2023 fiscal policy measures will hurt Nigeria’s economy, says CPPE

THE Centre for the Promotion of Private Enterprise (CPPE) has said that the additional excise duty the Federal government introduced into the 2023 Fiscal Policy Measures (FPM) would “significantly hurt Nigeria’s economy.”

The CPPE chairman/chief executive, Muda Yusuf, said in a statement he issued on Tuesday, May 2 that the construction and transportation sectors, for instance, would be vulnerable to fiscal policy induced downside risks.

“Some of the measures could exacerbate inflationary pressures which are detrimental to economic growth and manufacturing, construction and transportation sectors. It is double whammy for economic players to contend with a regime of high import duty and prohibitive tax rates amid a depreciating currency,” Yusuf said.

The ICIR had reported that the Federal government introduced a new FPM for 2023 in a circular dated April 20, 2023 and titled ‘Approval for the Implementation of the 2023 Fiscal Policy Measures and Tariff Amendments.’

The policy, which introduced additional excise duty ranging from 20 per cent to 100 per cent on alcoholic beverages, tobacco, wines and spirits, became effective from May 1, subject to a 90-day grace period for importers who had opened Form M before the commencement day.

“Fiscal policy measures must seek to ensure a good balance between objectives of revenue generation, boosting domestic production, enhancing the welfare of citizens, promoting economic growth, deepening economic inclusion, facilitating job creation and recognising societal ethos, beliefs and values,” he said.

He noted some of the specific reviews of the new fiscal policies to include excise duty on beverages, drinks and wines.

A duty of N10 per litre was placed on non-alcoholic beverages, fruit juice, and energy drink; 20 per cent ad valorem on beer and stout (N75/litre); 30 per cent on wine production (N75/litre); and 30 per cent on spirit and other alcoholic beverages (N150/litre).

Ad valorem tax is based on the value of the product, which makes the impact even more injurious to industrialists.

To sustain the current investments in the sectors highlighted will be a herculean task, Yusuf, a former director-general of Lagos Chamber of Commerce and Industry (LCCI), maintained.

He said, “These policy measures failed to reckon with the multifarious challenges which industry operators are currently grappling with.

“These include weak and declining consumer purchasing power; naira exchange rate depreciation; high energy cost; multiple taxes and levies.”

Some implications on the sector as well as the economy will be drop in sales, negative effects on tax revenue; and loss of direct and indirect jobs, Yusuf highlighted.

He also expressed worries over the 40 per cent rise placed on import duty on vehicles.

“It is, therefore, insensitive of policy makers to impose a whopping 40 per cent import duty on vehicles in an economy where there is no mass transit system and where vehicle ownership has become a necessity, especially for the middle class,” he said.

A WIN over the Young Atlas Lions of Morocco would have secured Nigeria’s place in the knockout stages of the 2023 TotalEnergies U-17 Africa Cup of Nations holding in Algeria.

However, the Nduka Ugbade-led Golden Eaglets of Nigeria lost one nil to Morocco in a match day two encounter played at the Stade Mohamed-Hamlaoui on Wednesday evening.

Both teams came into the game with a mission to qualify for the quarterfinals having won their first group games against Zambia and South Africa, respectively.

As early as the second minute, Morocco went in front courtesy of a deflected shot played by Abdel Hamid Maali. The Tanger B youngster shot across goal but the ball struck the body of Nigeria’s Tochukwu Ogboji before going past the goalkeeper.

Nigeria had numerous opportunities to draw level and even win the game but they failed to take their chances and ended up losing the encounter.

Sokoto Gov-elect sets up panel to probe loans secured by Tambuwal’s govt

SOKOTO State Governor-elect, Ahmed Aliyu, has formed a committee to investigate the administration of the outgoing governor, Aminu Tambuwal.

The committee was inaugurated by Chairman of the All Progressives Congress (APC) Transition Committee, Abubakar Sani, on Wednesday, May 3.

Named the ‘Finance and Debt Verification Committee’, the committee will probe loans secured by Tambuwal’s government since its inception.

The 20 member-committee will be chaired by the deputy governor-elect, Mohammed Idris Gobir.

It is tasked with identifying all loans secured by Tambuwal’s government and ascertaining whether they were used for the purpose they were intended for.

It will also provide detailed information on all loans collected and their purpose and volume.

This comes after some current serving members of the state assembly alleged that the outgoing government secured N86 billion loans for the state.

Ahead of the inauguration of new administrations at the federal and state levels on May 29, some incoming governors have been making moves to influence current developments in their states.

Last month, Kano State governor-elect, Abba Yusuf, issued a public advisory to all subsisting and prospective lenders to the current Kano State Government.

Yusuf warned that from March 18 to May 29, no lender, domestic or international, should grant any loan facility to the incumbent Kano State Government without the consent of the incoming administration.

He threatened that any such loan facility approved and issued to the Kano State Government between the date of election and the date of swearing-in without the explicit knowledge and consent of the incoming administration will not be honoured by him.

Assembly pledges support for police in fight against crime in Ekiti

THE Ekiti State House of Assembly has pledged to support the state police command in fighting crime, maintenance of law, order, and ensuring the security of lives and property in the state.

The House Speaker, Olubunmi Adelugba, made the pledge when she hosted the Command’s Commissioner, Dare Ogundare, at the Assembly complex on Wednesday, May 3.

While describing Ogundare as a competent police officer with vast experience, she charged the officers of the command to perform their duties with a sense of responsibility and respect the human rights of the people they are charged to protect.

“The police and the Ekiti State House of Assembly will always collaborate because we enjoy a very cordial relationship and I believe that this will continue during your tenure as the Commissioner of Police,” she said.

Meanwhile the police boss has announced the arrest of a notorious kidnapper identified as ‘Danger’ in the state.

The commissioner of police stated that the suspect was traced to Kogi State before he was arrested. He added that several other criminal suspects were also apprehended, but did not provide the full name of the suspect.

“Since my assumption of office, we have arrested a lot of criminals terrorising the people and have prosecuted many of them,” he said.

“Today, we have gone to Kogi to arrest a notorious kidnapper, Danger, and he is now in our custody.”

He also revealed his security strategy, which involves ensuring that all entry and exit routes in Ekiti are well policed, directing more reinforcement and adequate deployment to flashpoints.

He called on members of the public to report any officer who violates the rules of engagement to the police and volunteer information to help in checking criminal elements in society.

Ekiti State has been experiencing incidents of kidnapping in recent times.

The state governor, Biodun Oyebanji, had expressed concerns over the development in April and called on local governments and development councils in the state to collaborate with the state government and security agencies to fight the menace.

Senate joins Reps, others in seeking clemency for Ekweremadu

THE Nigerian Senate has asked a United Kingdom (UK) court for leniency in sentencing former Deputy Senate President, Ike Ekweremadu, and his wife, Beatrice. 

The Senate, at plenary on Wednesday, May 3, appealed to the court to spare Ekweremadu, noting that the lawmaker was ignorant of the law while seeking a kidney donor for his ailing daughter.

Ekweremadu, Beatrice and a doctor, Obinna Obetta, are scheduled for sentencing on May 5.

The Senate appealed for clemency following a motion by the Minority Whip, Senator Chukwuka Utazi, representing Enugu North.

“The Senate is joining in the plea by asking for clemency in the coming sentencing two days away. That clemency may be extended to the Ekweremadus’ considering that all the convicts are first offenders,” Utazi said while moving the motion, adding that the Ekweremadus were struggling to save their dying child.

“They are seen as first offenders and do not have any previous criminal records, considering that Ekweremadu was ignorant of seeking out a kidney donor to come to the United Kingdom and even applying to British Government in Abuja for a visa for the donor.

 “The Senate is not happy with the conviction of the Ekweremadus and ignorance of the law is not an excuse, but they were faced with these circumstances in a bid to save their dying daughter, Sonia.”

Last year, the duo and their doctor, Obeta, were arrested for conspiracy to exploit a street trader of his kidney in the first such case under modern slavery laws. 

The ICIR had reported that the accused persons were declared guilty by the UK court and a verdict is expected on May 5.

Speaking on the matter, Senate President Ahmad Lawan said the Senate should have intervened in the issue much earlier. 

He disclosed that he had once written to the British Judicial authorities on Behalf of the Senate, seeking clemency for the family.

“I have written a letter to the British Judicial Authorities about two-three weeks ago seeking clemency on behalf of the Senate. I signed the letter and had it delivered to the authorities in the United Kingdom.

“We are now using this particular intervention to seek clemency in the sentencing. The conviction has already been done but we are seeking clemency because this is the first time our colleague is getting involved in this kind of thing,” he said.

The House of Representatives and the ECOWAS Parliament had earlier made similar appeals to the court.

Members of the House of Representatives said the former lawmaker acted based on his limited knowledge of the UK laws, noting that he must have learned his lessons.

“Senator Ike Ekweremadu acted within his limited knowledge of the UK laws and did write to the UK High Commission to support the medical visa application for the potential donor and did declare the purpose of the trip. They acted under the natural instincts of parents to save an ailing daughter and not for commercial purposes.

“It is a common practice in international relations for nations, including the UK, to seek relief for their citizens involved in situations such as that of the Ekweremadus,” the Reps said. 

The Chairman of Nigerians in Diaspora Commission (NIDCOM), Abike Dabiri-Erewa, also pleaded with the UK government for a lenient judgment. 

Former President Olusegun Obasanjo was the first to plead for clemency for the Ekweremadus. In a letter dated April 3, which Obasanjo wrote to the court, the former Nigerian leader condemned the Ekweremadus’ action but pleaded that the UK temper justice with mercy.

Buhari launches Nigeria Agenda 2050 before jetting out for King Charles’ coronation

PRESIDENT Muhammadu Buhari on Wednesday launched the Nigeria Agenda 2050, developed in response to several ongoing development challenges in the country, before travelling to the Un to join other world leaders in attending the coronation of King Charles III.

The Agenda which was launched during the Federal Executive Council (FEC) meeting, aims to address the identified challenges through six medium-term development plans such as basic healthcare, vocational skills development and education provisioning, as well as the North East Stabilisation and Development Master Plan (NESDMP).

According to the plan, the government will give more priority to programmes and projects which promote development and reduce poverty through the establishment of institutional frameworks, which will provide the enabling environment required for the private sector to take the lead role.

After launching the Agenda, Buhari left for the UK, accompanied by the Secretary to the Government of the Federation Boss Mustapha, Minister of Foreign Affairs Geoffrey Onyeama, Minister of Information and Culture Lai Mohammed and National Security Adviser Babagana Monguno.

Other officials expected to be in the president’s entourage are the Director-General of the National Intelligence Agency (NIA) Ahmed Rufai Abubakar, and Chairman/Chief Executive Officer of the Nigerians in Diaspora Commission (NiDCOM) Abike Dabiri-Erewa.

It would be recalled that following the demise of his mum, Queen Elizabeth II, King Charles III was proclaimed as Britain’s new monarch in September 2022.

Buhari will also take part in a summit for Presidents and Heads of Government of Commonwealth countries on Friday, May 5, according to a statement by his Special Adviser on Media and Publicity, Femi Adesina.

 Cross River judiciary workers strike stalls election tribunal sitting

THE strike embarked upon by judiciary workers in Cross Rivers State stalled the sitting of the state’s Election Petition Tribunal on Wednesday, May 3. 

The strike which commenced on Wednesday, has paralysed court activities in the State. 

The state chapter of the Judiciary Staff Union of Nigeria (JUSUN) had embarked on an indefinite strike over unmet demands.

The state chairman of JUSUN, Enyia Etorti, reportedly told PUNCH that the government had ignored their demands since 2015. 

He claims that one of the union’s main requests is the judiciary’s independence. 

“Then the most pertinent to us is the pending 66% which is CONJUSS. It’s paid all over the country. 

“The state only paid 34%, left with 66% and we have been begging the government to pay for years. Moreover, promotion has not been made for years in the state judiciary,” Etorti to Punch. 

The strike prevented the Elections Petition Tribunal from holding its first sitting because the courthouse was closed.  

The tribunal’s secretary Akawu Bambur said the sitting was postponed indefinitely due to the strike and told journalists that a new date would be revealed later.  

There are some major petitions before the tribunal, one of which is that of the state governor Ben Ayade, of the All Progressives Congress (APC), who is seeking to reverse his loss in the Cross River North Senatorial election to Jarigbe Agom of the Peoples Democratic Party (PDP). 

Also before the panel is the petition by the governorship candidate of the PDP, Sandy Onor, against the state governor-elect, APC candidate Senator Bassey Otu. 

Rivers will lobby me to get refund for money spent on federal roads — Tinubu

THE President-elect, Bola Tinubu, has told Rivers State governor Nyesom Wike that the state would lobby the Federal Government he would head before getting a refund for money it spent on rehabilitation of federal roads. 

Tinubu stated this while commissioning Rumuokwuta-Rumuola Flyover in Obio/Akpor Local Government Area of Rivers State on Wednesday, April 3.

On Tuesday, May 2, The ICIR reported that Wike invitated Tinubu to inaugurate projects in the state today, May 3 and tomorrow, May 4, and consequently declared a public holiday for the state’s residents to welcome the President-elect.

In 2021, the governor confirmed to have received N78 billion refund from President Muhammadu Buhari-led Federal Government for federal roads the state built.

He promised to use the money to execute more projects.

The flyover inaugurated by Tinubu was the 12th the Wike administration built in his eight years in office.

Speaking during the commissioning of the project on Wednesday, Wike appealed to Tinubu to refund the money he spent on Federal Government roads in the state when he assumes office as President.

He said the state amended its Procurement Act before getting funds for the flyovers his administration constructed. 

“These projects ought to be Federal Government projects because they are federal roads. If we had said because they are Federal Government roads and we won’t do it, who are those to suffer?

“Since we have said we don’t want our people to suffer, I also believe that the Federal Government should say look, you have done well for us. These are projects we should be doing, can you bring your bill, let us refund you the money you have done these roads.

“That is what it is supposed to be for a partnership with a good Federal Government. I can assure you as you enter the office and you approve to pay this money back, other states will have the courage to also do the same thing.”

Responding, Tinubu said, “I owe you nothing. It is your road. You can’t chuckle at me and make a demand. You are the one living on this road. I commend your effort. You have to lobby me to collect it.”

Buhari inaugurates defence communications network for Armed Forces

PRESIDENT Muhammadu Buhari has inaugurated a defence communication network code maned ‘Giwa 2 Project’ for the operations of the Armed Forces of Nigeria.

The project is a secured and dedicated communication domain that provides real-time audio and video communication for military operations, according to a report by the News Agency of Nigeria.

It is a defence communications networks coordinate project executed by Defence Headquarters.

Speaking at the inauguration, Buhari said the communication infrastructure was designed to provide secure means of communication, real-time instant reporting as well as information exchange between the armed forces and other security agencies.

He added that the project would lead to enhanced collaboration between the defence, intelligence and security communities while also providing the platform for the denial of freedom of action to perpetrators of insecurity across Nigeria.

“Giwa 2 project initiative is in alliance with some of the main focus areas of the Federal Government in the areas of security, economic progression and technology development.

“These benefits of Giwa 2 project informed the timely support of the Federal Government through the Central Bank of Nigeria to ensure that the centre is commissioned as one of the proud landmarks and enduring achievements of the Armed Forces of Nigeria under this administration.

“It is evident from what we are witnessing here today that you have the infrastructure designed to stand the test of time and deliver on its mandate,” he said.

Buhari noted that the Ministry of Communications and Digital Economy would support the Defence Headquarters in ensuring that the infrastructure available for rural telephony were fully deployed for the attainment of the project.

He further pledged that the government would support the full actualisation of other features of the project to ensure professional and vibrant Armed Forces with the capacity to protect the territorial integrity of the country.

According to him, the Armed Forces had continually demonstrated resolve to provide safe, secure and an enabling environment to promote national security.

Buhari also said his administration had made significant strides to enhance the capacity and capability of the Armed Forces to tackle multiple security challenges confronting the country.

He urged the Armed Forces to continue to break new ground and remain at the forefront of mainstreaming, technological and other cutting-edge initiatives to facilitate the provision of a safe, secure and peaceful environment for Nigerians.

Also speaking at the event, the Chief of Defence Staff, Lucky Irabor, said the project was borne out of the fact that the entire fields of electronic warfare, information warfare, and cyber warfare were inter-related.

According to him, every commander would wish to have both technical and operational control of his own communications, as well as the capacity to influence those of his adversaries.

He further added that the Armed Forces had over the years been desirous of having a dedicated and secure communication platform that could be deployed to enhance administrative, logistical, and operational activities.

“Consequently, the National Communications Commission allocated 20 megahertz bandwidth to the DHQ for the establishment of a secure nationwide defence communication network in 2013.

“Following years of planning and consideration of various funding and operating models, DHQ began establishing the secure nationwide communication network code named Giwa 2 Project infrastructure in May 2021.”

Also, the Minister of Defence, Bashir Magashi, represented by the Permanent Secretary, Ibrahim Kana, commended the DHQ for the successful completion of the secure nationwide defence communication network infrastructure.

According to him, the project was a remarkable breakthrough in the technological advancement of communication systems in the armed forces of Nigeria.

He also stressed that the network had the capability of providing voice, data and video as well as other value-added services for the armed forces locations across the country.

While applauding the new development, the Minister of Communication and Digital Economy Isa Pantami, said the deployment of the new network would support the nation’s security institutions to build trust and enhance their reputation.

Pantami said the deployment would consolidate the achievements of the Buhari administration on security, adding that it will open new opportunities for addressing the security challenges in Nigeria.

“As we all know, all the systems that have been used today in security, need effective networks, including control systems, computer systems, communication systems, intelligence systems, information systems, surveillance systems, recognising systems, all of them.

“They need a very secure network to communicate and I believe with this project as part of the Giwa 2 project.

Presidential Election Tribunal holds pre-hearing sitting next week Monday

THE Presidential Election Petition Court (PETC) will hold a pre-hearing sitting on various petitions challenging the declaration of All Progressives Congress (APC) candidate, Bola Tinubu, as the winner of the presidential poll, on Monday, May 8.

According to Channels Television, Tinubu’s legal team confirmed the sitting on Wednesday, May 3.

The pre-hearing will allow pending applications to be resolved before setting a timetable for the hearing of substantive matters in the petitions.

The Independent National Electoral Commission (INEC) had declared Tinubu as the winner of the February 25 presidential election.

According to INEC, Tinubu secured 8,794,726 votes, the Peoples Democratic Party (PDP) candidate, Atiku Abubakar had 6,984,520, while the Labour Party (PDP) presidential candidate, Peter Obi, polled 6,101,533.

The PDP and LP candidates have rejected the result. Both parties have approached the tribunal with separate petitions to challenge Tinubu’s victory.

They alleged that Tinubu was not qualified to contest the election and that he failed to secure the majority of lawful votes cast at the poll.

They are also contesting that Tinubu’s running mate, Kashim Shettima, had a double nomination contrary to the Electoral Act.

In addition, some other political parties have also filed petitions against the presidential election.

Petitioners and respondents, including INEC, have exchanged processes and filed replies.

The petitioners stopped submitting replies on April 23. The tribunal will now hear the arguments of all parties involved before rendering a judgment.

An election petition must be heard and judgment delivered within 180 days from the date of the filing of the petition.

At the tribunal level (Appeal Court in case of a presidential election), the timeframe is 180 days (6 months).

At the appeal level (Supreme Court in case of presidential election) it is 60 days (2 months).

In total, the petitions will last for 240 days (8 months).
