Ex-U.S. President George H.W. Bush dies

FORMER U.S. President George H.W. Bush, who presided over the end of the Cold War and routed Saddam Hussein’s Iraqi army, died on Friday night at the age of 94, a family spokesperson said.

Mr Bush, the 41st president of the United States, lived longer than any of his predecessors. His death at 10:10 p.m. central time was announced in a statement issued by longtime spokesperson, Jim McGrath.

Mr Bush lost a chance for a second term after breaking a no-new-taxes pledge. But his son who bears his name, came in as the 43rd President after the era of Bill Clinton .

The death was also announced by his family Friday night on Twitter.

“George Herbert Walker Bush, World War II naval aviator, Texas oil pioneer, and 41st President of the United States of America, died on November 30, 2018. He was 94 and is survived by his five children and their spouses, 17 grandchildren, eight great-grandchildren, and two siblings,” the former president’s office said in a statement.

“He was preceded in death by his wife of 73 years, Barbara; his second child Pauline “Robin” Bush; and his brothers Prescott and William or “Bucky” Bush.”

His son George W. Bush, who served as the country’s 43rd president, released a statement of his own from the family.

“Jeb, Neil, Marvin, Doro, and I are saddened to announce that after 94 remarkable years, our dear Dad has died,” George W. Bush said. “George H. W. Bush was a man of the highest character and the best dad a son or daughter could ask for. The entire Bush family is deeply grateful for 41’s life and love, for the compassion of those who have cared and prayed for Dad, and for the condolences of our friends and fellow citizens.”

Mr Bush was admitted to Houston Methodist Hospital with a blood infection on April 22 — two days after the funeral for his wife of 73 years, former first lady Barbara Bush.

He is survived by his five children, including former President George W. Bush and former Florida Gov. Jeb Bush.

Mr Bush was with his wife when she died at the age of 92 on April 17.

“He, of course, is broken-hearted to lose his beloved Barbara, his wife of 73 years. He held her hand all day and was at her side when [she] left this good earth,” a statement from his office said after her death. “But it will not surprise all of you who know and love him, that he also is being stoic and strong, and is being lifted up by his large and supportive family.”

Buhari set for COP24 in Poland

President Muhammadu Buhari will depart Abuja on Saturday for Katowice, Poland, to attend the 24th session of the Climate Change Conference known as the Parties (COP24)

Femi Adesina, Special Adviser to the President (Media & Publicity), disclosed in a statement released on Friday that COP24, under the UN Framework Convention on Climate Change (UNFCCC), would hold from December 2-4, 2018.

The COP24 Summit, taking place at the International Conference Centre (MCK) in Katowice, is being convened under the Presidency of Poland.

According to the organisers, the conference is expected to finalise the rules for implementation of the Paris Agreement on Climate Change under the Paris Agreement Work Programme (PAWP) – the rule book for implementation.

“During the Leaders’ Summit at COP24, President Buhari will deliver a national statement highlighting Nigeria’s commitment to addressing climate change by implementing the goals set out in its National Determined Contributions,” Adesina said.

The president would also use the occasion to accentuate Nigeria’s willingness to work with international partners to reverse the negative effects of climate change in Africa and the world over.

He said President Buhari would be expecting that developed nations scale up their emission reduction activities in order to limit the increase in average global temperatures to well below 2 degrees centigrade between now and 2020.

The Leaders’ Summit is expected to adopt a ‘‘Declaration on Solidarity and Just Transition Silesia,’’ – named after the region of Poland where this year’s climate conference is taking place, he said.

As a member of the Committee of the African Heads of State on Climate Change – a group of 10 African countries that meets and takes positions concerning issues of climate change on behalf of the continent – Nigeria has been at the forefront of advancing policies and initiatives.

It is aimed at addressing significant challenges occasioned by climate change such as reviving the Lake Chad, halting and reversing desertification, flooding, ocean surge and oil spillage.

President Buhari will continue to champion these pressing issues at COP24 in Katowice, among others, as well as reiterate Nigeria’s position on the need for African countries to access financial resources, especially the Green Climate Fund to draw up climate change adaptation policies and actions for implementation.

The Nigerian delegation will also showcase the policy measures and actions of the Federal Government at ensuring environmental sustainability and effectively combating climate change through several side events within the Nigerian pavilion.

While in Poland, President Buhari will hold an interactive session with the Nigerian community in that country.

The Nigerian leader is also scheduled to hold bilateral meetings with the President of Poland Andrzej Duda and Prime Minister Mateusz Morawiecki.

The president will be accompanied by Governors Ifeanyi Ugwuanyi, Yahaya Bello and Abubakar Sani Bello of Enugu, Kogi and Niger States, respectively.

Others on his entourage include the Minister of Foreign Affairs, Geoffrey Onyeama, the Minister of Water Resources, Suleiman Adamu, and the Minister of State for Environment, Ibrahim Jibrin.

Army offensive against Boko Haram leads to recovery of arms cache

THE Nigerian army said its troops in the North East have continued to carry out offensive attacks against Boko Haram in compliance with the directives of the Chief of Army Staff, Tukur Buratai.

One of such offensives yielded results on Thursday, November 29, as it led to the recovery of large cache of arms and ammunition belonging to the insurgents.

“The gallant troops carried out offensive patrols on two fronts. Ngala Bridge and Gamboru town towards Boko Haram withdrawal routes along Wurge village in Borno State,” an army statement on Friday read.

“On sighting the troops, the terrorists who were massing up for a possible attack abandoned their logistics stores and equipment and fled.”

Items recovered by the troops include one AK 47 Rifle with Reg No 819044, 2 AK 47 Magazine, 443 rounds of 12.7MM, 94 rounds of PKT, 16 rounds of 7.62 MM NATO, four RPG Bombs, one RPG Charge, one AA Telescopic Sight, and one AA Top cover.

Others include one clearing rod, one Hilux GT, two Motorcycles, one Boko Haram Flag, two blankets, one Praying mat, one mosquito net, 10 Motorcycle spare tubes, one Tool Box , one Towing cable, one Camel bag, three watermelon, three tins of milk, two bottle of  Maltina drink, two  Satchets of sugar and groundnut, one first aid kit, one MP3 Player, and three Jerry cans.

In recent weeks, the Nigerian Army has endured setbacks in the counter-insurgency operations in the North East, a development the army leadership attributes to the insurgents’ introduction of drones and foreign mercenaries in their attacks.

The army, however, assured that it was reviewing its operations to better respond to the emerging challenges in order to maintain its momentum against the terrorists.

EFCC discovers $2 million, other cache of cash with Lebanese at Abuja airport

OPERATIVES of the Economic and Financial Crimes Commission, EFCC has arrested one Abbas Lakis, a Lebanese for money laundering offence.

Tony Orilade, the acting spokesperson of the Economic and Financial Crimes Commission, EFCC  said in a statement on Friday, the agency acted on a tip-off to apprehend the suspect.

“Lakis was picked up at the Nnamdi Azikiwe International Airport, Abuja, following intelligence report that he had on him, undeclared huge sums of monies aboard the Egypt Airline bringing him from the Kano Airport en route Lebanon,” he said.

“At the point of arrest, a thorough search on his luggage, uncovered $2,104,936 (Two Million, One Hundred and Four Thousand, Nine Hundred and Thirty six Dollars),  £163, 740 (One Hundred and Sixty Three Thousand, Seven Hundred and Forty Pounds),  €144,680 (One Hundred and Forty Four Thousand, Six Hundred and Eighty Euros).

“Other currencies found with Lakis include Riyal 391,838 (Three Hundred and Ninety One Thousand, Eight Hundred and Thirty Eight Riyals), CHF 3,420 (Three Thousand Four Hundred and Twenty Swiss Franc),Lira 435(Four Hundred and Thirty five Lira), £109,000 (One Hundred and Nine Thousand Lebanese Pounds), Dirhams 10,135 (Ten Thousand One Hundred and Thirty Five UAE Dirhams)  ¥10,000 (Ten Thousand Chinese Yuan)  and Riyal10 (Ten Qatar riyal), in his possession,” he stated.

The anti-graft agency stated that he would be charged to court as soon as investigations are concluded.

Meanwhile, the Borno State High Court sitting in Maiduguri on Thursday, convicted and sentenced one Babakura Mustapha to eight years imprisonment for the offence of impersonation and obtaining money under false pretence.

Mustapha allegedly posed as a staff of the EFCC with the name “Mr. Kola” and in the assumed capacity presented himself to one Mamman Bukar as the operative handling “a case” purportedly against Bukar.

In the course of the trial, the prosecution led by Khalid Sanusi presented three witnesses and tendered some documents, which were marked Exhibits A1-A4.

Delivering judgment, Justice Kumaliya sentenced the convict on the first count of the charge to one-year imprisonment or an option of fine of N50,000. On count two, the convict was sentenced to seven years imprisonment without an option of fine.

REPORT: Suspected terrorist group operating freely in Sokoto

A SUSPECTED terrorist group has been operating freely in Tangaza Local Government Area of Sokoto State, collecting taxes, spreading Islamic teachings, and punishing offenders, Premium Times reports on Friday.

Tangaza is the border town between Nigeria and Niger Republic. Communities in the area from both countries speak the same dialect and inter marry.

The report quoted residents of the area as saying that the group, comprising of over 200 persons, has been carrying out its activities for about two months now. The name of the strange group is not known yet.

Members of the group speak Arabic, according to the sources, and wear turbans over their heads. They are currently recruiting young people and giving them motorcycles after “training them”.

“They imposed compulsory levies on each household with cows and rams. Those with cows are paying N500 and those with ram are paying N200,” Premium Times quoted the sources as saying.

“They are arresting and fining herdsmen who encroach on farmlands and are keeping the money. They are operating freely, scaring residents, without being challenged. They are going from one community to another.”

The Sokoto State Police command said it would address journalists on the issue as soon as the state’s Commissioner of police, Murtala Mani, returns from his visit to the affected local government area.

Nigeria is currently battling the Boko Haram insurgency in the North East region of the country. The terrorist group is responsible for the death of over 20,000 persons, and the displacement of about two million more.

The emergence of another terrorist group could further task the resources of the Armed Forces of Nigeria that already appears fatigued by the insurgency in the northeast.

Has President Muhammadu Buhari died and been replaced by an impostor?

A NUMBER of high-profile public figures in Nigeria, including a former government minister, have claimed President Muhammadu Buhari is dead and is being imitated by a man called “Jubril” “from Sudan”.

CrosscheckNigeria, a collaboration of newsrooms in Nigeria which includes The ICIR  has investigated this claim and found no evidence to support it. The earliest mention of the claim of an imposter was in a Twitter post by user @sam_ezeh on September 3rd, 2017. A video outlining the claim has since been shared more than 5,000 times on Facebook and Twitter. In it, Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB), tells his followers that Buhari had died.“The man you are looking at on the television is not Buhari… His name is Jubril, he’s from Sudan. After extensive surgery they brought him back,” he says. Kanu has separately referred to the supposed lookalike as “Jubril Al-Sudani”. Others have called him “Jibrin”.Neither Kanu nor the others making the claim have provided any credible evidence.

The rumour has been fueled by the real-life death of a Nigerian diplomat in the Sudanese capital, Khartoum in May 2018.

There have been allegations that the diplomat was deliberately killed due to his involvement in the supposed cover-up about Buhari.

Reno Omokri, a former aide to President Goodluck Jonathan and Femi Fani Kayode, a former government special advisor and minister under president Olusegun Obasanjo, have both repeated the claims.

Several videos repeating the claims have been viewed on Facebook, Twitter and YouTube more than 500,000 times.

Ajayi Boroffice, a professor of genetics, has also dismissed the possibility of cloning a 75-year–old man such as Buhari.

According to him, it is “ridiculous for anybody to think Mr.President has been cloned and that the person who is the President of the Federal Republic of Nigeria is a clone from Sudan.”

 

Shehu of Borno says Boko Haram still on rampage – despite Nigerian Army’s denial

“NOBODY dare move out of Maiduguri by 10 kilometres without being confronted, attacked by Boko Haram,” says the Shehu of Borno, Abubakar Elkanemi.

The traditional ruler said this when President Muhammadu Buhari paid him a courtesy visit in his palace on Thursday.

While commending the President for his commitment to ending the Boko Haram crisis, the Shehu of Borno stated that the threat of Boko Haram is still very potent as farmers are being attacked and killed on a daily basis in the villages and communities surrounding Maiduguri, the Borno State capital.

“Quite a number of farmers are being killed and kidnapped on a daily basis around Molai General Area, which is just 10 kilometres away from the metropolis, along Maiduguri – Damboa – Biu road.

“Most of the surrounding villages and communities in Konduga, Damboa, Mafa and other local government areas have been razed down in the last two weeks.

“We plead that the federal government and the security agencies review the strategies in nipping this lingering crisis in the bud.”

The monarch’s comments appear a direct contradiction to the claims by the army authorities that Boko Haram has been decimated and technically defeated and only operate from border towns between Nigeria and neighbouring Cameroon, Chad, and Niger Republic.

During an elaborate powerpoint presentation at the 2018 annual Chief of Army Staff conference on Wednesday, the Chief of Army Training and Operations, L.O. Adeosun, a Major General, said “the Armed Forces of Nigeria, led by the Army has done a yeoman’s job in compliance with the presidential directive to degrade and defeat Boko Haram.

“At the end of one of the so many operations that were conducted within the year, which was ‘Operation Rescue Finale’, in December 2016, Boko Haram was only occupying forest terrains inside Alagarno and Sambisa, as well as the marshy terrains of the Lake Chad Basin,” Adeosun said.

Presently, Adeosun said the army is with the insurgents’ locations “within the thin lines of our borders with our contiguous countries”.

He said the recent resurgence in the attacks by Boko Haram is because of their ability “to cross to the other side (of the border), regroup, rearm, and take support from their international allies. This is what has been given us the current problem”.

Similarly, in a statement issued by its spokesperson, Sani Usman, the army leadership said the insurgents have changed tactics and are now using drones, as well as engaging foreign mercenaries made up of members of the Islamic State in West Africa (ISWA) in their attacks.

A meeting of the Heads of Government of the Lake Chad Basin Commission was convened by President Buhari on Thursday, to brainstorm on new ways to tackle the new challenges posed by the upsurge in terrorist attacks in the region. The one-day meeting was held in Ndjamena, Chad.

Offa robbery suspects plead not guilty, trial to commence January 2019

FIVE suspected armed robbers that allegedly took part in the Offa bank robbery incident in April this year were arraigned before the Kwara State High Court, Ilorin, on Friday, and they pleaded not guilty to the charges against them.

The suspects, namely: Ayoade Akinibosun, Ademola Abraham, Ibikunle Ogunleye, Niyi Ogundiran, and Salahu Azeez, were charged with five counts of conspiracy, robbery, illegal possession of firearms and culpable homicide.

They earlier had been arraigned on November 21, but they could not take their pleas as the prosecution team, led by the Kwara Attorney-General, Kamaldeen Ajibade, asked for an adjournment to enable an amendment in the charges as a result of the death of the principal suspect, Michael Adikwu, in police custody.

At the court on Friday, the counsel to the suspects, Mathias Abaribe, asked that trial Judge, Halimah Salma, to give him one week to meet with his clients and prepare for their defence, but the prosecutor raised objections to the request.

Justice Salma, subsequently adjourned the case till January 7, 2019, for the commencement of a definite trial.

Over 30 persons were killed in the Offa robbery incident which saw five commercial banks broken into in broad daylight by daredevil armed robbers, led by Adikwu, a former Special Anti-Robbery Squad operative of the Nigerian Police Force.

According to the police, Adikwu was responsible for the killing of 22 of the victims. He suddenly collapsed and died during interrogation, police spokesman, Jimoh Moshood said.

During their arraignment, the suspects said they were funded and armed by the Senate President, Bukola Saraki, and the Governor of Kwara State, Abdulfatah Ahmed, for whom they work as political thugs.

They, however, said the leaders did not send them on the robbery operation, neither were they aware of it.

Both Saraki and Ahmed have denied the allegations.

The police said they had arrested 22 suspects in connection with the Offa robbery incident, adding that the investigation had been concluded, and are ready for prosecution.

Nigeria’s problem is not implementation, but planning — says Joe Abah at NDDF 2018

THE greater problem underlying Nigeria’s economic and infrastructural challenges is not the non-implementation of policies but the absence of quality, implementable plans, Joe Abah has submitted at the just-concluded Niger Delta Development Forum.

The forum, organised by the Foundation for Partnership Initiatives in the Niger Delta (PIND), was held on Tuesday and Thursday in two states: Edo and Rivers.

Abah, who is the Country Director of the Development Alternatives Inc. and former Director-General of the Bureau of Public Service Reforms, made this remark while delivering a goodwill message. He described the event as very important, commending PIND for the “laudable initiative”.

He also said Nigerians often underplay the role of good plans in enhancing economic development, believing that the absence of political will to drive implementation is the biggest hindrance. He enlightened stakeholders at the forum on various types of plans which are common in Nigeria but are not the best.

“The first is the one I call for donors by donors,” he said. “Those plans are actually written by donors for the purposes of donor support. They have no support from the government, no link to the budget, no link to capacity, nothing. It is just written for donors, and quite often the donors will pay to have it written for them.

“The second is what I call the advocacy plan. The advocacy plan says this is how it should be. For instance, every kid must not be in a class bigger than 20 children to one teacher, all our roads must be paved, our environment must be clean, we should spend 15 per cent of our budget on education, we should declare an emergency on education, spend x on health and so on.

“Nobody talks about how exactly it is going to happen. And when you start to ask where the money is going to come from to do security, to build roads, to buy drugs, they will say go and ask those other people to also fight their own, as if the budget or the resources are elastic.”

“The third type of plan is the one I call the ‘God forbid plan’; and that is when people say, ‘Ah! God will not let it happen’, when you ask what will happen if this doesn’t take place,” Abah added, as the audience giggled.

“That is the kind of plans we tend to write,” he continued. “There is no plan B; there is no contingency plan; and therefore you find that when we write these kinds of plans and see the resources are insufficient, instead of building a smaller house, we build a house that doesn’t have a roof.”

He said the fourth type of plan is the beautiful plan, which in theory is supposed to transform a state into Dubai or Singapore overnight, regardless of the availability of resources. Government officials write this kind of plan, he explained, because people are generally delighted to see them.

“This is actually the kind of plan that made people say our problem is not planning because we have written how we want to be Dubai by tomorrow,” he noted.

“And then the fifth one is what I call the fire brigade plan. We do it every four years when we go for Olympics. That’s when we forget our athletes at the airport when we’ve had at least four years to know that the event will happen.”

He advised that plans developed by state governments should have mechanisms to ensure their own implementation, should ensure that resources planned are likely to be available and should prepare for all possible risks, so that implementation does not become a problem.

“That’s why this forum is so important that we can actually brainstorm and partner with relevant state governments here on how to do better plans, ensure that those plans are state-led, and that they have the potential to actually be delivered and to make a difference in people’s lives,” he concluded.

The forum also featured a development planning competition which involved seven states in the Niger Delta, as well as a plenary session on harmonising strategies for impact.

The Niger Delta Development Forum is an annual event organised by PIND and supported by other organisations such as Market Development in the Niger Delta (MADE), the European Union, Department for International Development (DFID), Faculty for Oil Sector Transformation (FOSTER), and Development Alternatives Inc. (DAI).

Jibrin, other Kano federal lawmakers, pass vote of confidence on Ganduje

SIXTEEN of the Kano State members of National Assembly have passed a vote of confidence on Governor Umar Ganduje, in spite of the $5 million bribery allegation against him.

The lawmakers gave the endorsement on Thursday during a press briefing at the National Assembly. Among them was Abdulmumin Jibrin, the former Chairman of the House of Representatives Committee on Appropriation, who had publicly accused the Speaker of the House, Yakubu Dogara of corruption.

Jibrin had taken his allegations against Dogara and four other principal officers of the House to all the anti-corruption agancies in the country, as well as to the presidency, insisting that Dogara was corrupt and must be probed for allegedly padding the 2016 budget with illegal projects running into several billions of naira.

But on Thursday, Jibrin and his colleagues from Kano State gave Ganduje a clean bill of health despite videos of the governor allegedly receiving bribes being all over the internet.

The Kano legislators said “no amount of blackmail and subterfuge can obliterate the excellent work that Ganduje has done and is still doing in Kano State”.

They were ostensibly referring to the videos published by an online newspaper, Daily Nigerian, which showed Ganduje collecting bundles of dollars alleged to be bribes from someone who was described as a contractor working for the state.

The newspaper alleged that Ganduje collects between 15 and 25 percent kickback from any contractor that carries out any project for the state government.

The Kano State Assembly had set up a committee to investigate the allegations, but Ganduje went to court and obtained an order restricting the committee from going ahead with the probe. The court also prohibited Daily Nigerian from further publishing any other Ganduje bribery video.

On Thursday, the state’s federal lawmakers, led by Kabir Gaya, Senator representing Kano South, reiterated their support for the governor, and their commitment to ensuring that he would be re-elected in 2019 in order for him to continue his good works in the state.

“As major stakeholders in Kano State, we hereby state unequivocally that His Excellency, Dr. Abdullahi Umar Ganduje has performed creditably well in the saddle of captainship of the State and has therefore earned our unalloyed support and vote of confidence,” they said.

“Dr. Ganduje who came into office when a lot of factors seemed terribly against the tide of permeance for any State Chief Executive, especially the factor of economic downturn typified by the huge slide in the size of Federal Allocations accruable to the states, shocked many with his outstanding achievements in the various sectors ranging from infrastructural development to human capital development among others.

“We make bold to say that the leadership of His Excellency, Dr. Ganduje has brought unprecedented socio-economic development to Kano State such as never experienced.”

Present at the press briefing were five Kano federal lawmakers, but the statement they issued was signed by 16 persons; two senators and 14 House of Reps members.

They are: Abdulmumin Jibrin, Munir Danagundi, Aminu Suleiman, Nassiru Ahmed, Tijjani Jobe, Alhassan Doguwa, Abdullahi Gaya, Badamasi Ayuba and Bashir Baballe, Mustapha Dawaki, Sulaiman Aliyu Romo, Muhammad Wudil, Muktar Chiromawa and Sani Bala.

The lawmakers refused to answer questions on the bribery allegation against Ganduje, saying the matter was already in court and commenting on it would be sujudice. They however reiterated that they would deliver over 5 million votes for Buhari come 2019.
