FG approves N24.2bn for free internet at airports, schools, markets

THE Federal Government has approved free internet services worth N24.2 billion naira at 20 selected airports, 43 universities and six markets across the country.

The Minister of Communications and Digital Economy Isa Pantami, disclosed this after the Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari on Wednesday, March 29.

Pantami said that the airports were selected from the six geo-political zones.

“Certain intervention projects are going to be implemented by the Federal Government of Nigeria through the Nigerian Communications Commission of providing Internet in 20 selected airports in Nigeria and higher institutions of learning and also some markets to support micro small and medium enterprises.

“In each geopolitical zone, you have around three airports. In the South-West, we have Lagos and Ondo. For the South-East, we have Anambra and Enugu.

“For the South-South, we have Port Harcourt and Akwa Ibom. For the North-Central we have Abuja and Ilorin. In the North-West, we have Kano, Sokoto and Kebbi. For the North-East we have Yola, Maiduguri and Gombe.”

The minister said the markets and 43 institutions which include universities and polytechnics were also drawn from the six geopolitical zones, adding that it will ease e-learning in schools and also enhance the transition to a cashless economy.

The ICIR gathered that in October 2022, the FEC approved the first phase of the project, providing unlimited internet in 17 universities and one college of education.

Speaking further, Pantami noted said, “This is the second phase of the project. And in the first memo approved today, we have 20 airports, both domestic and international.

“And in addition, we also have 43 institutions of learning. So in total, 63 institutions are going to benefit and the price for this is N18.95bn.

“The second memo is for the provision of broadband to selected markets. Six markets are going to benefit from this and the price is N5.25 billion.”

Returning Officer says she was offered money to manipulate Abia guber result

THE Independent National Electoral Commission (INEC) Returning Officer for the Abia State Governorship Election, Professor Nnenna Oti, has revealed that she was offered money to manipulate the result of the poll.

She made the revelation on Wednesday, March 29, while being welcomed by the management, staff, and students of the Federal University of Technology Owerri (FUTO), where she serves as Vice Chancellor.

The collation of results for Obingwa Local Government Area (LGA) was briefly suspended by INEC, causing tension amongst the electorate and stakeholders in the state, before Labour Party (LP) candidate Alex Otti was declared winner of the election.

Oti stated that before the final declaration of the result, she was promised a huge sum of money to change the mandate of the voters.

She said she stood on her ideals and principles not to short-change anyone and ensured that the will of the people of Abia prevailed and that their votes counted during the election.

“As an electoral officer, I have never in my life participated in any election, but duty came calling, I made my enquiries from Abuja,” she said.

“If I perish, I perish, they came with their threats, they came with their money, they came with their intimidation.”

She asserted that she has never defrauded anyone and declared that under her leadership, votes must count, and the people’s mandate will be upheld.

The result declared by the returning officer saw Otti score 175,467 votes to win the election, defeating the candidate of the ruling Peoples Democratic Party (PDP) Okey Ahiwe, who got 88,529 votes.

Court remands Ibadan club owner over N31m fraud

AN Ibadan High Court has remanded the owner of Ibadan Club, Adepoju Sunday, for alleged involvement in false pretence and cybercrime.

Adepoju was accused of defrauding Americans of the COVID-19 benefits amounting to about N31 million.

The defendant was arraigned on two separate charges for cybercrime and other related offences by the Ibadan Zonal Command of Economic and Financial Crimes Commission (EFCC).

A statement released on Wednesday, March 29 by the spokesperson of the commission, Wilson Uwujaren, disclosed that the accused was sued for allegedly swindling Americans during the outbreak of COVID 19 pandemic.

The EFCC stressed that the defendant was arrested in August 2022, alongside 21 other suspected internet fraudsters during an intelligence-driven operation carried out by the operatives of its Ibadan Zonal Command.

According to the statement, “The first charge containing eight counts bordering on identity theft, obtaining COVID – 19 and unemployment benefits from the United States of America Government, while the other 19- count charge is premised on transfer of proceeds of crime to one Owoade Emmanuel David.”

The statement added that Adepoju and his syndicate stole and falsefully claimed the identities of American citizens eligible for the tax refund programme.

Counts one and two of the charge read: “That you, Adepoju Olawale Sunday (SSG), Tope Ogunruku (DLA Frd Husband) at large, Owoade Emmanuel David (UK CEO Ace Lounge) at large, Desmond (Stanf line 2 2022) at large and Blessing (Ghost) at large, sometime in 2022 within the jurisdiction of this Honourable Court conspired to commit an illegal act to wit; Identity Theft contrary to Sections 27(1)(b) and 22(2) (b) (ii) of the Cyber Crimes (Prohibition, Prevention Etc.) Act, 2015 and punishable under Section 22(2) (b) of the same Act.

“That you, Adepoju Olawale Sunday (SSG), Tope Ogunruku (DLA Frd Husband) at large, Owoade Emmanuel David (UK CEO Ace Lounge) at large, Desmond (Stanf line 2 2022) at large and Blessing (Ghost) at large, sometime in 2022 within the jurisdiction of this Honourable Court conspired to commit an illegal act to wit; Obtaining COVID – 19 benefits from the United States of America Government by falsely representing that you are one Joel Richard Carlson and thereby committed an offence contrary to Sections 8 and 1(1)(a) of the Advance Fee Fraud and Other Fraud Related Offences Act, 2006 and punishable under Section 1(3) of the same Act.”

Although Adepoju pleaded not guilty, the court ordered that he should be remanded in Agodi prison facility pending the determination of the case.

The court adjourned the case to April 18.

UK, UNICEF launch new live-saving initiative for North-East children

The Foreign, Commonwealth and Development Office (FCDO) of the UK Government and the United Nations Children Fund (UNICEF) have launched a new lifesaving programme for children in Nigeria’s North-East.

UNICEF announced the initiative on Wednesday, March 29, in a statement it mailed to The ICIR.

The humanitarian intervention focuses on providing integrated food, nutrition, sanitation and protection services, UNICEF said.

The Multisectoral Integrated Nutrition Action (MINA) project is being implemented by UNICEF and other partners in 24 Local Government Areas of Borno, and Yobe states till March 2025.

“The intervention aims to enhance dietary practices, home-based malnutrition screening skills, provision of high impact lifesaving nutrition interventions (such as early identification and referral of acute malnutrition cases for treatment), and micronutrient supplementation to prevent infections among children. These interventions are aimed at improving the survival of children affected by conflict.”

UNICEF noted that the initiative would empower over 300,000 mothers and caregivers. 

Quoting the Multiple Indicator Cluster Survey and National Immunization Coverage Survey (MICS-NICS 2021), the agency explained that with approximately one in four children aged 12-23 months not vaccinated, the North-East region has one of the highest numbers of unvaccinated children in Nigeria.

“Data from the Water, Sanitation and Hygiene: National Outcome Routine Mapping (WASH NORM 2021) shows that four per cent of the population in Borno and two per cent in Yobe have access to safely managed drinking water. Up to 1.1 million people across the region still practice open defecation, a risk factor for malnutrition and stunting in children.

“The project leverages a bouquet of essential services and community structures to provide integrated essential services for children, including birth registration and immunisation services, nutrition counselling, cash transfer support, the establishment of vegetable gardens, market-based sanitation and hygiene interventions, mothers’ groups, nutrition mobilisers and WASH Committees.”

UNICEF Representative in Nigeria, Cristian Munduate, said the first 1000 days of a child’s life required much attention and investments which the initiative would provide. 

“It is heartwarming that through the capacity building and empowerment approach of this project, thousands of children will benefit from this intervention in the long term,’’ Munduate noted.

 The ICIR reports that the North-East has faced an over-a-decade security crisis arising from scores of attacks by the Boko Haram insurgents.

The crisis reportedly displaced about a million people, orphaned hundreds of children, and caused high-scale destruction of infrastructures, including schools, hospitals and power sources.

Lagos guber poll: LP gets order to inspect electoral materials

THE Labour Party (LP) candidate in Lagos Gbadebo Rhodes-Vivour has obtained a court order to inspect the Biometric Voter Accreditation System (BVAS) and all electoral materials used in the March 18 governorhip election.

Rhodes-Vivour disclosed this in a tweet on his official Twitter handle on Wednesday, March 29.

“Today we got our order to inspect the BVAS and all electoral materials,” he tweeted.

The Independent National Electoral Commission (INEC) had on Monday, March 20, declared Sanwo-Olu, the winner of the governorship poll.

He polled 762,134 valid votes to defeat his closest rival, Gbadebo Rhodes-Vivour of the Labour Party (LP), who got 312,329 votes.

Rhodes-Vivour has long disagreed with the outcome of the election and promised to challenge it in court.

The ICIR reports that there were pockets of suppression, ethnic discrimination, political thuggery, and physical attacks on voters, electoral staff and security personnel during the election.

The stakes were high in the electoral race to the Lagos State governor’s office at Alausa, Ikeja.

The governorship election held on Saturday, March 18, was keenly contested among Babajide Sanwo-Olu of the All Progressives Congress (APC), Abdul-Azeez Olajide Adediran of the Peoples Democratic Party (PDP) and Gbadebo Rhodes-Vivour of the Labour Party (LP).

DSS alleges plot to install interim govt, undermine democracy

THE Department of State Services (DSS) on Wednesday, March 29, said it has uncovered a plot to install an interim government in the country.

In a statement signed by its spokesperson Peter Afunanya, the Service said the plot is being championed by ‘misguided persons’ with ‘entrenched interests’.

The DSS described the alleged plot as an aberration aimed at undermining the country’s Constitution.

The agency alleged that part of the plot is to sponsor endless violent mass protests in major cities to warrant a declaration of a State of Emergency in the country.

“The Service considers the plot, being pursued by these entrenched interests, as not only an aberration but a mischievous way to set aside the Constitution and undermine civil rule as well as plunge the country into an avoidable crisis.

“The illegality is totally unacceptable in a democracy and to the peace-loving Nigerians.

“This is even more so that the machination is taking place after the peaceful conduct of the elections in most parts of the country. The planners, in their many meetings, have weighed various options, which include, among others, to sponsor endless violent mass protests in major cities to warrant a declaration of State of Emergency.

“Another is to obtain frivolous court injunctions to forestall the inauguration of new executive administrations and legislative houses at the Federal and State levels,” the DSS stated.

The Service pledged its commitment to a peaceful handover to a democratically elected administration on May 29.

All Progressives Congress (APC) candidate Bola Tinubu was declared winner of the February 25 presidential election but the major opposition parties, the Peoples Democratic Party (PDP) and the Labour Party (LP) are challenging the result declared by the Independent National Electoral Commission (INEC).

“The DSS supports the President and Commander-in-Chief in his avowed commitment to a hitch-free handover and will assiduously work in this direction,” the statement noted.

The agency further promised to collaborate with other security and law enforcement agencies to ensure seamless inaugurations come May 29.

Consequently, the DSS warned those allegedly planning to thwart democracy in the country to have a rethink. It warned that it would not hesitate to take decisive and necessary legal steps against people planning to prevent a peaceful handover.

This is the second time within a week that the DSS is raising the alarm over alleged plans to destabilise the country in the wake of the just concluded general elections.

The agency had earlier warned politicians against inciting statements that can lead to anarchy.

In a statement released on Saturday, March 25, by its spokesperson Peter Afunanya, the DSS noted that politicians should adopt an approach that would enhance peace, stability and security in the country.

The DSS warned that it would not tolerate attempts by persons or groups to take laws into their hands and champion anarchy.

The ICIR reported that APC presidential campaign spokesperson, Minister of State for Labour and Employment Festus Keyamo, had accused Labour Party presidential and vice presidential candidates Peter Obi and Datti Baba-Ahmed of making incendiary comments that were capable of causing rebellion and violence.

Keyamo specifically urged security agencies to arrest Obi and Datti.

No headway for Nigeria yet as WHO declares Azerbaijan, Tajikistan malaria-free

TWO European countries, Azerbaijan and Tajikistan, have added to 39 other countries declared malaria-free by the World Health Organization (WHO).

The certification follows a sustained, century-long effort to stamp out the disease by the two countries, the health agency said on Wednesday, March 29.

Azerbaijan has a population of about 10 million people, while there are nearly 10 million in Tajikistan.

The two countries beat Nigeria, which parades over a quarter (27 per cent) of global malaria cases and deaths to becoming free of the disease.

Report shows how Nigeria loses over 200,000 people, including women and children, and more than half a trillion naira to the disease yearly.

There are over 220 million people in Nigeria.

“The people and governments of Azerbaijan and Tajikistan have worked long and hard to eliminate malaria,” WHO Director-General, Dr Tedros Adhanom Ghebreyesus, said while declaring the two countries free of the scourge in a statement on Wednesday.

He added that the countries’ accomplishment further proved that eliminating malaria is possible with the right resources and political commitment. 

WHO noted that certification of malaria elimination is its official recognition of a country’s malaria-free status. 

The certification is granted when a country has shown – with rigorous, credible evidence – that the chain of indigenous malaria transmission by Anopheles mosquitoes has been interrupted nationwide for at least the past three consecutive years. 

A country must also demonstrate the capacity to prevent the re-establishment of transmission. 

According to the WHO, malaria control efforts in Azerbaijan and Tajikistan were strengthened through a range of investments and public health policies that enabled the governments, over time, to eliminate the disease and maintain malaria-free status.

The agency explained that for more than six decades, both governments guaranteed universal primary health care and vigorously supported targeted malaria interventions – including prevention measures such as spraying the inside walls of homes with insecticides, promoting early detection and treatment of all cases, and maintaining the skills and capacities of all health workers engaged in malaria elimination.

“Both Azerbaijan and Tajikistan utilize national electronic malaria surveillance systems that provide nearly real-time detection of cases and allow for rapid investigations to determine if an infection is local or imported. Additional interventions include biological methods of larvae control, such as mosquito-eating fish, and water management measures to reduce malaria vectors.”

With the certification for both countries, the WHO European Region is now two steps closer to becoming the first region in the world to be fully malaria-free, said Dr Hans Henri P. Kluge, WHO Regional Director for Europe.

Azerbaijan detected its last case of locally transmitted Plasmodium vivax (P.vivax) malaria in 2012 and Tajikistan in 2014. 

With Wednesday’s announcement, the WHO said 41 countries and one territory have been certified malaria-free by WHO, including 21 countries in the European Region.

A lesson for Nigeria

WHO argued that since the 1920s, a sizeable portion of Tajikistan’s economy and, to a lesser extent, Azerbaijan’s, has depended on agricultural production, particularly valuable cotton and rice exports.

The agricultural irrigation systems in both countries have historically also posed a malaria risk to workers. Both countries have established systems to protect agricultural workers by providing free access to malaria diagnosis and treatment in the public health care system.

Malaria control staff can immediately test, diagnose and treat infected workers with appropriate antimalarial drugs and monitor and assess environmental, entomological and epidemiological risk factors. 

Additional programme activities include:

  • Regularly assessing the judicious use of insecticides for vector control.
  • Implementing water management systems.
  • Educating the public on malaria prevention.

The ICIR reports that Nigerian farmers who are most susceptible to malaria, and most other citizens, bear the costs of their treatment, while the distribution of long-lasting insecticidal nets, donated mainly by donors, has been marred by sleaze. 

A 2016 report showed how the Global Fund accused the Nigerian government of misappropriating the malaria funds it gave the country and consequently suspended funding for the nation’s malaria programme.

Another 2021 report detailed how gross corruption impeded the country’s success in containing the scourge.

In February, The ICIR reported how Nigeria got additional one billion dollars for tackling malaria, HIV/AIDS and tuberculosis from the Global Fund, despite misappropriating its previous grants from the donor.

One crushed to death amid extortion attempt by Police, LASTMA in Apapa

A ‘MOTOR BOY’ who was assisting a truck driver has been crushed to death at Total Bridge along the Apapa ports access road.

The Administration Secretary, Association of Maritime Truck Owners of Nigeria (AMATO), Mohammed Sani who confirmed the incident to The ICIR said the incident occurred in the early hours of Wednesday, March 29, following an attempt by the operatives of Lagos Police and Lagos State Traffic Management Authority (LASTMA) to collect N500 from a truck driver.

Recall that an earlier investigation by The ICIR had exposed how indiscriminate extortion and touting by hoodlums and corrupt security agents has resulted to deaths of innocent citizens, while also threatening business operations at Lagos ports.

“They were trying to collect money from the driver and the driver did not have money. Instead of them to allow them to go, they started beating the motor boy and the driver. The motor boy while trying to run away ran to the trailer and eventually died,” Bala said.

“We have applied for the release of the corpse for burial. Once they release the corpse now, we will go and bury. The Police officer that’s responsible for the death is in detention right now while the investigation is ongoing.”

He bemoaned incessant indiscriminate extortion by security agencies stationed at the ports corridor to manage traffic congestion.

“We don’t have security and traffic control men along the ports corridors. What we have are just bunch of extortion bandits hiding under the guise of providing security and traffic control,” he said.

When contacted by The ICIR, the Public Relations Officer, Lagos state Police command, Benjamin Hundeyin said the Police has commenced investigation into the incident and alleged involvement of Police officer.

“That’s an allegation that we are investigating. If it turns out to be true, we will update the public accordingly,” he said.

The ICIR gathered that earlier on Wednesday, angry truck drivers trooped out to protest the indiscriminate extortion along the Apapa ports corridor but normalcy returned to the area after a visit by the Lagos State Commissioner of Police to the area.

Reacting to the development via his Twitter account, the Public Relations Officer of Lagos State Police Command, Benjamin Hundeyin disclosed that the Commissioner of Police has ordered full investigation into the incident.

Police to investigate Portable over criminal allegations, ‘unruly’ behaviour

THE Nigeria Police Force (NPF) has condemned Habeeb Okikiola’s (Portable) conduct when some policemen visited his recreational centre on Tuesday, March 28, in Ogun State.

The Police visited the recreational centre to arrest Portable over a series of criminal allegations against him.

The Force Public Relations Officer Olumuyiwa Adejobi, disclosed this in a statement on Wednesday, March 29.

According to him Portable exhibited irrational behaviour and hurled insults at Police officers carrying out their legal duty.

In a viral video, Portable was seen accusing one ‘yahoo boy’ for inviting policemen to arrest him, daring them to enter his company.

“Yahoo boy carry police come arrest me. I say make you leave yahoo come do musician… You carry police come arrest musician,” he said.

Portable further dared, “This place na my cabal, Odo-uba, na me own am, if they born you well enter. I want to know the station they come from.”

Reacting to the artist’s action, the NPF said it will take necessary steps to investigate and prosecute Portable for any criminal activity he must have indulged in.

The statement read: “The Nigeria Police Force has condemned the actions of one Habeeb Okikiola popularly known by his stage name Portable, in a viral video, where he was seen exhibiting irrational behavior and hurling insults at Police officers carrying out their legal duty, an action which is criminal and punishable by the criminal laws of Nigeria.

“The action of the singer in the video was unruly and conduct likely to cause a breach of peace and incitement of violence against the officers who were detailed to execute a warrant of arrest on him for series of allegations of criminal acts leveled against Mr Portable.

“The NPF will take all necessary steps to investigate his actions and ensure that he is prosecuted for any criminal activity he may have committed depending on the severity of the offense.”

The Police, in the same vein, urged Nigerians to respect law enforcement agents.

“The Police will not condone any unruly act, assault or attack on its officers who are on lawful duty. We need to respect our law enforcement agents who perpetually take the risk of maintaining law and order and fight crimes and criminality in our society.”

Elections: Petitions calling for travel ban on MC Oluomo could force US to act

MORE than 22,000 people have signed a petition asking the United States (US) to place a travel ban on Musiliu Akinsanya aka Mc Oluomo, for inciting violence during the just concluded general elections in Nigeria.

In a petition titled ‘Musiliu Akinsanya aka Mc OluOmo incites violence and needs to be banned from the US’, which was filed on change.org by one Adewale Olanrewaju, Mc Oluomo was accused of making threats against voters of the Igbo ethnic extraction, resulting in violence and casualties.

The petition with 21,266 signatures out of the target 25,000 as of 3:00 pm on Wednesday, March 29, was directed to the Department of Homeland Security.

“Akinsanya is believed to be a green card holder in the US and since the US government claims it is against any form of disruption in democratic processes around the world including Africa, then the US government needs to act on Akinsanya’s status in the US, and remove him for his contribution to the recent violence in Lagos,” said the petitioner who claimed to have “numerous” pieces of “evidence”.

Apart from the petition started by Olanrewaju, at least two other petitions – ‘Travel Ban to Musiliu Akinsanya aka MC Oluomo’ and ‘Terrorism: Arrest, Prosecute & Seize the assets & US Visa of MC OLUOMO & Family’ – have been launched on the same platform by Stanley Aguzie and the Global Coalition Security Democracy.

While Aguzie’s petition with a target of 500 had gained 308 signatures, the petition by the Global Coalition Security Democracy has achieved 97 per cent of the target 1,000 with 976 signatures, as of the time of reporting and was directed to the President of the United States, the US Mission in Nigeria, the Federal Bureau of Investigation and Department of State Service, Nigeria.

Disturbing acts of violence taint Nigeria’s 2023 elections

In a viral video which led to a public outcry, MC Oluomo who is also the Chairman of the Lagos State Parks Management Committee, was captured warning Igbo voters who would not cast their votes for the ruling All Progressives Congress (APC) to stay in their homes or face violent attacks.

But he later dismissed the allegations of threats to the Igbos, saying he was addressing a lady called “Iya Chukwudi”, not the Igbo in Lagos.

The spokesperson for the Nigeria Police Force Adejobi Olumuyiwa, also reacting to the threat said it should be regarded as a joke, as nobody had the right to stop the people of Lagos from voting for the candidate of their choice.

Olumuyiwa stated: “I saw a video of MC Oluomo with one Mama Chidinma – an Igbo woman debunking that threat, that it’s not true, it’s just a joke he was making with a particular woman. So, let us take it as a joke, like he said.”

However, there were reports that the alleged threat was executed on election day and the US Mission in Nigeria also spoke out against what it described as the “disturbing” acts of violence, voter intimidation and suppression that marred the March 18 Governorship and State House of Assembly elections.

In a post-election statement, the Mission described the use of ethnically charged rhetoric before, during, and after the governorship election in Lagos as particularly concerning.

“Members of the US diplomatic mission observed the elections in Lagos and elsewhere and witnessed some of these incidents first-hand.

“We call on Nigerian authorities to hold accountable and bring to justice any individuals found to have ordered or carried out efforts to intimidate voters and suppress voting during the election process,” the statement read in part.

The petitioners along with over 22,000 signatories, have spoken out loud against the role played by MC Oluomo in the last election and want the US to lead by example and impose sanctions against individuals found culpable of frustrating the country’s democracy.

Success rate of online petitions

Online petitions just like the paper versions help to build interest in an issue and can send a signal of public opinion to decision-makers.

Official petitions on the UK government’s website must reach 10,000 signatures before the authority responds to them, whereas in Nigeria there is no stipulated baseline. Sometimes despite obtaining large levels of support, a petition may still not make a long-lasting impact.

In 2019 for example, the petition to ‘Revoke Article 50 and remain in the EU’ broke the record for UK’s most signed petition with more than 6 million signatures by March 31. Unfortunately, this did not stop Britain from exiting the European Union on January 31, 2020.

The UK government responded, noting: “The government acknowledges the considerable number of people who have signed this petition. However, close to three-quarters of the electorate took part in the 2016 referendum, trusting that the result would be respected.”

However, the following year, a petition ‘Justice for George Floyd’ launched by Kellen S, became the most successful online petition in history after garnering 19,690,613 signatures, leading to a victorious outcome.

Floyd was murdered by a Minneapolis Police officer named Derek Chauvin, who was later convicted in 2022 and sentenced to 21 years in US federal prison.

To be successful, the online petition should have an actionable title or outcome. Generally, petitions that appeal to a sense of outrage perform better than those with a softer or more positive angle.

Online petitions or campaigns are believed to hold the potential of being far more successful than their analogue, paper-based counterparts, due to their flexibility and shareability.

Typically, after the target number of signatories has been reached, a letter is forwarded to the subject of the petition, usually via e-mail, for further action.
