Nigerian Army releases 983 Boko Haram suspects, says more to come

AFTER absolving them of wrongdoing, the Nigerian Army has released 983 once suspected members of Boko Haram in what is one of the biggest of such exercises. It also assured Nigerians that it will soon release other batches of detainees once they are cleared.

The released persons were, on Wednesday, handed over to the Borno State government for rehabilitation and reintegration into the society at Giwa Barracks in Maiduguri, the state capital.

Major General Olusegun Adeniyi, Theatre Commander of Operation Lafiya Dole, seized the occasion to urge the leaders of Boko Haram, Abu Musab al-Barnawi and Abubakar Shekau, to surrender their arms and return to the society because “their mission to establish a caliphate in Nigeria is impossible”.

“These 983 cleared Boko Haram suspects are being cleared of any wrongdoing, so we are handing them over to the Borno State Government for rehabilitation and reintegration,” he said.

“We are going to clear the remaining batch as soon as they are cleared by security operatives.”

The state governor, Babagana Zulum, in his reaction appreciated the military for their efforts and encouraged the former detainees to be good ambassadors of the country. He also promised to organise programmes that will make it easy for them to learn skills and be reintegrated.

According to France 24, one of the released persons, Ibrahim Usman, told reporters at the ceremony he was arrested at a security checkpoint on the allegation of being a terrorist after he could not provide an identification card.

“I was never a member of Boko Haram but I spent four years in detention,” he said.

The International Committee of the Red Cross (ICRC) disclosed in a report published in September that nearly 22,000 Nigerians have been reported missing in the Northeast in the past decade—the highest recorded in any country.

“What troubles me is that I haven’t heard whether he is dead or alive. I just don’t know. Whenever I cook food for his siblings, I think about him. For the three years that we stayed in Maiduguri, my husband was very distressed and would repeatedly have nightmares. He would call the name of our abducted son, ‘Alkali, Alkali, Alkali’ all the time,” Falmata Amodu, the mother of a 10-year-old boy who went missing in 2013 was quoted to have said.

On Monday, The ICIR published an investigative report “about the struggle of the Borno women seeking justice for their men, some of who are believed dead or detained by the Nigerian Army for offences for which they are yet to be charged”.

The Centre also organised a roundtable meeting on Wednesday that brought stakeholders together to deliberate on how to ensure the government accounts for the missing persons, many of whom have been detained for years without trial.

2020 budget is unsustainable with $57 per barrel crude oil benchmark – CBN Governor

THE Central Bank of Nigeria, CBN has called for a downward review of the projected $57 oil benchmark proposed by the Federal Government in the 2020 budget, describing the current rate as unattainable in the oil market.

Godwin Emefiele, CBN Governor disclosed this at the end of the Monetary Policy Committee, MPC, meeting held in Abuja stating the uncertainty in the oil market does not favour the $57 oil benchmark.

“On crude oil price, the lull in the market suggests that prices would remain relatively weak into the foreseeable future. The committee resolved that the Federal Government should reconsider its 2020 budget oil price benchmark of $57 per barrel, to build fiscal buffers,” he said.

Nigeria’s Brent crude currently sells at $62.87 per barrel on Wednesday posted a positive high in two-months as the Organisation of Petroleum Exporting Countries, OPEC, put more stringent export control system for Nigeria and Iraq in a bid to raise global oil prices.

Emefiele said the buffers would put the Gross Domestic Product, GDP, on a good standing resulting in viable manufacturing and agricultural sectors.

“The Committee is confident that despite the weaknesses from the external sector efforts to ramp-up domestic production, through these buffers by both the monetary and fiscal authorities, would douse the adverse effects the domestic economy in the medium term, through the reduction of importation of food and other commodities,” he said.

Speaking on the withdrawal of foreign investors from the country, Emefiele called on the Federal Government to make life easy for investors to do business, arguing that investment-friendly policies would make Nigeria a destination of the first choice for investors.

Reacting to questions that foreign investors were leaving Nigeria with their investments, the CBN governor said: “Issues bothering on the ease of doing business making life easy for people who choose to come to Nigeria to invest their funds whether portfolio or direct investors, we should  make life easy for them so that they will find Nigeria an investment destination,” he said.

He also stressed the need for diversification to strengthen the productive base of the economy and reduce dependence on oil.

“Diversification has become necessary now that Nigeria has signed the African Continental Free Trade Agreement, AFCTA,” he said.

 

Nigeria’s transparency agency to reveal owners of oil and gas companies list on December 12

Waziri Adio, the Executive Secretary Nigeria Extractive Industries Transparency Initiative, NEITI, announced on Wednesday that the Federal Government is set to reveal the beneficial ownership register for the oil and gas industry.

Adio said the register which would be unveiled on December 12 is a precursor that would set the tone for transparency in the oil and gas sector in Nigeria.

The beneficial ownership register is expected to contain information on the actual owners of the extractive industries companies, irrespective of the names of those who manage them in trust for their principals.

“NEITI’s engagement with the beneficial register is based on the agency’s mandate to promote corporate ethics, transparency and accountability in the governance of the country’s oil and gas industry,” he said

Adio who was represented by the Director, Communications and Advocacy of NEITI, Orji Ogbonnaya Orji after a meeting with the Head of International Secretariat of the Global Extractive Industries Transparency Initiative, Mark Robinson who was in Abuja on a working visit.

The meeting was organised for journalists and Civil Society Organisations, CSO’s to exchange views on Extractive Industries and Transparency Initiative, EITI, implementation in Nigeria, and the ongoing reforms in the oil, gas and mining sectors.

In his remarks, Robinson commended Nigeria for the effort it was making to ensure transparency in the oil and gas, mining sectors operations.

Robinson said that the Group Managing Director of the Nigerian National Petroleum Corporation informed him that the corporation was looking into remediation that had been reoccurring in the NEITI audit reports.

“The NNPC is addressing a lot of the issues that the NEITI reports have indicated over the years,’’ he said.

Also speaking, NEITI’s Director, Technical, Dieter Bassi said that NNPC had been very helpful to the watchdog organisation in its operation.

He said that there were community development agreements that had been signed by the companies and there were always issues about who signed on their behalf.

The report of NEITI, according to him, also covers the revenue from the minerals sector but there were limitations about accessing where the illegal miners are, so the reports only cover companies that make regular payments.

Borno women seek prosecution of Army colonel allegedly responsible for missing persons

OVER 3,000 women in Borno State whose husbands, sons went missing or arrested by the Nigerian military are calling for justice from the Federal Government and international bodies.

The women under the aegis of Jireh Dole, which means Truce is a Must, particularly demanded the prosecution of Col. Cyril Ofurumazi, top military personnel accused of human rights violation, and also responsible for extra-judicial killings in the state.

The women spread across Maiduguri Metropolitan Area Council condemned the arbitrary arrests and detentions of their husbands.

They shared accounts of their misery during a roundtable discussion organised by The ICIR and Ford Foundation about missing persons in the North-East. The event was organised to help the distressed women seek justice and identify actual where-about of their missing men.

“Let the government tell the world what he did. He should be prosecuted for what he has done,” says Comrade Hajiya Gana Suleiman, President of the women group.

“It’s too much. He killed so many children; he arrested many young men. I don’t know how to explain what this man has done to us.”

The ICIR had reported how the women, for years had struggled to get justice for their missing men.

The report also detailed the military’s affirmation of injustice perpetrated in the Northeast while fighting the Boko Haram insurgency.

“I want justice. Let government and security authorities tell us if our children are still alive or not.”

“My son has been arrested since 2011. I don’t know if he is still alive or not, so I’m still looking for my child.”

Suleiman said, mothers have wept uncontrollably for years for their missing children and they are tired of weeping. She also blamed the increasing rate of out-of-school children in the region on soldiers.

“Most of our grandchildren are no longer attending schools. Are we going to leave them like this, to grow up without education? In the future, what will they become?”

However, she expressed concerns about the future of the children stressing that when those children grow, they might decide to take revenge on their parents’ death, thus need for urgent government attention.

In his remarks, Ali Ndume, Chairman Senate Committee on Defence promised to follow up on the allegation and investigate the case against the accused personnel.

“I promised them I will find out what exactly is the case and let the public known,”

“So many soldiers have been court-martialed; so many persons have been prosecuted by the judiciary, so this one will not be different if he is guilty.”

Bill for missing person coming

Meanwhile, speaking during the plenary anchored by Abiodun Baiyewu, Executive Director of Global Rights and later, Idayat Hassan, Chairperson, Centre for Democracy and Development (CDD), Senator Ali Ndume disclosed plans to propose a bill for an Act to establish an agency of government that would be responsible for rescuing missing persons.

Ndume who is the senator representing Borno South described it as a matter of national importance.

“As we leave here, we will do a motion; I’ll take a look at it and raise it on the floor of the House. I will talk to the Speaker if there is a need for that to make sure that the resolution is passed on the floor of the House of Representatives for government to initiate it,” says Ndume.

Report by the International Committee of the Red Cross in September put the figure of missing persons in the country at nearly 22, 000 people – a number described highest globally based on its case files.

He promised to reach out to other experts to check against likely defects while pushing the bill.

“There is a need to have a desk or commission to account for the missing persons, and even create some kind of social justice for the missing persons.”

EFCC responds to reports on dropped charges against Diezani, others

 THE Economic Financial Crimes Commission, EFCC has debunked rumours in circulation about dropping charges against the first female President of OPEC and former Minister of Petroleum, Diezani Alison-Madueke and five others indicted in $153 million dollars election fund.

The anti-graft agency in a statement made available to The ICIR said its response was prompted by reports circulating in the social media about the withdrawal of the suit against the defendants.

Daily Trust Online had on Monday said it gathered that EFCC had withdrawn the charges filed against Diezani, Ben Otti, Nnamdi Okonkwo, Stanley Lawson, Lanre Adesanya leaving out only Dauda Lawal in the new four-count charges.

“The Commission enjoins members of the public to disregard the report which is false and misleading. At no time did the Commission withdraw the charge, which is still before Justice Muslim Hassan of the Federal High Court, Lagos,” the statement read.

EFCC noted that the only change in the case is only the decision to split the initial 14-count charges so as to enable separate arraignment of the defendants.

EFCC said the decision is borne out of the consecutive actions of the defendants’ failure to appear before the court.

EFCC disclosed that since the charges were first filed on November 28, 2018, every attempt to arraign the defendants had been frustrated by one excuse or the other in order to frustrate the commission’s pursuit of the charges.

“In more than four times that the matter was called for arraignment, it was either Lanre Adesanya was sick, bedridden in a London Hospital or Nnamdi Okonkwo was hypertensive and on admission in a hospital or Stanley Lawson had had a domestic accident and could not appear in court,” the statement added.

The anti-graft agency further stated that the split to a four-count amended charge brought against Dauda Lawal, a former executive director of First Bank, did not include other defendants, Diezani Alison-Madueke and Ben Otti who have been at large.

They added that the ingredients of the offence stated in the split charges brought against Lawal are only pertaining to his involvement in the receipt of $25million from the $153million 2015 Peoples Democratic Party presidential election slush fund.

The commission wrote that the seclusion of other defendants listed in the 2018 original charge in the amended four-count charge does not mean that they have been exonerated by the Commission of any criminal allegation.

Reps to investigate Nigeria-Russia’s deal on revival of Ajaokuta Steel

MEMBERS of the  House of Representatives has begun an investigation into the Nigeria-Russian deal to revive the Ajaokuta Steel Mill.

The move to interrogate the agreement was adopted after a unanimous adoption of a motion  moved by Senator Uzoma Nkem-Abonta titled “Call for details of the agreement between Nigeria and Russia on the completion of the Ajaokuta Steel Company project”

Abonta, during the plenary session on Tuesday, said that the details of the deal have not been properly examined while the citizens are still in the dark about the full details of the agreement.

He pointed out that no treaty between Nigeria and any other country “shall have the force of law except to the extent to which any such treaty has been enacted into law by the National Assembly” as mandated by Section 12 of the Constitution.

The House eventually mandated the Committees on Steel; Treaties, Protocols and Agreements to interface with the Minister of Mines and Steel Development, Olamilekan Adegbite, on the agreement.

Also, the lawmakers mandated the House Committee on Treaties, Protocols and Agreements to review all extant treaties entered into by the Federal Government and other countries to ensure conformity with the Constitution.

Buhari signed the deal with the Russian President, Vladimir Putin,  last month at Sochi, Russian during the Africa summit.

According to the legislators, in 2018, the 8th National Assembly passed the Ajaokuta Steel Completion Fund Bill and transmitted it to President Muhammadu Buhari for assent, but was withheld.

Senate proposes bill to upgrade Ibadan Airport to Int’l status

THE 9th Assembly of the Nigerian Senate has proposed a bill for an upgrade of the Ibadan Airport in Oyo State to international standard during Tuesday’s plenary session.

The bill was sponsored by Balogun Ademola, senator representing Oyo South Senatorial District under the People’s Democratic Party (PDP).

The bill co-sponsored by 37 other senators stressed that there is the need for the Ibadan Airport to be upgraded into an international airport due to the potential of the city to attract economic development both locally and internationally.

It read that the presence of an international airport will enhance the efficient and effective movement of goods and persons from Nigeria and across the world.

The bill noted that the international Airport will ease pressure on the road and will thereby save lives of Oyo residents and neighbouring states.

“Also note that the presence of International Airport in Ibadan will complement the effort of the Ibadan Inland Dry Port and accelerate the derivation of the expected socio-economic benefits from the inland dry port,” the bill read.

It further read that the potentiality of the bill to enhance financial development is because of the presence of international institutions.

It highlighted the University of Ibadan, University College Hospital, Ibadan, Bola Ige international market and International Okerete market as the major drives for the upgrade.

The bill also noted the proximity of Ibadan Airport to Murtala Muhammed International Airport which it said is 145 kilometre and would make it easier for established investors in Lagos to expand their business to Ibadan which will eventually increase the GDP of the country.

However, the Senate referred the motion to the Senate Committee on Aviation for a follow-up and scheduled a report in eight weeks.

The Senate also urged the Federal Ministry of Aviation and relevant authorities to upgrade the Ibadan domestic Airport to the status of an international airport.

 

$1m Scam: EFCC arrests Kirikiri Prison boss over false medical report

TWO Deputy Controllers (DC) of the Nigerian Correctional Service (NCS) have been arrested for allegedly giving exaggerated medical reports that warranted a convicted internet fraudster, Hope Olusegun Aroke, being given a referral to be treated outside the facility.

The Economic and Financial Crimes Commission (EFCC) Lagos Zonal office, on Tuesday, said both Emmanuel Oluwaniyi and Hemeson Edson Edwin, (DC) of the correctional service were arrested, a statement said.

Aroko alias H.money, an indigene of Okene in Kogi State serving a 24-year jail term, was said to have masterminded a mega scam to the tune of over $1 million, using a network of accomplices, some of them were targets of fraud and money laundering investigation.

The EFCC said the lid on his latest fraud exploits from the bowels of the Maximum Correctional Centre was blown following intelligence received by the commission, which left the EFCC awe as to how a convict continued to ply his trade of internet fraud from prison.

“Even more puzzling was the finding that Aroke got himself admitted to the Nigeria Police Hospital, Falomo, Lagos for an undisclosed ailment. And from the hospital, he would move out to lodge in hotels, meet with his wife and two children and attend other social functions,” the statement said.

“The circumstance of his admission into the hospital and those who aided his movement from the hospital to hotels and other social engagements is already being investigated by the EFCC,” the commission had earlier stated.

However, a probe into the matter showed that the first suspect, Oluwaniyi, who is the Controller, Kirikiri Maximum Prison, as well as the second suspect, Edwin, who is in charge of the medical facility, fostered the crime.

The suspects although arrested on Monday by the EFCC, had before their arrest disclosed their involvement in the crime.

Aroke was one of the two Malaysia-based Nigerian undergraduate fraudsters arrested by the EFCC towards the end of 2012 at the 1004 Housing Estate, Victoria Island, Lagos, following a tip-off.

He claimed to be a student of Computer Science at the Kuala Lumpur Metropolitan University, Malaysia. However, investigations by the anti-graft revealed Aroke as the arrowhead of an intricate web of an internet fraud scheme that traverses two continents.

When Aroke was arrested, a search conducted by EFCC operatives of his apartment led to the recovery of several items such as laptops, iPad, traveling documents, checkbooks, flash drives, internet modem, and three exotic cars – a Mercedes Benz Jeep, One 4Matic Mercedes Benz Car and a Range Rover Sport SUV.

He was eventually convicted by Justice Lateefa Okunnu of the Lagos State High Court, Ikeja on two counts of obtaining money by false pretence, cheque cloning, wire transfer and forgery.

He was sentenced to 12 years imprisonment on each of the two counts.

Senate rejects Buhari’s request to approve NDDC’s 2020 budget

THE Senate on Tuesday kicked against the presentation of the 2020 budget of the Niger Delta Development Commission, NDDC submitted by President Muhammadu Buhari via a letter during plenary, citing administrative illegalities. 

During the plenary session, while Senate President Ahmad Lawan read President Buhari’s letter to the Senate requesting the senators to approve the 2020 fiscal budget for the commission to kick start its projects.

Enyinnaya Abaribe, representing Abia-South Senatorial District of Abia State and also doubles as Minority leader of the Senate opposed the request using order 43 of the Senate Standing Orders on personal explanation stating that the board members of the NDDC had not been sworn into office.

“We just heard from you (Senate President) the communication from Mr President which relates to the presentation of the NDDC’s Budget for approval.

“Of course, what this means is that the budget will go to the relevant committee of Appropriation and the NDDC Committee and some persons will come to defend the budget,” he said.

He explained that if the budget was approved by the Senate, it would set a bad precedent because President Buhari is yet to formally appoint a board to manage the affairs of the NDDC.

“This August body having confirmed the board of NDDC, will not countenance any illegal contraption coming in front of us to say they are representing the NDDC,” he said.

“I know that this may be preemptive, but my people say that if we act quick we will prevent disaster from coming.

Lawan sustained Abaribe’s point of order and urged the executive to do the right thing so that the right persons can come and defend the NDDC’s budget.

“Thank you Minority Leader but because you have come under order 43, this motion is not subject to debate but let me sustain your point of order.

“I believe that the executive arm of government will attend to that quickly so that we have the right people to come and defend the Appropriation request of the President,” Lawan stated.

In October, President Buhari wrote to the Senate seeking the confirmation of nominees for the governing board of the NDDC, and the Senate confirmed 16 board members.

The nominees include the Chairman, Pius Odubu (Edo) Managing Director, Bernard O. Okumagba (Delta), Executive Director Projects, Otobong Ndem (Akwa Ibom), Executive Director Finance and Admin, Maxwell Okoh (Bayelsa), Delta State representative, Prophet Jones Erue; Chief Victor Ekhatar (Edo), Joy Yimebe Nunieh (Rivers); and Nwogu Nwogu Abi’s.

Others are Theodore A. Allison (Bayelsa), Victor Antai (Akwa Ibom) Maurice Effiwatt (Cross River); Olugbenga Elema Ondo), Uchegbu Chidiebere Kyrian (Imo), Northwest Rep, Aisha Murtala Muhammed (Kano); Northeast Rep, Ardo Zubairu (Adamawa) and Southwest Rep, Badmus Mutalib (Lagos).

But the members are yet to be sworn into office to begin official duties in their various capacities.

Varsity students expelled over physical bullying of their mate

THE Federal University of Technology Akure, (FUTA) on Tuesday announced the expulsion of six students, who were reportedly found culpable in the physical bullying of a female year one student.

The institution had disclosed this via a statement issued on its Facebook page, signed by its Deputy Director, Corporate Communications, Adegbenro Adebanjo.

A video that went viral on November 16 showed clips of a female student being assaulted by a group of students in a room, comprising four females, a male and one who recorded the incident- a total of six, in a room which said to be located off the school campus.

The video clip also showed the odious act by the six students beating the female student, because she had refused to go on her knees.

According to a report, the male student is a school father to one of the female students in the video clip. It was alleged she had a misunderstanding with one of the females, so the school father was asked to help deal with the said victim.

So, at the behest of the university management, a disciplinary panel was set up to probe the incident, of which its findings led to their expulsion. Such, the institution said, “was gross misconduct and breach of the University Matriculation Oath”.

“The expulsion is sequel to the recommendation of the University Disciplinary Panel which probed the incident that took place in an off-campus hostel on Saturday, November 16, 2019, and adjudged them culpable of gross misconduct and breach of the University Matriculation Oath,” the statement read.

“The Expelled students are: 1. Popoola Olaniyi Agboola IDD/ (300L) 2. Oluwadare Faith Tobiloba FST ( 200L) 3. Nandi Yohanna Jessica IPE/ ( 200L) 4. Ajuwon Tolani Emmanuella FAT/ (100L) 5. Emmanuel Funmilayo Taiwo FAT/ (100L)and 6. Alao Olabimpe Cecilia CSP/ (100 L)”

It said the expulsion was in line with the position of Page 48 of the 2019/2020 Students Handbook which prescribes expulsion from the University for Students who engage in, ” Physical assault or battery on another student outside the university premises”.

“As a consequence of their expulsion, their studentship of FUTA ceases forthwith with all its rights and privileges.

“The punishment meted out to the affected students is not to pander to the justifiable public outcry that greeted their odious act but in tandem with the rules and regulations as contained in the Students Code of Conduct as stipulated in the University Handbook and oath of Matriculation which all students are made to sign and subscribe to,” the statement read.

FUTA noted that it would not tolerate any form of indiscipline or breach of university regulations.
