Maiduguri Hospital Gets N30 million Boost To Treat Displaced Persons

The Nigerian government has given a grant of N30 million to the University of Maiduguri Teaching Hospital, UMTH, to enhance its capacity to response on time to medical cases of victims of Boko Haram attacks in Borno State.

This was disclosed on Thursday by the North east zone coordinator of the National Emergency Management Agency, NEMA, Mohammed Kanar.

“NEMA has given N30 million to the Teaching hospital as support to enable them timely respond to the needs of health cases referred to them. Similar support will be provided to other major hospitals in due course,” he stated.

He said further that the government planned to extend similar gesture to other major hospitals in Maiduguri, the Borno State capital, which are saddled with treating victims of terrorist attacks.

Speaking at a meeting with stakeholders in emergency management in Maiduguri, Kanar also disclosed that NEMA was supporting the Borno state government “to pay the medical bills of referral medical cases of vulnerable IDPs from camps and victims of bomb blasts.”

He said that the agency had been coordinating activities at IDP camps in the state with the help of the Borno State Emergency Management Agency, SEMA, and other humanitarian organisations and that their roles included supervision of daily food cooking, supervision of shelter, psychological and medical support to IDPs, among others.

Although he agreed that there were enormous challenges confronted in running the camps, the NEMA boss urged all stakeholders to work together, adding that with unity of purpose and resolve, the difficulties can be surmounted.

“We need the understanding of all and not condemnation for it is a huge challenge to be saddled with the responsibility of taking care of 1.5 million IDPs,” he admonished.

Military Maintains Essential Checkpoints, NSA Says

The National Security Adviser, NSA, Sambo Dasuki, has dismissed speculation that the military was ordered by President Muhammadu Buhari to dismantle all roadblocks nationwide, saying some roadblocks will be maintained in places where they are needed.

Dasuki, who spoke after a meeting with security chiefs, appealed to Nigerians to endure the “necessary inconvenience” caused by the checkpoints.

“We will continue to ensure that the necessary or essential security checkpoints are not avenues for extortion, indiscipline and other forms of corrupt practices that can exacerbate traffic flow and cause road accidents,” Dasuki said.

The NSA said checkpoints help prevent easy passage by criminals, citing the recent arrest of the mastermind of the Jos and Zaria bomb blast as proof.

However, he assured that government is deploying technology for easy detection of objects in order to ease the problem of holdups on the roads.

“With effective use of technology which minimises physical contacts between security personnel and citizens, the time spent at designated security checkpoints will ultimately be reduced,” Dasuki said, adding that measures are being put in place to checkmate proliferation of checkpoints by unauthorised bodies.

 

Court Grants Ex Gov Ohakim Bail

A federal high court in Abuja on Thursday granted former Governor of Imo State, Ikedi Ohakim, bail.

The ex-governor, who is being prosecuted by the Economic and Financial Crimes Commission, EFCC, for a N270m fraud allegedly perpetrated in 2008, was granted a bail in the sum of N270m.

He was however ordered to produce a surety resident in Abuja to guarantee the bail.

Presiding judge, Adeniyi Ademola, in his ruling also ordered the EFCC ‎to release Ohakim’s passport and other travel documents seized from him and submit them to deputy chief registrar of the court.

The judge had on Wednesday ordered the accused person to remain in EFCC custody pending the hearing of his bail application on Thursday.

It would be recalled that the EFCC had arraigned Ohakim on three counts of fraud.

He was also charged with fraudulently making cash payment of 270m allegedly for a property in Asokoro, Abuja.
Ohakim was also accused of conniving with Tweenex Consociates H.D. Ltd. ‎to conceal the ownership of the property by drafting an agreement which portrayed him as a tenant on the property.

The accused, who ruled Imo State between May 2007 and May 2001 is also charged of failing to declare the said property as his when he was initially arrested by the agency in 2008.

The offenses were allegedly committed in 2008 in violation of section 15(1)(d) and section 14(1)(b) of the Money Laundering (Prohibition) Act, 2004, respectively.

Ex Gov Lamido, Sons Remanded In Prison Till September

A federal court on Thursday ordered the former Jigawa State governor, Sule Lamido, and his two sons, Aminu and Mustapha to be remanded in prison custody in Kano till September 28.

The three are currently standing trial on a 28 count charge of breach of trust and fraud.

They are accused among other charges of receiving N1.35 billion as bribe from a government contractor.

The money was allegedly paid into accounts owned by the governor and his sons.

They were initially due for arraignment on Wednesday, but the case was adjourned till Thursday.

Presiding judge Evelyn Anyadike ordered that the four accused persons be remanded in a Kano Prison Custody as soon as the EFCC indicated that it did not have the required facilities to accommodate them.

This was after the defence counsel, Effiong Effiong, had requested that his clients be allowed to stay in the anti-graft agency’s custody pending their arraignment in September.

Effiong had argued that allowing the clients to stay in any facility other than that of the EFCC was a breach of their fundamental human rights.

Mastermind Of Jos, Zaria Attacks Arrested

The Nigerian Army has said that it has arrested the man behind the gun and bomb attacks in Jos and Zaria, which killed more than 70 people, with scores injured.

In a statement by army spokesperson, Sani Kukasheka, a colonel, the suspect was arrested with two of his accomplices at a checkpoint in Gombe state as they tried to escape in a lorry.

“Security cordon was established in the general areas especially along Bauchi, Gombe and the North Eastern part of the country by troops of 3 Division and Special Task Force, as well as the Department of State Services,” Kukasheka said. “This culminated in the successful arrest of the mastermind of the heinous terrorist acts and two of his accomplices at a checkpoint in Dadin Kowa, Gombe State. The terrorist kingpin and his colleagues who disguised in a trailer while trying to evade checks were fished out by troops of Nigerian Army.”

The spokesperson said the suspects are being processed before they will be made to “face the full wrath of the law,” and advised the public to be more vigilant and report suspicious persons, activities or objects to security operatives.

No further details were provided about the suspects links to the two bombing incidents in PLateau and Kaduna states.

Suspected Boko Haram members carried out a double attack on Jos, Plateau state capital, when worshipers at Ýan Taya mosque, Dillimi Street, off Bauchi Road, and customers at Shagalinku Restaurant, along Bauchi Road, were attacked with bomb and guns.

The next day, Monday, a bomb explosion at Zabon Gari local government secretariat in Zaria killed 26 people, including a two-year child, with more than 30 others injured.

 

Security Experts Seek Prohibition of Street Trading

The Centre for Crisis Communications, CCC, has called for an immediate ban on street trading across the country.

It said this would drastically reduce the spate of bombings that have ravaged parts of the country in recent weeks.

The non-governmental organization floated by the Forum of Spokespersons of Security and Response Agencies, FOSSRA, also advocated for the prohibition of the sale of fuel by black marketers across the country.

Executive Secretary of CCC, Yusuf Anas, a retired air commodore, who briefed the media at a press conference organized by I-Nigerian Initiative in Abuja said other precautionary measures around sensitive locations should be put in place by the security operatives to nip the issue of rising terrorism in the bud.

“Extra security measures in gas stations, schools, malls, recreation areas, hotels, markets and motor parks across the nation as well as increase inter-agency collaboration should be put in place,” he said.

He noted with sadness, the current upsurge of suicide bombing on soft targets by the hard-hit Boko Haram terrorists, which he explained was a desperate response by the terrorists to address the unrelenting bombardments of Nigerian troops in recent times.

He also said that the fight against terror was a collective one with every Nigerian having a role to play.

“The Centre believes that with these and other measures being put in place, we can together stamp out terrorism and the agents of darkness from further inflicting pains and sorrows on us,” Anas said.

He said measures currently being used by the police in Abuja such as, fortifying security around worship centers and banning of street hawking and begging was a step in the right direction.

He however, urged Nigerians to be security conscious by being conscious of their immediate surroundings, staying up to date with the current happenings in the environment, community, town, state and country.

“Do not turn deaf ears just because you feel it is happening only in some parts of the country. Being informed is about acquiring relevant information about security issues that are likely to affect you, your loved ones and your property,” he admonished.

He added that vigilance by the public and their willingness to share information with the relevant agencies would drastically reduce the scourge of terrorism.

In addition, the CCC boss advised members of the public to be proactive since prevention is the best form of security.

He also used the occasion to say what the center was doing to help Nigerian better understand the security challenge.

He said CCC was envisioned to evolve a more coordinated, harmonized, transparent and timely crisis information management for stakeholders and the public via the media and also adopts a collaborative mechanism with all stakeholders especially the media.

He said the center would similarly be involved in conducting research on the evolution of some crises that have occurred and/or likely to occur with a view to providing strategic proactive measures to curtail them.

Honda Commences Production Of Sedans In Nigeria

The Honda Motor Company has commenced the assembling of its popular Sedan model of cars in Nigeria.

According to a statement by the company’s chief executive, Takahiro Hachigo, the firm has begun the building of cars in Nigeria by retooling part of its factory that previously made motorcycles.

It was Hachigo’s first public statement since his appointment in June.

The Honda CEO said that a target of 1,000 Accord sedans annually has been set by the company for production in its plant

According to the News Agency of Nigeria, NAN, Hachigo promised to step up the level of production of cars if the local market in Nigeria grows.

The plant in Nigeria is also expected to serve as a supply unit for other African countries.

Drama, As Authorities Battle Illicit Fuel Trade In Abuja

For the past two days, the police, working with men of the Nigeria Security and Civil Defence Corps, NSCDC, and the Abuja Environmental Protection Board, AEPB, on the one hand and illegal marketers of petroleum products have been engaged in a game of cat and mouse as the authorities make determined efforts to rid the streets of black market fuel sale

For a city currently battling with inadequate supply of the products, the move by the authorities has also thrown up its own fair share of outcry among the consumers, many of who rely on the supply by the illegal channels.

The Federal Capital Territory, FCT, Police command last week announced a clamp down on petroleum products black market operators and set up a task force to deal with them.

Our reporter went round the some parts of the city to assess the success of the clamp down and the reaction of motorists who are forced to resort to the black market because of unbearably long queues at fuel stations.

It was discovered that while the illegal fuel traders, made up of mostly unemployed youths, have left the major roads, their trade continues, virtually unhindered, on the side road not far from major fuel stations.

In traditional hotspots of the black marketers such as the Dikko Road, near the Force Headquarters, Area 11, the NNPC Mega filling state in Wuse Zone 1 and the Area 1 section of the city, the activities of the marketers are experiencing a noticeable downswing as they are virtually absent from their usual spots on major roads.

But on a closer look, the reporter observed that they had only moved their illicit trade off the major roads to adjourning side streets to continue their business away from the prying eyes of the security operatives.

Along the Dikko Road, about two vans with officials of the AEPB and the police could be seen casually surveying their quarry from a distance.

The black marketers were also seen holding forth in their new terrain. A few bold ones with hoses clutched in their hands approach the major road in order to persuade impatient motorists to patronize them instead of waiting in the queues in front of the Total Filling station in area 11.

A few motorists, after waiting endlessly on the queue, are finally persuaded to follow the young men into the side street where the deal on the purchase of black market fuel is quickly reached.

One of the marketers, a harried young man, who spoke with the reporter briefly, said they get their supplies from fuel attendants at nearby filling stations and resell in order to make a living.

“We dey buy one gallon, that is 10 litres, for N1300. We dey sell for N2000. We no dey gain too much. At times we dey pay more than that to get am,” he spoke briefly with the reporter before dashing after a motorist driving a posh car who was vigorously beckoning to him.

At the massive NNPC Mega filling station along Olusegun Obasanjo Way in Wuse Zone 1, which is another regular beehive of illegal fuel merchants, the marketers seem to have been driven completely off their turf.

One or two young men could however be seen clutching hoses which show that gallons of fuel may be around the corner available for sale for prospective customers.

But here, at least some sanity had returned to the filling station and adjourning roads which used to be blocked due to the activities of touts, hustlers, black marketers and police men who all jostled to make a quick dough form the scarcity of fuel.

Also, parts of Wuse 2 where the youths were regularly seen carrying out their illicit trade did not witness their usual large presence.

Fuel scarcity

Ironically, large queues could be seen in front of most of the filling stations showing that the siege on the city is far from over.

A motorist, Ogala Linus, said the raid on black marketers would further heighten the plight of motorists who are presently suffering as a result of shortfall in fuel availability.

“These young men appear to be our only solution for now. I spent six hours trying to get fuel at a NNPC station yesterday. How long will I continue to do that? At least with a little more cash, you can always get your supply from the black marketers,’ he said irritably.

Another motorist, who did not give his name, said he cannot afford to queue endlessly at filling stations going by the intense nature of his work. He prefers instead to patronize black market operators.

“At least, you save time by doing that. But if you chase them off the roads, how do people like me survive?” he queried.

A civil servant, Okorie Martins, said that the marketers have devised new ways to evade arrests. He shares his experience:

‘If you go to Maitama as am speaking with you, behind the Raw Materials Research and Development Council building just along WAEC, you will find a sewage line where the black marketers now gather. You will not see them when you pass. You will only see long lines of empty gallons.”

“They are nearby waiting for customers. They send out their members to source for customers and bring these back to the sewage line to pick up the products. This is how bad the situation has degenerated,” he said.

A taxi driver who plies the Wuse 2 axis also informed the reporter of a new means through which the illegal marketers in conjunction with fuel attendants get their supplies.

He said most of them make use of Golf cars fitted with extra tanks to get their products from filling station attendants after bribing them.

He said the presence of such tanks is an open secret in most filling stations today.

“Many of the filling station attendants have an agreement with these merchants and once they enter to buy, the attendants know where the opening to the second tank is so after they dispense into the normal one, they then dispense into the other one. They get paid for their efforts,” he said.

It would be recalled that a few weeks ago, two cars with fitted equipment used to transport fuel sold via the black market were seized by the special task force set up by the FCT Police command to rid Abuja of the merchants.

Anjuguri Manzah, the FCT command police spokesperson in an interaction with our reporter said the suspects would soon be charged to court. He also said that the command was also on its toes in an effort to rid the city of the black market operators.

“It is an ongoing process. Our aim is to drive them off the streets as they are there illegally. We are winning the war, I can tell you. We will soon get rid of these merchants and make our streets decent once more. Those that have been arrested will of course be prosecuted to serve as a deterrent to others,” he said.

He also added that the task force would be in place until its efforts have yielded success.

“The work of the task force would not be deemed complete until they have yielded maximum success,” he noted.

Edo Community Protests Prolonged Blackout

Residents of Iwogban community in Ikpoba-Okha local government area of Edo State on Tuesday staged a mass protest over a power blackout that has affected the community for over five months.

The protesters, who converged peacefully at the head office of the Benin Electricity Distribution Company, BEDC, carried placards of different inscriptions expressing their anger.

The protesters were mainly artisans and owners of small scale businesses who depend on electricity for the survival of their businesses.

They claimed the power outage had negatively affected their businesses while it lasted and demanded for the immediate restoration of power to the community.

Spokesperson for the group, Joy Imuetiyan, explained that residents of the community made a collective donation of N150, 000 to the electricity company to fix the transformer servicing the area after officials of the company blamed a faulty transformer for the epileptic power supply to the area.

She said despite this, they did not get their monies’ worth.

“After paying the N150, 000 sometime last year, they took the transformer away and brought it back after a week, with an assurance that all was now well with the facility. We were however taken aback when the transformer exploded weeks after the company supposedly fixed it,” she said.

She said all diplomatic channels used to resolve the challenge had failed hence their resolve to protest at the company’s premises.

It was gathered that the BEDC claimed that power would only be restored when some electricity consumers in the neighborhood paid off their debts.

An official of the power company later addressed the protesters, promising that their grievances would be addressed.

Attempts to reach the spokesman for the company, Curtis Nwandei, for comments were unsuccessful as he was said to be outside the state on official assignment.

Police To Commence Nationwide Stop And Search Operation

The Inspector General of Police, IGP, Solomon Arase, has directed the immediate commencement of a stop and search operation across the country as a result of security intelligence.

In a statement made available by Abayomi Shogunle, police spokesperson, the exercise, which will pay particular attention on major cities and towns, is only temporary.

“Citizens are enjoined to bear with the Nigeria Police Force during this security operation which is a temporary measure put in place to address the intelligence received,” Shogunle said.

The police said this is not a return of roadblocks and asked people to report unprofessional conduct by policemen at www.stopthebribes.net or the nearest police station.

“The general public is advised to cooperate with Police operatives by providing answers to questions that may be asked as well as allowing their vehicles to be searched,” the statement added.
