The Bayelsa State capital on Saturday, Special Adviser to the President on Niger Delta, Paul Boroh, said that the federal government plans to liberalize the modular refineries in order to develop the oil rich region.
Payment of stipends to former Niger Delta Militants who were captured in the 2009 Presidential Amnesty Programme of the federal government has resumed.
Coordinator of the Presidential Amnesty Programme, PAP, Paul Boroh, has pleaded with youths from the Niger Delta not to panic or be agitated by the delay in the payment of their amnesty stipends.
