Court remands cattle seller over dud cheque

Abraham Inyamhe, a cattle seller, has been remanded in prison custody by an Asaba Magistrate Court for allegedly issuing a dud cheque of N900,000 to one John Osuyali.

The 52-year-old Inyamhe, is facing a two-count charge of fraud and issuance of dud cheque.

Prosecution, led in evidence by Mrs. Ndidi Ahamefula, told the court that Inyamhe on July 1, the accused at the GRA Police Station, Asaba, issued a dishonoured Keystone Bank cheque of N900,000 with number 29671306 to Osuyali.

Ahamefula further told the court that the accused had obtained N1.9 million from Osuyali under false pretence, adding that he (Inyamhe) refused to pay back the money after efforts by the complainant to collect his money.

According to the Prosecutor, the offence of obtaining under false pretence contravened the Criminal Code Laws of the Federation of Nigeria, 2004 while the second offence contravened the Dishonoured Cheque Offences Act Laws of Delta, 2006.

Presiding Chief Magistrate, Mr. Steve Okebu, who said the Court lacked jurisdiction over the case, refused to take the plea of the accused.

He who however ordered that the accused be remanded in prison custody, and thereafter adjourned the case to October 31 for mention.

Plateau Assembly Deputy Speaker Impeached

The Deputy Speaker of Plateau House of Assembly, Johnbull Shekarau, was impeached on Wednesday for dereliction of duty.

Shekarau was impeached few minutes after presiding over the selection of a new Speaker, following the resignation of the former Speaker, John Dabwan “in the interest of peace”.

He described the resignation of Dabwan as sad and touching, and called for the nomination of a new Speaker.

He later announced Titus Alarms representing Bokkos Constituency as the new Speaker following his nomination as the unopposed candidate.

Shekarau handed over to Alarms, who few minutes after was faced with the duty of presiding over the impeachment of his deputy.

The motion for his removal was moved by Abbas Wokdung, the member representing Dengi Constituency.

Wokdung drew the attention of the house to a petition signed by 16-members demanding the removal of the Deputy Speaker.

The Speaker after consulting with the Clerk, said that the petition met with the requirements of the law and consequently announced the impeachment of Shekarau.

Joyce Ramnap, representing Pankshin South, defeated two other nominees to emerge as the new Deputy Speaker.

NANS Threatens Legal Action Against ASUU Over Strike

The National Association of Nigerian Students, NANS, on Wednesday said it is considering  legal action against the striking Academic Staff Union of Universities, ASUU, if it failed to call off it’s strike soon and is therefore embarking on a nationwide sensitisation tour to garner enough support from the states.

President of NANS, Yinka Gbadebo, told a news conference jointly addressed by the association and the National Youth Council of Nigeria, NYCN in Abuja that the association would also consider staging a demonstration.

“We have considered options; we have considered the option of taking them to court; we have considered the option of leading a protest against ASUU. But…we know that if we take ASUU to the court now or if we lead a protest against ASUU now, it may be suicidal because the public has not been well informed about all this, that is why we are planning to embark on a sensitisation tour of Nigeria, to inform our students who will distribute these document across Nigeria in the next one week,” he said.

Gbadebo said the protracted ASUU strike had become a thing of concern to Nigerian students and there was an urgent need to look into the contending issues between the federal government and the union.

According to him, NANS members have met with the federal government and the document containing the demands and agreements reached with ASUU made available to them.

He, however, said efforts by NANS to meet with the leadership of ASUU to verify the authenticity or otherwise of the document had proved abortive as the union had declined to meet with the students’ body.

The NANS president alleged that the document obtained from the government indicated that ASUU’s primary demands were in its own interest and not that of Nigerian students as most of the demands that concerned students had already been met by government.

He said the Nigerian public should make efforts to get facts and not to judge based on sentiments being whipped by ASUU and which had continued to jeopardise the future of Nigeria.

Gbadebo commended President Goodluck Jonathan for his efforts at resolving the crisis and urged students to be on the alert and to monitor how funds allocated to their various institutions would be applied by the university authorities.

Also speaking, the President of NYCN, Olawale Ajani, said that Nigerian youth were taking their destinies in their hands by joining NANS in the struggle to ensure that the education system did not collapse.

He said the federal government should do all in its powers to ensure that students were not left to idle about

GIABA Chief Advocates Better Funding For EFCC

The Director-General, Inter-Governmental Action Against Money Laundering in West Africa, GIABA, Abdullahi Y. Shehu, said the Economic and Financial crimes Commission, EFCC, should be completely independent to enable it perform optimally.

Shehu made the statement in Abuja at the on-going 6th INTERPOL Global programme on anti- corruption, financial crimes and asset recovery holding at the EFCC academy.

Speaking to the topic “Recovering the Proceeds of Crime: key legal and practical issues and challenges,” the DG said: “I am advocating for providing part of the recovered funds for the EFCC and other law enforcement agencies, this is the practice in America and other parts of the world where serious attention is paid to the success of the law enforcement agencies.

According to the him, commonwealth countries, including Nigeria should not be so regimented, stressing that law enforcement agencies should be able to benefit directly from recoveries as the era of going to the National Assembly or the presidency begging for funds should be a thing of the past.

“Imagine the EFCC benefiting from the billions of naira recovered from Cecilia Ibru, former Managing Director of Oceanic Bank that would have gone a long way to reasonably ameliorate part of its financial challenges,” he opined.

He also advocated for complete independence of the operations of the EFCC and other law enforcement agencies, noting that one of the major problems in fighting corruption and economic crimes is undue interference of the political class.

Earlier, the deputy director, Central Bureau of Investigation, India, Yagnic Venkata Krishna Arige, in his paper titled “Forensic Audit and trail of Fraud- The Approach of Investigators”, said that INTERPOL member countries need a comprehensive and multi-disciplinary approach to combat corruption and all forms of economic and financial crimes.

He said that forensic audit becomes a major factor and an attraction to investigators in the face of escalating corporate fraud.

Arige added that member countries should work on the necessary legislation and all that is required to ensure that directors of all registered companies are coded through a Director Identification Number, DIN, through which an investigator can track and trail proceed of  crimes

The week long conference is to end on Friday, October 11.

Plateau, Northern Governors, Others Mourn Solomon Lar

Governor Jonah Jang of Plateau State has announced the passing on of Solomon Lar, first civilian governor of old Plateau State.

Lar died in an American hospital early Wednesday after a protracted illness at age 90.

Jang described the late politician as not only an illustrious son of Plateau and Nigeria but the African continent for his immense contribution during the colonial days as well as his role during the military regime as well as helping midwife the political party that ushered in democratic rule in 1999.

The Northern States Governors’ Forum also mourned the death of the late elder statesman, describing his death as a devastating loss to the citizens of the state and the country in a statement signed by Danladi Ndayebo, spokesman to the forum’s chairman, Babangida Aliyu, governor of Niger State.

It described Lar as a nationalist who lived a purposeful life, which was dedicated to the cause of national unity and the welfare of the citizenry and called on the Plateau government to immortalise him so as to serve as an inspiration to the younger generation of Nigerians.

Also, former Vice-President Atiku Abubakar, in a statement issued by his spokesman, Garba Shehu, described the death of Lar as “the loss of one of the country’s greatest statesmen”.

“He was a leader Nigeria needed at each time of crisis,” he said, adding that his demise would be most felt at this time when there was growing disagreement among the country’s political elite.

Lar was a legal practitioner, member of the country’s first national legislature, state governor, the first national chairman of the PDP and an elder statesman.

FG Investigates Killing Of Three Nigerians In Guinea-Bissau

The federal government on Wednesday ordered investigation into the reported killing of three Nigerians and the attack on the Nigerian Embassy in Guinea-Bissau on Tuesday.

The special adviser to President Gooduck Jonathan on media and publicity, Reuben Abati, told State House correspondents in Abuja that the incident was discussed during the Federal Executive Council, FEC, today.

“Indeed, during the FEC meeting today, the minister of State for Foreign Affairs II, who is in-charge of Africa, briefed council about development in Guinea Bissau involving an attack on the Embassy, resulting in the death of at least one Nigerian,” he said.

Abati said the Nigerian Ambassador in Guinea Bissau was directed immediately to take up the matter with the minister of foreign affairs in Guinea Bissau and that the matter is being investigated.

According to the AFP, rumours spread that the missing child had been abducted by the Nigerians. This prompted an angry crowd to gather in the centre of the city to form a mob which security forces were unable to control.

Dismissed Civil Defence Officers Drag Commandant, Minister To Court

The National Industrial Court on Tuesday resumed hearing in a suit filed by 90 officers of the Nigeria Security and Civil Defence Corps, NSCDC, against the agency for wrongful termination of their employment.

The claimants, led by Entonou Oyigocho, joined the commandant-general of NSCDC, the minister and the ministry of Interior, as third and fourth defendants in the suit.

They are praying the court to declare that the withdrawal of their uniforms and appointment letters by the defendants was null and void and of no effect.

The claimants are also seeking for an order directing the defendants to recall them and to release the original copies of their employment letters to them.

They are also seeking for an order of the court directing the defendants to immediately pay them all the arrears of their salaries from July 2008 till date.

When the matter came up earlier in July for hearing in July, the claimants told the court that the defendants had not dismissed them.

Oyigocho, under cross-examination, told the court that the second defendant (CG) ordered the withdrawal of their uniforms and appointment letters in July 2008.

He told the court that the defendants stopped the payment of their salaries since then, adding that their pension contribution was still running.

Oyigocho also said that they were still officers of the defendants because their pension accounts were being credited every month.

The claimants’ counsel, Ajugu Ataguba, informed the court that neither the defendants nor their counsel made an appearance and urged the court to adjourn the matter in the interest of justice.

The president of the court, Justice Babatunde Adejumo, granted the request and adjourned the case to October 28 for further hearing.

ICPC To Arraign Visa Scammer
The Independent Corrupt Practice And Other Related Offences Commission, ICPC, is set to arraign one Mattew Abasi- Ifreke, an alleged Visa scammer before an Abuja Federal High Court for criminal offences.
 
ICPC prosecution counsel, Isaac Jiya, had brought an application in  pursuant to section 185 (b) of the Criminal Procedure Code seeking the order of the court to grant leave to prefer a criminal charge against  the accused person.
 
Justice Maryann Anenih in her brief ruling on the application, said cogent reasons were adduced by the prosecution and thereby granted the order as prayed and consequently fix December 5 for arraignment.
 
Following the granting of the order, the prosecution counsel requested that the accused be docked so as to take his plea.
 
When the first count was read to the accused and he asked whether he was  guilty or not, the accused said that he did not know what to say.

It was at this point that the defence counsel, Emmanuel Orji, raised an objection as to the reading of the charge on ground that leave had just been granted and that they have not been served with the charge.
 
Based on this ground, the court adjourned with the order that the accused person be served with the charge.
 
The anti graft agency had slammed a 12 count criminal charge on the accused person.
 
Abasi-Ifreke was alleged to have impersonated a public officer in an attempt to fraudulently obtain an Indian Visas by dishonestly preparing, signing and addressing a  letter of introduction/visa request dated August 5, 2013 to the Consular General, India High Commission, Abuja pretending to be a head of department with the Federal Ministry of Science and Technology using the name Adejor Banabas Gwams.
 
He was also accused of forging a document of Kogi State Government Board Of Internal Revenue Letter Of Appointment for one Eje Precious to fraudulently obtain a United Kingdom visa.
 
In another count Abasi – Ifereke was accused of forging a Federal Ministry Of Science And Technology staff identity card FMST/110/674/ng in favour of one Boi Bright which was fraudulently used for visa request to the India High Commission.
 
He was also alleged to have been in possession of counterfeit ink stamps of Skye Bank Plc Gwarinpa Branch. Abuja, Access Bank Plc Maitama Branch and Zenith Bank Plc, Abuja with intent to use same for forging bank documents knowing same to be counterfeit and thereby committed an offence contrary to and punishable under section 367 of the Penal Code Act Laws of the FCT Cap 532.
 
Last week, the ICPC arraigned two other suspects Beatrice Molokwu and Jasper Erekosima for allegedly producing false documents to Embassy Of Belgium for a visa.
 
The ICPC prosecutor in that case, Michael Adesola, told the court that Erokosima in June procured a false statement of account number 0034172650 of GT Bank with the intent to deceive the embassy to get visa for one Udoka Cyril.

EFCC Investigates Six Suspected Oil Thieves
The Economic and Financial Crimes Commission EFCC says it has received custody of six suspected oil thieves and a vessel, MV SOA from the Nigerian Navy, Naval Base, Warri, Delta State for further investigation and possible prosecution.According to Navy spokesman, Francis Okoloagu, a lieutenant commander, “the navy ship NNS COBRA, while on patrol July 28, 2013 arrested the suspects on board MT ALLI-RIZA BEY and MV SOA vessels transferring petroleum product suspected to be Automotive Gas Oil to smaller boats offshore Escravos”.He explained that the captain of the ship, MV SOA, had applied to NNS BEECROFT to bunker and its naval clearance by NNS BEECROFT to lift AGO from Calabar to Lagos was valid till August 2013 but MV SOA was found at Escravos which contravenes the Standing Operation Procedures (SOP) and approval granted.

The suspects aboard MV SOA are John Edema, Shina Orisanwo, Bushar Abiodun and Holly Ayenuwa while those arrested aboard MT ALI-RIZA BEY are Victor Olaboyin and Abdulazeez Salahu.

The suspects who were handed over to the commission last Wednesday will be charged to court as soon investigation is completed.

Ngige Promises Free Basic Education In Anambra

The candidate of the All Progressives Congress, APC, in the upcoming governorship election in Anambra State has promised free education to citizens of the state if elected as governor on November 16.

Ngige said this during his flagged-off campaign Monday at the centenary field of the Basilica of the Blessed Holy Trinity, Onitsha in Anambra State which pooled a lot of party stalwarts from across the country.

Prominent figures present at the occasion included APC chieftain, Bola Tinubu, governors Adams Oshiomole, Rochas Okorocha, Kayode Feyemi and former governor of Abia state, Ogbonnaya Onu.

Addressing supporters, Ngige said his government would give free education at primary and secondary levels, as well as free medical services to pregnant women in the state.

Party chieftains who took turns to speak, described Ngige as a trusted hand and as a good product that has already been tried by the people.

Ngige was governor between May 29, 2003 and March 17, 2006 and is currently the senator representing the Anambra Central district, a position he has occupied since April 2011.

Meanwhile, the Obi of Onitsha, Alfred Achebe, the Igwe of Onitsha has expressed dissatisfaction with Ngige and the APC for flagging – off the election campaign in city, despite the celebration of the traditional Ofala festival.

The Ofala festival is a yearly celebration in Onitsha where the monarch of the town is celebrated, and Achebe was to round up the ceremony Tuesday, the day on which the APC chose to flag off its governorship campaign in the ancient commercial city.

While rounding off the festival yesterday, the angry monarch said it was very disrespectful for a political party, in spite of almost one year notice for the Ofala, to fix their rally the same day.

He reminded that anyone who disrespected the land will be hunted by it, and that such a person should not run away when the land begins to take revenge on him.

Earlier the Obi debunked the rumour in some quarters that he resigned as the chairman of Anambra State Traditional Rulers Council on account of differences with the state governor, Peter Obi, reasoning that having been in the position for over five years, it was time for others to serve too.

The governor has also condemned the campaign rally, expressing surprise at the disregard shown to the Obi and the tradition of the land. .
