CBN moves new, old notes to commercial banks to avert NLC invasion

THE Central Bank of Nigeria (CBN) has moved more banknotes to commercial banks to ease the pain of the cash crunch across the country.

Acting Director of the Corporate Communications Department of the CBN, Isa AbdulMumin, disclosed this in Abuja on Friday, March 24, in a statement.

The bank did not disclose how much it took to the commercial banks.

The ICIR reports that the CBN’s decision is an apparent move to avert planned invasion by the Nigerian Labour Congress (NLC), which directed its members on Wednesday to picket the apex bank’s offices nationwide, from Monday, March 27, over the currency crunch.

In its Friday statement, the CBN said banks must operate on Saturdays and Sundays to attend to their customers.

The CBN governor, Godwin Emefiele, will visit banks with his team to ensure compliance, the statement said.

He directed all commercial banks to load their automated teller machines (ATMs) with cash and conduct physical operations in the banking halls.

He also urged Nigerians to be patient and pledged that the challenges caused by the naira redesign would soon ease.

The ICIR reported how the Supreme Court nullified the currency redesign on March 3, after governors elected on the ruling party – the All Progressives Congress (APC), approached the court to declare the policy nullity.

President Muhammadu Buhari authorised the policy, which made the old N200, N500 and N1,000 cease to be legal tender.

The policy has brought multi-dimensional suffering to Nigerians since it took effect on February 10, as the new notes which replaced the old ones have been very scarce.

In one of its many reports on the hardship the policy brought to people in the country, The ICIR reported how Nigerians went nude, fought in banks and engaged in other habits that counted as offences when things were normal. 

Though Buhari directed that the old N200 notes be returned into circulation in a nationwide broadcast on March 8, the Supreme Court’s judgment of March 3 nullified the policy. The court ordered that new and old notes should remain legal tender until December 31, 2023.

Despite the ruling, nothing changed in virtually all banks across the country as the banks waited for Buhari or the CBN to react to the Supreme Court judgment before issuing the notes.

Most citizens also refused to accept the old N500 and N1,000 notes because of the President’s and CBN’s silence on the court judgment.

Buhari eventually spoke on the judgment on March 11, saying the CBN and the country’s Attorney-General, Abubakar Malami, had no reason to disobey the court.

Despite the President’s reaction, cash has not been available across Nigeria.

The ICIR reporters monitored banks in Abuja, Lagos and Enugu while filing this report on Friday and observed long queues at several banks, with some people arriving the banks as early as 5:00 am without getting either cash or having other problems resolved.

21 burnt to death in Bauchi auto-crash

AT least 21 people have been burnt to death in an auto crash that occurred on Thursday, March 23, at Udubo, Gamawa Local Government Area (LGA) of Bauchi State.

Public Relations Officer of the Bauchi State Police Command Ahmed Mohammed Wakil disclosed this in a statement on Friday, March 24.

Wakil noted that the accident involved a lone Hummer 18-seater bus travelling to Borno from Jigawa. One of the tires on the vehicle blew up, and the driver lost control of the vehicle.

“The vehicle burst into flame with twenty-one (21) passengers on board. On receipt of the report, a team of policemen led by the Divisional Police Officer (DPO) promptly rushed to the scene and conveyed the victims to the FMC Azare for medical attention, where they were confirmed dead by a medical doctor,” the statement read.

All the passengers on board got burnt beyond recognition. Wakil also noted that four persons seated by the roadside were hit during the incident and were severely injured.

He identified the four persons as Inspector Dauda Adamu attached to Police Mobile Force (10PMF) Bauchi, Sanusi Yusuf, 42, Mohd Sule,37, and Mohd Kawule, 45yrs all of Udubo village.

However, the injured persons died while receiving medical attention, bringing the total number of deaths to 25.

“The corpses were later released to their family for burial. However, the twenty-one (21) other corpses burnt beyond recognition were taken and deposited at the general hospital Hadeja.”

The Command commiserated with families of the deceased and prayed for the repose of their souls.

Appeal Court upholds Adeleke’s election as Osun governor

THE Court of Appeal, Abuja Division, has upheld the election of Ademola Adeleke as the governor of Osun State.

In a unanimous ruling delivered by Justice Mohammed Lawal, the appellate court determined that Adeleke’s appeal, which he filed to contest the nullification of his election by the Osun State Governorship Election Petition Tribunal, was meritorious.

Delivering judgment in the appeal filed by Adeleke on Friday, March 24, a three-member panel of justices held that the election tribunal erred when it ruled that the 1st and 2nd respondents (Gboyega Oyetola and the All Progressives Congress) proved their allegation of over-voting.

According to the panel of judges, Adeleke is the state’s duly elected governor.

Regarding forgery, the judgment stated that the tribunal is obliged to take cognisance of the decision that exonerated Adeleke of forgery and resolved the case against the respondent.

The judgement thereby set aside the tribunal judgment and awarded a cost of N500,000 against Oyetola and the APC.

The Appeal Court in Abuja reserved judgment on the appeal filed by Adeleke challenging his sack as Osun State governor on March 13.

Adeleke was represented by Onyechi Ikpeazu, SAN, while Lateef Fagbemi, SAN, represented Gboyega Oyetola.

Adeleke is the appellant, while Gboyega Oyetola and the All Progressives Congress (APC) are the first and second respondents, respectively.

The Independent National Electoral Commission (INEC) and the Peoples Democratic Party (PDP) are also the third and fourth respondents in the suit.

The Osun Governorship Election Petition Tribunal had ruled in favour of Oyetola, the state’s former governor, on January 27.

Two out of the three-member panel held that Oyetola was able to prove that there was over-voting in some of the polling units.

Adeleke rejected the judgment, describing it as a miscarriage of justice and an unfair interpretation against the will of the majority of voters.

In the 31 grounds of appeal, Adeleke prayed the appellate court for “an order setting aside the whole decision of the tribunal”.

He also sought an order “striking out the petition for want of competence and jurisdiction or, in the alternative, an order dismissing the petition on the merit”.

Adeleke submitted that the tribunal exhibited bias when it said, “the second respondent (Adeleke) cannot ‘go lo lo lo lo’ and ‘buga won’ as the duly elected governor of Osun State”.

INEC declared Adeleke the winner of the 2022 governorship poll in Osun State held on Sunday, July 17, 2022.

Adeleke, 61, defeated Oyetota with total votes of 403,371 against 375,027, a difference of 28,314 votes.

Adeleke won in 17 local government areas comprising Atakumosa West, Boluwaduro, Ede South, Ede North, Egbedore, Ejigbo, Ife North, Ifelodun, Ila, Ilesa West and Irepodun.

INEC: Ad-hoc staff lament continuous delay in payment of allowance

FOUR weeks after the presidential/senatorial election was conducted, some ad-hoc staff recruited for the 2023 general elections are lamenting over continuous delay in payment of allowance by the Independent National Electoral Commission (INEC).

The electoral umpire had conducted the presidential/senatorial and governorship/state house of assembly elections on February 25 and March 18, respectively.

Prior to the polls, the Commission had recruited over 1.4 million ad-hoc staff, according to Vanguard report of January 3, to assist its workforce to conduct a free and fair election, and had set out a certain amount to be paid as allowance to the recruits.

While some temporary workers have been paid, others are lamenting they were yet to receive payment.

Concerned about the unfortunate situation, an ad-hoc staff [name withheld], who served as a presiding officer in one of the polling units under Ward 11 in Alakuko, Lagos State, expressed her grievance.

She told The ICIR on Friday, March 24, that allowance for the presidential election has yet to be paid to her as well as for the governorship poll.

“I and some people still haven’t seen our money. But some people testify to having seen just one of the payments,” she said.

The presiding officer had earlier disclosed to The ICIR that comments on a WhatsApp platform created for ad-hoc staff in Ward 11 were filled with complaints over delay in payment of allowance by INEC.

According to her, 90 per cent out of 91 participants in the WhatsApp group chat, which represents 82 persons, have not been paid.

“A number of ad-hoc staff are expressing grievances and are unhappy in our WhatsApp group chat. I can’t say of other [ad-hoc staff] who are not in the group chat whether they haven’t been paid too,” she lamented. “I have not been paid too for the governorship/state house of assembly election.”

Her understanding is that ad-hoc staff were to be paid immediately or at least three days after each election.

Another ad-hoc staff, who also served as a presiding officer in one of the polling units in Ward 5, Kosofe, Lagos State, corroborated her claims.

“We were engaged to be paid N13,000 each for the election. But who knows how many of the over 1.4 million ad-hoc staff are waiting for INEC to pay their allowance,” the ad-hoc staff said.

However, the Chief Press Secretary (CPS) to INEC’s Chairman, Rotimi Oyekanmi, in a chat with The ICIR on Friday, March 24, noted that the Commission provided enough funds to cover the allowance of all ad-hoc staff engaged for the 2023 General Election.

“So, there’s no reason why any legitimately hired ad-hoc staff would not be paid,” he said.

According to him, it has become the norm for some individuals to come out to complain after every general election or any election for that matter that they were hired as ad-hoc staff and were not paid.

“But when we investigate such claims, we discover that many of them are not true,” he said.

He also argued that in other instances, some ad-hoc staff give wrong account numbers and when money is transferred to these accounts, it bounces back.

“I would advise all ad-hoc staff who are sure that they were legitimately engaged, performed their duties satisfactorily but were not paid, to channel their complaints to the Resident Electoral Commissioners in their respective states, with evidence at their disposal,” Oyekanmi added.

Why I will not appear before PDP disciplinary panel – Ortom

GOVERNOR of Benue State, Samuel Ortom has faulted the disciplinary action taken against him by the Peoples Democratic Party (PDP) over his alleged involvement in anti-party activities.

The governor described the decision referring him to the party’s disciplinary committee as “contemptuous” in a statement by his Chief Press Secretary, Nathaniel Ikyur on Thursday, March 23.

Ortom said the PDP disregarded a Court Order which barred the party and its organs from issuing any disciplinary measure against him.

The statement said, “The case is  pending in court and there is an order of injunction restraining all organs of the party from carrying out disciplinary actions against the Governor. This Case is adjourned to 18th April 2023 and so it is baffling to see such a statement coming from the national leadership of the party.

“I think the national leadership of our party is losing its sense of direction. Instead of the leadership to sit back and think of ways of rebuilding the party following the aftermath of the just concluded elections, they are going about chasing imaginary shadows.”

Ortom, who campaigned for Peter Obi of the Labour Party against his party’s candidate, Atiku Abubakar in the build up to the 2023 general elections, noted that  the PDP National Chairman Iyorchia Ayu should be the “first” to face the disciplinary committee.

In an interview with Arise TV, Ortom  accused Ayu of leading Atiku to the gutters. He also blamed the national chairman’s actions for the party’s failure to win the presidential poll.

“As if that is not enough, there are strong indications that the national chairman was involved in anti-party activities in Benue State by working for the opposition All Progressives Congress, APC, just to get at me because of my principled stand against certain aspects of the decisions of the national leadership of the party.”

Ortom lost his senatorial bid to Titus Zam of the APC, his former Special Adviser on Local Government and Chieftaincy Affairs.

Meanwhile, the PDP has suspended some of its chieftains over alleged anti-party activities. These include former governor of Ekiti State Ayodele Fayose and former President of the Senate, Pius Anyim.

The party also suspended Aslam Aliyu and Dennis Ityavyar, members of the party in Zamfara and Benue states, respectively.

The award aims to celebrate works that serve, support, attracts, and/or learn from young audiences.

Nominees for the Press Freedom Teaching Award must be educators and news organisations with an initiative to help students develop a thorough understanding of the crucial role of journalism in society and of the sometimes deadly risks for people who do this work.

Ortom, Fayose dismiss suspension by PDP

BENUE State governor Samuel Ortom and former governor of Ekiti State, Ayo Fayose, have reacted to the disciplinary actions taken against them by the Peoples Democratic Party (PDP) over alleged anti-party activities.

The party had announced the suspension of some of its members, including Fayose, former president of the Senate, Pius Anyim, Dennis Ityavyar, and Aslam Aliyu while referring Ortom to its disciplinary committee.

The party’s National Publicity Secretary, Debo Ologunagba, who announced the decision in a statement on Thursday, March 23, said the suspension takes immediate effect.

Reacting, Ortom said that the party was acting in contempt of a subsisting Court Order.

He also said that it was contemptuous of the party’s leadership to disregard the Court Order, which barred the party or any organ of its organs from taking any disciplinary measure against him.

“I think the national leadership of our great party is losing its sense of direction,” said Ortom’s Chief Press Secretary, Nathaniel Ikyur, in a statement on Thursday.

“Instead of the leadership to sit back and think of ways of how to rebuild the party from the ruins of the defeat from the just-concluded elections, they are going about chasing imaginary shadows.”

Ikyur also added that the first person the party should refer to the disciplinary committee should be the national chairman of the party, Iyorchia Ayu, who lost his polling unit, ward, local government, and even the state in the just concluded general elections.

Fayose, on his part, described his suspension as “the last kick of a dead horse”.

The former governor said, “Ayu and his cohorts are only entertaining themselves with the purported suspension as their latest comedy skit.”

He added that he and others who stood by the party when Ayu and his cohorts left it to die, stating that the purported suspension would not stand.

Fayose had previously attacked Ayu following the defeat of the PDP presidential candidate, Atiku Abubakar, in the February 25 presidential election.

In an interview with Arise TV, he accused Ayu of leading Atiku to the gutters.

Taz Panter foundation offers Africa workshop

LP dismisses APC’s call for Obi, Datti’s arrest

THE Labour Party (LP) has dismissed calls by the All Progressives Congress (APC) for the arrest of its presidential candidate, Peter Obi, and his running mate, Yusuf Datti Baba-Ahmed, over alleged treasonable felony.

APC presidential campaign spokesperson Festus Keyamo, also minister of state for labour and employment, had called for the arrest of the LP candidates, claiming that they were preparing grounds for insurrection against the Nigerian state.

However, the LP has dismissed the calls describing it as a desperate attempt to gain political relevance.

Spokesperson of the LP Presidential Campaign Council, Yunusa Tanko, stated that Datti is a free citizen of Nigeria and is entitled to his fundamental right of freedom of expression.

Tanko also stressed that Datti never called for insurrection or any act envisaging treason.

He further called out Keyamo for recognizing that the elections were marred with blatant rigging, violence, voter suppression, and intimidation orchestrated by his party.

He pointed out Keyamo’s failure to report MC Oluomo, who told Igbos not to vote in Lagos, accusing the minister of ignoring the ethnic and tribal vitriol by his party and their supporters.

Tanko also criticized Keyamo for not reporting Tinubu, who, according to him, was recorded telling key supporters to fight, snatch, grab and run with ballot boxes during the elections.

According to Tanko, Keyamo has achieved nothing as a minister except posting fake news to rile up the polity on social media.
