have a ripple effect not only in West Africa, but throughout the world.”

Three policemen were among eight persons killed in an explosion at a police checkpoint in Damaturu, Yobe state capital, around 11.00 am on Monday, the state police authorities have said.

The Yobe State police spokesman, Toyin Gbadegesin, said the five other victims were suspected Boko Haram members, who were killed as they detonated Improvised Explosives Devices, IEDs, to avoid being taken into custody by security operatives, adding that two other security operatives injured in the attack were receiving treatment at the Damaturu Specialist Hospital.

According to Gbadegesin, security agents apprehended two cars suspected of carrying explosives and as reinforcement was called to transport them to the police headquarters in the state, the suspects triggered the explosives. Five of the victims died on the spot while three died in the hospital.

The police also said men of its anti-bomb squad deployed to diffuse other IEDs discovered were yet to successfully diffuse them as at the time of filing this report.

The police spokesperson, who said last Friday’s Ed-el-Fitr bombings in Damaturu would have been averted if residents obeyed restriction on vehicular movement, advised members of the public to be more vigilant as the insurgents step up attacks on soft targets.

Transparency International Kicks Against FIFA’s Half-Measure Reforms

Transparency International, the anti-corruption watchdog, has accused world football governing body, FIFA, of a lack of seriousness in its effort to reform its battered image, since a corruption scandal broke on its leadership.

During on Monday, the first since the corruption allegations came to light, disgraced FIFA President, Sepp Blatter, announced that he intends to stay on till February 26, 2016, when election will be held to determine the next president, though he would not seek another term.

FIFA also announced a reform taskforce made up 10 affiliate members and a yet-to-be announced independent head, which The global watchdog body says is not good enough, preferring a more independent body, considering the lack of trust members of FIFA currently enjoy.

“This will not be sufficient to win back trust in FIFA,” Transparency International says, according to a press statement issued after FIFA’s meeting.

“FIFA is a rotten democracy where votes can be bought, bribes can be made and money can be laundered. It has promised reform many times before and failed dismally. They have failed fans and supporters today,” Neil Martinson, Transparency International’s Director of Communications, noted.

To clean up FIFA and win back the public’s trust, Transparency International says the proposed in-house integrity check should be independently done, FIFA should ensure complete financial transparency, presidents should be limited to two terms of four years in office, public declarations of interest, among others.
