Meta seeks entries to webinar on using global open-source forest data set

Tems, Tyla win big at 2024 BET awards + full list of winners

NIGERIAN superstar, Temilade Openiyi, widely known as Tems, and South African Grammy award winner, Tyla Laura Seethal, have won big at the 2024 edition of the Black Entertainment Television (BET) Awards.

The awards event held at Peacock Theater at Los Angeles on Sunday, June 30.

Tems won the award for her song, ‘Me & U’ in the category of Dr. Bobby Jones Best Gospel/Inspirational Award over other international artistes, including Shirley Caesar, Kirk Franklin, Erica Campbell, Maverick City Music, Naomi Raine & Chandler Moore, Halle Bailey, and CeCe Winans.

Also, South African Grammy award winner, Tyla Laura Seethal, won the award of Best International Act over other Africans in the category including, Ayra Starr, Asake and Focalistic.

Despite leading the Nigerian contingent with three nominations, Ayra Starr did not win any award.

Other Nigerian artistes who did not win the award included Burna Boy, Davido, and Seyi Vibez, who received his first BET nominations.

The award was established in 2001 by the Black Entertainment Television to honour black entertainers and other minorities in philanthropy, music, film, and sports.

Court dismisses Nnamdi Kanu’s N1bn suit against Nigerian government

A FEDERAL High Court, Abuja, on Monday, July 1, dismissed a N1 billion suit filed by Nnamdi Kanu, the detained leader of the proscribed Indigenous People of Biafra (IPOB), against the Federal Government.

The judge, James Omotosho, in a ruling, declared that Kanu failed to provide reasonable evidence to back the alleged violation of his fundamental rights by the defendants.

Omotosho ruled that there was inadequate evidence to support the allegation that Kanu’s lawyers were intercepted by the State Security Service (SSS).

Kanu filed lawsuits against the Federal Republic of Nigeria (FRN), the Attorney-General of the Federation (AGF), the SSS, and its director-general.

In the originating summon marked: FHC/ABJ/CS/1633/2023, Kanu prayed for eight reliefs includinga declaration that the respondents’ act of forcible seizure and photocopying of confidential legal documents pertaining to facilitating the preparation of his defence, which were brought to him at the respondents’ detention facility by his lawyers, amounted to a denial of his rights to be defended by legal practitioners of his own choice.”

Kanu asked for a ruling that it was illegal for the respondents to have prevented his lawyers from making notes during their professional talks and consultations with him while he was being held by the DSS.

In addition, he requested a declaration that the respondents’ act of listening in on his private discussions and consultations with his attorneys constituted a denial of his rights, among others.

A staff member of the SSS, Yamuje Benye, testified that eleven paragraphs of Kanu’s affidavit were false in the application.

He said that Kanu was not being held in solitary confinement and that the SSS had him in safe and secure care.

Benye claimed that as it is the best practice globally, Justice Binta Nyako, who is overseeing Kanu’s criminal trial, has consistently maintained that visits to him should always be supervised.

According to him, to guarantee the utmost comfort for Kanu and his visitor(s), the applicant and his visitors were allowed to confer and engage during visiting days in one of the secret police’s best interview spaces.

In her ruling, the judge, Omotosho, determined that Kanu had not produced sufficient proof to support his allegations of interference with his legal representation, unrestricted access to his attorneys, and SSS officials listening in on his talks with them.  

Omotosho held that the claims that Kanu was denied unhindered access to his lawyers by the operatives of the SSS and that the officials eavesdropped on his discussions with his lawyers in the preparation for his defence, could not be documented.

Meanwhile, the presidential candidate of the Labour Party (LP) in the 2023 election, Peter Obi, has called on President Bola Tinubu to release Kanu and other people still in detention.

Obi said this while addressing reporters on Saturday, June 29 in Onitsha, Anambra State.

The former governor of Anambra state said the government must obey the law as the rule of law is an inherent asset that every democratic state like Nigeria must cherish.

Kanu was arrested and remanded in the custody of the DSS after his extradition from Kenya by the Nigerian government in June 2021 over alleged crimes bothering on treasonable felony among others.

25 die, 53 injured in Kano road crash

AT least 25 people died and about 53 others sustained injuries in a road crash that occurred in Kano State on Monday, July 1.

The Federal Road Safety Corps (FRSC) in the state confirmed the incident on Monday, saying it occurred around the Dangwaro International Market in the early hours of the day.

Speaking on the incident, FRSC Sector Commander in the state, Ibrahim Abdullahi, said some of the casualties were loaded in a trailer which was also conveying cows from Maiduguri in Borno State to the southern part of Nigeria.

He noted that the accident was a result of excessive speed, overloading and dangerous driving.

“We received a call at about 03:15 am on July 1, 2024. On receiving the information, we quickly dispatched our personnel and vehicle to the scene of the incident to rescue the victims at 03:30 am,” Ibrahim said.

The commander also said items were recovered from the accident scene, including six motorcycles, goats and rams, phones and N400,000.

“All the victims were immediately conveyed to Murtala Muhammed Specialist Hospital Kano for urgent medical attention. The doctors on duty confirmed 25 dead out of the victims,” he said.

Nigeria is one of the countries with the highest rate of fatalities from road traffic crashes (RTCs) globally.

While Africa is infamous for having the world’s highest road accident death rates. Nigeria tops the list of countries with the most fatalities from traffic crashes, according to a 2014 report by the Global Road Safety Facility (GRSF).

Corps Public Education Officer (CPEO) of the FRSC, Bisi Kazeem, confirmed to The ICIR in a report that overspeeding and violation of traffic rules are significant causes of accidents.

Sign light violations, dangerous driving, route violations, and wrongful overtaking are also some other major leading causes of road traffic crashes in the country.

Inside story of Niger speaker’s mass wedding ‘constituency project’

FOLLOWING the dust raised by the Niger Assembly speaker over his proposal to sponsor the wedding of 100 orphans as his constituency project, The ICIR visited Mariga Local Government Area (LGA) and spoke with some of the selected ‘children’, their relations and community leaders.

He wondered how the little proceeds he got yearly from his farms and tailoring work would have made him acquire such a ‘luxury’ before his marriage.

It also occurred to him that in his immediate community and, indeed some parts of  Nigeria, a man planning a wedding must have some basic items before the parents/guardians of his fiancee could consent to the marriage. 

The 26-year-old Abubakar could no longer wait to bring Rayya Umar, his wife-to-be, home to enable them enjoy their new bed and other furniture as they begin their married life together.

The young man was among the men selected to marry the orphans whose wedding was proposed by the speaker as his constituency project.

The wedding was scheduled to be held on Friday, May 24, 2024.

Following the proposal, the Niger State government, Speaker, Mariga LGA council, Kontagora emirate, district heads, couples-to-be and their relations and friends had planned a mass wedding for the beneficiaries.

The district head of Kamfanin-Bobi in the Mariga LGA, Kabir Muhammed, confirmed that  every young man planning marriage in the community must have those furniture as requirements.

He told The ICIR that, “Some of the youths have been in relationship for many years and have yet to be joined in marriage because they could not afford a bed of their own and other furniture.”

Similarly, Niger State coordinator of the National Human Rights Commission (NHRC) Nuhu Mohammed, said it was compulsory for male youth desiring marriage to have basic items in their homes in many parts of the North. 

He averred that the lack of these items made many young men wait for years before marrying.

The ICIR observed that there is a high level of poverty ravaging the area, as most youth and other residents struggle to feed and cannot afford a decent life.

The problem has been compounded by recurring attacks and abductions by bandits who continue to terrorise  communities and make residents live daily in fear.

Some communities in the LGA remain inaccessible. Not only do they lack basic infrastructures such as good roads among others, they have been ravaged by insurgency which has cut off communication services and impeded the smooth running of schools and health systems.

In addition to the furniture the speaker donated to all the grooms-to-be, he gave them N50,000 each to pay their bride price.

It was also gathered that each of the 100 ‘orphaned girls’ got N100,000 and a new sewing machine from the state governor, Muhammed Umar Bago.

Some furniture makers in Minna and Abuja estimated the cost of the set of chairs, wardrobe and bed donated by the speaker to each of the beneficiaries to be between N600,000 and N700,000.

Dashed hopes

Plans for the wedding were in high gear in communities in the LGA, as friends and families waited impatiently for May 24.

“We expected the mass wedding to be one of the biggest events ever seen in this local government,” a resident of Bangi town, Kabiru Umar said.

Like the other grooms to be,  Abubakar’s dream of bringing home Rayya Umar began to fade as controversy began to trail the matter.

He said he became agitated and woke up every morning to stare at his new bed and other furniture in the room, nervous that his desire to use the bed for the first time on his wedding day might be unaccomplished.

As news of the planned mass wedding filtered out, the minister of women affairs, Uju-Kennedy Ohanenye, protested and wanted the proposal halted.

She described the ‘100 orphans’ as children and said it was an abuse of their rights by the speaker and everyone involved in the planned wedding to offer them out in marriage.

Ohanenye petitioned the Inspector-General of Police, Olukayode Egbetokun, and moved to approach the court to stop the wedding.

The actions proposed by the Speaker are utterly unacceptable to the Federal Ministry of Women Affairs and the government at large. We are duty-bound to uphold the Child’s Rights Act and ensure the welfare and future prospects of these girls,” she reportedly said.

Consequently, the speaker called off the wedding and said he was only trying to help the ‘orphans’ to start a new life.

Some of the ‘girls’ interviewed by The ICIR said they were sad over the cancellation. They even threatened to kill themselves if they were not joined with their chosen partners.

According to them, nobody forced them into the wedding and they were not children as claimed by the minister.

Parties broker truce

After a few days of disagreement between the federal and the Niger State government, the parties reached a truce on the matter.

On Wednesday, May 22, the minister’s representatives were at the palace of the Emir of Kontagora, Mohammed Barau Kontagora, whose emirate covers the Mariga LGA.

Present at the meeting were all the chosen  girls  with their relations, district heads and the Niger State Government; including the speaker.

The meeting resolved that the wedding be conducted but the intending couples must conduct the necessary pre-marital tests, including genotype, before they are joined together.

Because some of them had yet to do the tests, the parties agreed that the mass wedding be cancelled while district heads conduct the wedding for those who met the conditions.

Findings by The ICIR in all district head palaces visited showed that the federal government vowed to verify the test results even after the wedding had been conducted.

In addition to approving the wedding, the minister promised to support the ‘girls.’  

Uju-Ohanenye said the federal government would sponsor those willing to return to school and others who would accept skill acquisition. She urged each couple to open a bank account where they would receive financial support from the government.

The ICIR met seven of the female ‘orphans’ and their husbands in their respective communities in the Mariga LGA, including Beri, Mariga, Kamfanin-Bobi and Maigoge between May 23 and 25.

All the newly wedded brides said they hoped to find a better life in their marriage because it was the best option before them since they could not go to school or proceed with their education.

Kabiru Abubakar, 26, is a young farmer who married Rayya Umar on May 24 as others. He is the second child in his family of 13 and has both parents alive.

Abubakar, who hails from the Maigoge community, said he dropped out of school in SSS 2.

His wife, Rayya Umar, also hails from Maigoge. She is among the girls whose parents were killed by insurgents in the state. She is the second among five children and is learning tailoring; hoping to use the sewing machine she received when she is done with her apprenticeship.

Kabiru Umar and his wife, Salima, from Maigoge community, wished to remain in their marriage till death parts them. Bandits abducted and killed their fathers in 2021, but their mothers are alive.

Umar, 25, is a farmer and hopes his wife would join him on the farm and also go for skill acquisition as promised by the minister.

Rumaisau Ibrahim had been a petty trader who hails from Mariga as her husband, Mohammed. She lived with her mother, who fended for her and her siblings with the proceeds of groundnut cake that she sold.

Rumaisau said, “My father died without a house. We’ve been living in a rented house and things are very difficult for us. My father left many children but five of them were from my mother. Raising us was a very difficult task for her.”

She said none of her siblings was enroled in a school, adding that she would have loved to be a lawyer if she had gone to school but as things are, she wants to sell clothes.

“When the insurgency occurred, we ran out of the village for a while before we returned. I heard about the wedding support plans from the district head, through the Emirate Council on Marriage. I have dated my fiancé for four years. My husband is 30 years old, and he sells agro-chemical products.

“I really felt bad when I heard the wedding would no longer be held. It was never what we expected. All the plans were ready. We are adults. If not for poverty, we would have wedded about two years ago, but when we received support from the government, we didn’t expect anything to stop us again.”

Rumaisau’s mother, Hauwa Mohammed, told The ICIR, “Things have been difficult for me. Raising the children has been very challenging. Even when the father was alive, we struggled to eat. We could not afford to send the children to school. After my husband died, I’ve been struggling to pay rent and ensure I have a place to keep the children.”

Amina Umar is also from Mariga town, the 21-year-old lost her father to the insurgents who killed him after taking ransom four years ago. The father had 14 children from three wives.

Her mum sells firewood while she learns tailoring. She and her siblings never attended a school. She learnt about wedding support through the traditional institution in Mariga.

Her mother, Hajara Adamu, 43, said Amina was her second child.

“We’ve been managing to survive since my husband died. Their father never attended any school and he didn’t bother to enrol any of his children in school before the insurgents abducted and killed him,” she said.

Faiza Bala, 20, is from Beri village. She lost both parents to insurgency in 2021. The parents left eight children behind, out of which she’s number four. None of her siblings attended a school. She has learnt tailoring.

Habiba Mohammed 20, also from Beri village, lost her father in 2021 to insurgency. She is the first of her mother’s five children. Her husband, Usman Muhammed, is 25 and runs a barbing salon. She dated Muhammed for over five years and she’s happy with the Niger State government and the speaker.

Similarly, Saida Bala, 19, said she finished junior secondary school but could not proceed because of poverty. Her late father left seven children for her mum.

Some community leaders, including the district head of Bobi community, Kabiru Mohammed, the Hisbah commandant, Kontagora unit, Abdullahi Mohammed, and the chairman wedding planning committee, Mohammadu Bello Musa, lauded the speaker and the Niger State government for supporting the wedding.

The Niger state coordinator, National Human Rights Commission, Nuhu Muhammed, absolved the state government of any blame regarding the wedding.

Muhammed said the people’s culture of making intending husbands have necessary furniture at home delays their marriage, adding that the government did well by supporting the wedding.

He said the media hype that the ladies were children were based on the pronouncement of the minister who said they were children and forced into the marriage.

According to him, the ‘girls’ rights were not violated and there was no reason to make any issue out of the wedding.

Why I proposed mass wedding – Niger Speaker

Speaker, Sarkindaji, said the girls’ families approached him and pleaded that he should help them to settle down in marriage. Out of the 270 of those who sought his aid, he said he agreed to support 100.

He was unhappy that the minister failed to contact him or conduct any investigation before condemning his proposal.

He said as a lawyer, he knew his bounds and would not impinge on the Child Rights Act and the Nigerian Constitution.

 “I am highly disappointed in the minister of women affairs and it is unfortunate that she allowed herself and her office to be misled by social media reports without finding out from me the true situation on the ground concerning this marriage,” he said.

Police confirm passenger abduction in Ogun

THE Ogun State Police Command has confirmed the abduction of a passenger in the Sagamu axis of Ogun State on Sunday, June 30.

Media reports claimed on Monday, July 1, that 20 travellers were kidnapped along the Sagamu-Ijebu-Ode Expressway

But in a chat with The ICIR, the command’s spokesperson, Omotola Odutola, said only one person was abducted.

According to Omotola, another passenger was shot in the knee in an armed robbery incident later on Sunday night.

“Another injured driver has been promptly taken to Babcock University Teaching Hospital in Ilisan for treatment and is currently responding to treatment.

“No lives were lost but the two vehicles damaged by the fleeing suspects have been recovered and towed to the police station,the officer stated.

She added that the identity of the kidnapped victim was yet unknown and promised to give further updates on the matter.

According to her, the Ogun State Commissioner of Police, Alamutu Mustapha, has been briefed and he has detailed the Anti Kidnapping Unit to investigate the incidents.

The ICIR reported in 2022 that Ogun State led as 165 people were killed in the South-West within five months.

The report showed that the state had the highest number of deaths from violence in the South-West region.

The South-West states are Lagos, Ogun, Osun, Ekiti, Ondo, and Oyo.

A total of 165 deaths were recorded from 122 incidents of violence that occurred in the region between January and May 2022.

CPPE applauds presidential executive orders on supporting productivity

THE Centre for the Promotion of Private Enterprise [CPPE] has hailed the recent executive order by President Bola Tinubu that removed import duties, Value Added Tax (VAT) and excise duty on pharmaceutical raw materials, intermediate products, medical diagnostic equipment and machinery.  

Tinubu signed the executive order on June 28 to ease the high cost of locally-produced pharmaceuticals, diagnostics and medical devices. 

According to a release signed by the Director/Chief Executive Officer of CPPE, Muda Yusuf, on June 30, the measure would boost domestic production, reduce medication costs, and improve healthcare access.

Yusuf said the order would also revitalise the nation’s pharmaceutical industries and create more jobs.

He suggested that such fiscal policy measures should be replicated to boost production in other segments of the real sector. 

“We need similar executive orders for agriculture, agrochemicals, and agro-allied industries to curb the surging food inflation. We need identical intervention in the energy sector to promote energy security and incentivise private investments in the industry. There is a need for similar support for the iron and steel sector to aid the construction industry and reduce construction costs for housing and infrastructure. 

“We also need fiscal policy protection to support domestic investments in petroleum refineries to conserve foreign exchange, create jobs, and deepen backward integration,” he said.

Meanwhile, the CPPE commended the Central Bank of Nigeria (CBN) for scrapping its Price Verification  System Portal, which it described as a needless duplication of the functions of the Nigeria Customs Service and a product of a dysfunctional foreign exchange regime. 

The CPPE also highlighted some overlapping regulatory functions that had continued to constitute impediments to domestic and foreign investments. 

“Some of these regulatory overlaps exist concerning the following institutions: Federal Ministry of Environment, National Environmental Standards and Regulations Enforcement Agency [NESREA], state environmental protection agencies, local government environmental units, and state waste management agencies. 

“There are also overlapping functions with respect to SON, NAFDAC, Nigeria Agricultural Quarantine Service, Weights and Measures Department, and the Federal Competition and Consumer Protection Commission [FCCPC]. These are some of the numerous regulatory institutions with overlapping mandates.”

Borno attack: Tinubu vows revenge against terrorists

PRESIDENT Bola Tinubu has condemned the bomb attacks that resulted in the loss of lives and injuries to residents of the Gwoza Local Government Area of Borno State on Saturday, June 29.

The President described the attacks as desperate acts of terror and a clear manifestation of desperation arising from pressure mounted against terrorists by the Nigerian security forces.

While condoling with the victim’s families, the President declared that the actors behind the violence would be made to face justice.

The President stated these on Sunday, June 30, in a statement signed by his Special Adviser on Media and Publicity Ajuri Ngelale.

He described the attack as an isolated episode and promised that his government would not allow the nation to slide into an era of fear, tears, sorrow, and blood.

The President said his administration was taking necessary measures to secure citizens, emphasising that efforts would be redoubled to ensure that those who trouble the nation would be made to face the law.

Tinubu sympathised with the victims of the attacks and the government and people of Borno State.

The ICIR reported that a female suicide bomber detonated a bomb at a wedding ceremony on Saturday, June 29, in Tashan Mararaba, Gwoza town, Borno State, killing at least six persons and injuring others.

Security analyst, Zagazola Makama, disclosed this in a post on his X handle.

He said the bomber, who was later identified as a young lady in her early twenties, detonated her explosive device in the middle of the gathering, causing confusion and devastation.

Makama added that intelligence sources told him that the victims, who were all civilians, were returning from a wedding when the attack occurred near a busy motor park.

A source who spoke to Premium Times said more than two bombs went off on Saturday.

The source said two bombs went off at a security checkpoint, killing a soldier and two civilians after the first was heard at a wedding ceremony in Mararaban Gwoza.

According to the source, the third bomb went offat a shopping mall and the fourth one at a burial ground.”

Speaking with reporters in Maiduguri, the state capital, the Borno State Commissioner of Police (CP), Yusuf Lawal, declared that a female suicide bomber was responsible for the attack.

EU urges Nigeria to increase funding for social welfare programmes

THE European Union (EU) has urged the Nigerian government to allocate more resources to social protection programmes aiming to mitigate poverty and improve the welfare of vulnerable populations.

The head of cooperation of the EU delegation to Nigeria and the Economic Community of West African States (ECOWAS), Massimo De Luca, said this at the third edition of the Social Protection Cross-learning Summit (SPECS) held in Abuja on June 28.

De Luca said that social protection provided safety nets that ensured access to essential services for the country’s development, adding that investing in social protection would contribute meaningfully to society.

“Investing in social protection means investing in our collective future, fostering resilience, and ensuring that every individual has the opportunity to contribute meaningfully to the society despite background, location or uncertainties,” De Luca said.

He noted that the EU was committed to collaborating with the federal government to address issues around poverty within the country.

De Luca added, “The EU is supporting Nigeria’s social protection sector with €46 million to strengthen the social protection system in the country. Already we are finalising processes with UNICEF and GIZ to implement the project in the focal states.

“This looks at interoperability of related database, and ensuring functional shock responsive social register, while supporting three states in the North-East with safety nets programme that targets climate change affected communities,” he said.

At the event, the Minister of Finance,  Wale Edun, said the federal government had rolled out programmes that targeted the vulnerable while working closely with the sub-national government for efficient disbursement.

“A key support element for the poor and vulnerable is the social intervention programme, which includes a $1.2 billion allocation for direct payments to households, with $800 million from the World Bank and $400 million from the Federal Government’s resources,” he added.

Suicide bombers hit Borno, kill 6, injure 15

A FEMALE suicide bomber detonated a bomb at a wedding ceremony on Saturday, June 29, in Tashan Mararaba, Gwoza town, Borno State, killing at least six persons and injuring others.

Security analyst, Zagazola Makama, disclosed this in a post on his X handle.

He said the bomber, who was later identified as a young lady in her early twenties, detonated her explosive device in the middle of the gathering, causing confusion and devastation.

Makama added that intelligence sources told him that the victims, who were all civilians, were returning from a wedding when the attack occurred near a busy motorpark.

It was discovered that emergency personnel raced to the area to save lives and get injured people to hospitals around Gwoza.

According to one of the sources, hospital staff members reported that the incident resulted in at least six fatalities and injuries to 15 people.

A source who spoke to Premium Times said more than two bombs went off on Saturday.

Speaking on its impacts, the Director-General of the Manufacturers Association of Nigeria (MAN), Segun Ajayi-Kadir, in May, this year, said about 56-60 per cent of its registered manufacturers in the North-East have ceased production due to escalating insecurity in the region. 

Ajayi-Kadir emphasised that continued insecurity could further cripple the regional economy and lead to significant job losses.

He disclosed this in an interview with Channels Television, published on Saturday, May 18.
