We have replaced burnt card readers in Ondo ― INEC chairman

AHEAD of the October 10 governorship election in Ondo State, the Independent National Electoral Commission (INEC) said it had replaced the card readers burnt in the inferno that occurred at state headquarters of the commission.

Prof Mammud Yakubu, the INEC Chairman, disclosed this in Akure, the state capital while speaking with newsmen during a three-day working visit to the state.

He stated that the visit was to have on the spot assessment of the level of preparedness for the Commission for the election.

The INEC Chairman said the Commission was ready for the conduct of a credible and acceptable poll as witnessed in Edo State last Saturday.

Yakubu said INEC had made provision for the card readers from another state and that the card readers have been configured ahead of the next month governorship election in the state.

“We have already recovered some smart card readers. We, unfortunately, lost over 5000 smart card readers to the fire incident. We have however recovered by getting a requisite number of smart card readers from neighbouring Oyo state,” he said.

“They have already been delivered to Ondo State and that have been charged and configured and ready for the election on October 10 governorship election in the state.”

The Chairman explained that he was in the state to meet with  Rufus Akeju, the Resident Electoral Commissioner (REC), Ambassador and Head of Departments ahead of the October 10 governorship election.

He also said the Commission would organise an interaction session with all the stakeholders in the election including traditional rulers in the state to ensure the success of the election.

It will be recalled that a section of the state INEC office was affected by a fire outbreak, burning about 5,141 smart card readers meant for the governorship election during the inferno.

The cause of the fire incident was attributed to an electrical surge after an investigation by the state police command.

 

 

Delta Govt approves reopening of primary, secondary schools

DELTA State Government has approved the reopening of primary and secondary schools in the state for the conclusion of the 2019/2020 academic session and the commencement of the 2020/2021 new academic session.

This is contained in a statement signed by Patrick Ukah, the State Commissioner for Basic and Secondary Education, in Asaba on Wednesday.

According to the statement, secondary school students in JSS 1, JSS 2, SS 1 and SS 2 who are yet to write the second term examination will resume from Monday, September 28 to Friday, October 9 to enable them to prepare for and write their second term examinations.

This, Ukah explained is to enable the students to conclude the 2019/2020 academic session, while boarders are expected to resume on Sunday, September 27.

In addition, primary school pupils in primary 4 and 5 that are yet to complete the second term examination would resume from Tuesday, October 6, to Friday, October 9.

He further stressed that second term examinations will be waived for pupils in primaries 1 to 3.

The Commissioner stated that the resumption date for the first term in the 2020/2021 academic session for both pupils and students in primary and secondary school will run from Monday, October 12 to Friday, December 18.

The resumption date for the second term is scheduled to commence on January 4, 2021 and terminate on Wednesday, March 31, 2021.

Ukah stated that the third term is scheduled to commence from April 12, 2021, and end on August 13, 2021.

He added that the resumption for all Nursery/Pre-primary KG 1 to 3 pupils have been deferred to January 2021, just as he advised parents and guardians to avail themselves of the resumption dates to prepare their children and wards.

EFCC arraigns former Poly Director for N27m contract scam in Awka

THE Economic and Financial Crimes Commission (EFCC), has arraigned Pius Ugochukwu Ezeokafor, a former Director of Physical Planning, and a Senior Lecturer in the Department of Architecture, Federal Polytechnic, Oko, Anambra State, for a N27million contract scam.

Wilson Uwujaren, Head, Media and Publicity for EFCC, who made this known in a statement said the suspect was arraigned on Tuesday before Justice O. A Ezeoke of the State High Court sitting in Ekwulobia, Aguata Local Government Area of Anambra State on a three-count charge bordering on obtaining money by false pretence and gratification to the tune of N27, 000,000.00 (Twenty Seven Million Naira).

One of the charges read,” that you, Arc. Pius Ugochukwu Ezeokafor sometime between the year 2011 and 2012 at Oko, Aguata Local Government Area within the jurisdiction of the High Court of Anambra State, did commit felony to wit: with intent to defraud, obtained by false pretense the sum of N27, 000,000.00 (Twenty-seven billion naira) from one Emerson Associates Limited and Mr. Okechukwu Enemuo (being Managing Director of Emerson Associates Limited), when you represented to them that you would help them get a contract of N1,000,000,000  (One billion naira) upon payment of facilitation fee, which pretense you knew to be false and thereby committed an offence”.

According to the statement, the defendant allegedly met the petitioners on-site at the Polytechnic where they were executing two construction contracts and offered to use his office as Director Of Physical Planning to swing a billion naira contract for them if they would pay him an N27million facilitation fee.

After receiving the payment, the defendant neither facilitated the promised contract nor refund their money.

The defendant pleaded not guilty to the three count charges preferred against him by the EFCC. He was granted a bail after the prosecuting counsel, Fortune Amina I. Asemebo asked for a trial date.

Justice Ezeoke, after hearing from both counsel, granted the defendant bail in the sum of N10 million with one surety in like sum who must have landed property within the jurisdiction of the Court. The surety must be recommended by a legal practitioner or town union president, and must show evidence of tax clearance for the past three years.

The court adjourned the matter till  October 14, 21 and  November 5 2020 for trial.

NOUN shuts students out of exam halls at Abuja study centre

CONFUSION rented the air Wednesday morning at the Wuse 2 centre of the National Open University (NOUN) when students were denied the opportunity of sitting for the examinations as scheduled.

Witnesses stated that officials of the university at the centre shut students out of the exam halls due to unknown reasons, despite their fulfilment of all obligations to participate in what was final exams for most of them.

Narrating their experiences, students said the institution had created 30 minutes extra in previous semester examinations, for them to arrive and settle in before the commencement of their papers.

“Opposite is the case for this semester exam, as it is I arrived here at exactly 8 am and I watched them locked the gate against me,” laments Sadiyat Abdullahi a student who did not indicate her course of study.

“In fact, two students struggled their ways inside while the NOUN officials were still locking the gate, this is not fair because no prior information was made available on this.”

The students alleged that the NOUN authorities were using the opportunity to extort money from them, expressing worry that the development would make a number of them to re-register for another semester.

“We were not notified at all, of this latest development, I feel it is a reason to raise money, this is no more an open university,” said another student who gave her name as Judith Patrick.

“It is no longer work and learn university, I got to the gate 8:01 am I was not allowed, there is more to this than we can see, they are using us to raise money for the government,” said the 55-year-old civil servant.

Our reporter who was present at the scene of the events said after one hour into the Wednesday first paper,  the NOUN authorities eventually pasted a short notice at the gate informing students of the strict adherence to the exam schedule and time.

The notice stated that all students are expected to be seated in the examination hall 30 minutes before the exams.

The students who got lucky to sit for the exam said no COVID-19 protocol was observed as they were filed into the examination without proper check.

“I was surprised that we were that much exposed to Coronavirus, I thought we will have hand sanitisers available for us to use but after passing the gate we all were on our own,” said Ezekiel Faponmile, another student.

The NOUN had conducted a part of its examination online for students who opted for the online exams during the COVID-19 lockdown, while others who preferred paper and pencil commenced theirs on Monday, September 14.

Visiting the Abuja Model Study Centre at Dutse Alhaji, students’ experience was not the same as some were observed strolling into the exam hall by 8:15 am.

There is an existing law guiding students’ arrival before exam- Director of Media

However, Ibrahim Sheme, Director of Media at the National Open University said he’s not aware of the incident, but that the university had an existing law that requested students sitting for exams to arrive one hour before their exams.

Quoting the rule of the university that states that students must arrive an hour before the exam starts, Sheme claimed that only a few were affected,” they know they have violated the examination rules.”

He said contrary to students’ claims of 30 minutes extra time between the scheduled exam time and its commencement, the university had never given room to such instance.

The Director of Media further stated that in the 75 centres across the nation where the examination is presently taking place, no student is allowed into the hall in a minute late.

He said the protesting students have no right to play victimhood.

“I don’t know about that, the rule as I know long before this exam started is that you must arrive an hour before exam time, all candidates must arrive,” he said.

“For exam that will start at 8:am, you cannot arrive 8:01 am, I don’t know anywhere, where a 30minutes rule of extra time is applied, students are meant to be in the hall before the exam started

“So if they come before the exam started, they don’t have the right to play victimhood and say they were not given a grace period to enter the examination hall, they know and this period we communicated to them long before the exams started,” Sheme explained.

“NOUN organises exam every year, you must be in the hall long before the exams start, for somebody to say they were given 30minutes grace in previous exams I have never heard of that one,

This is an examination taking place in more than 75 centres across why is it only in Wuse 2 centre, it’s not practical, it’s not possible if people break the rule for an examination they should bear responsibility for not adhering to the rule, it’s not about the COVID- 19 protocol.”

On the allegation of using the incident to extort money from students, following the obvious that the students would have to re-register for the exam in another semester, Sheme stated that it was untrue and that the NOUN would not descend so low to raise revenue by denying students opportunity to write their exams.

“The NOUN will not descend that low to raising revenue by denying candidates to sit for exams, it does not apply and it cannot be,” he argued.

He noted that “people are playing the victim knowing that they have breached the regulation,  adding, “They should just take responsibility for it.”

23 dead, properties destroyed as petrol tankers explode in Kogi, Rivers states

TWENTY three persons have been confirmed dead including polytechnic students and children as properties were also destroyed following tanker explosions in  Kogi and Rivers states on Tuesday and Wednesday respectively.

On Wednesday, Idris Fika Ali, the Sector Commander of the Federal Road Safety Corps (FRSC), confirmed that 23 persons were killed in an explosion that occurred at Felele town along the Lokoja-Abuja Highway in Kogi State Wednesday morning.

The incident which involved a tanker belonging to the Nigerian National Petroleum Corporation (NNPC), loaded with premium motor spirit also known as petrol happened when the tanker driver lost the control of the vehicle due to  was said brake failure at about 8 am.

The tanker was reported to have fallen on five cars, two motorcycles, and three tricycles, popularly known as Keke, killing all the passengers in those vehicles.

Some of the deceased victims who were burnt beyond recognition were five students of the Kogi State Polytechnic, three nursery school pupils, and passers-by.

Yahaya Bello, Governor of the state through Onogwu Mohammed, his Chief Press Secretary, grieved with families of the victims.

” Governor Bello is very sad to learn of the tragic loss of lives, many vehicles, property and other valuables in the petrol tanker fire while expressing his deepest condolences to the families of those affected by the ugly occurrence,” Mohammed said in a statement.

Also on Tuesday in Rivers State, a petrol-laden tanker exploded destroying a nearby building and some other properties in St. John’s area, Iwofe Road, Obio Akpor Local Government Area of the state.

An eyewitness told The Punch that the incident occurred at the early hours of Tuesday while it took the intervention of youths close to the incident area to put out the fire.

Hold China accountable for COVID-19 – Trump tells world leaders at UNGA

DONALD Trump, President of the United States has told the United Nations General Assembly that China must be held accountable by the world for its actions over the COVID-19 pandemic.

Trump said this  in a recorded speech played to the annual meeting of the UN, and accused Beijing of allowing the coronavirus to “leave China and infect the world.”

“The United Nations must hold China accountable for their actions,” he said. “We must hold accountable the nation that released this plague upon the world.”

Trump accused China and the World Health Organization (WHO) of foul play and complicity in the handling of the coronavirus at its earliest stage.

“The Chinese government, and the World Health Organization which is virtually controlled by China falsely declared that there was no evidence of human-to-human transmission.”

“Later, they falsely said people without symptoms would not spread the disease,” he added.

World leaders are speaking virtually to the UN session in New York, due to COVID-19 restrictions.

Since its outbreak, cases of COVID-19 pandemic have reached 31,830,507 with 976,358 deaths and 23,431,597  recoveries globally.

The US accounts for 7,098,301 of the 31,830,507 cases . It has recorded 205,491 and 4,347,172 recoveries.

Fact-checking Reno Omokri’s claim on Nigeria’s debt profile 

ON 10th September 2020, Reno Omokri, an ex-spokesperson to the former president Goodluck Jonathan, claimed that Jonathan met a debt of N7.9trillion when he became president in 2010. He added that in five years, Mr. Jonathan only borrowed the sum of N4.7 trillion.

The claim which was posted on his Twitter handle @renoomokri gathered 100 retweets and 283 likes in the first forty-two minutes. He also advanced that the incumbent president, Muhammadu Buhari, met the debt of N12 trillion and has borrowed N18.9trillion.

“Let me shock Nigerians: @GEJonathan met a debt of ₦7.9 trillion in 2010. In 5 years, he borrowed ₦4.7 trillion. He built Abuja-Kad rail, 14 universities, etc. General @MBuhari met a debt of ₦12 trillion and borrowed ₦18.9 trillion. What has he done with the debt? #BuhariTormentor” he tweeted.

Former President Jonathan who was the vice president to President Umar Musa Yar’Adua was named the acting president on February 9, 2010, after the invocation of the doctrine of necessity when the late president Yar’Adua left the country for medical treatment in November 2009. 

He was sworn in as the president of Nigeria following the death of his principal on May 5, 2010.  He left office in 2015 after losing his re-election bid to the incumbent president, Muhammadu Buhari.

In 2019, Mr Buhari got re-elected after defeating his archrival, Abubakar Atiku, of the People’s Democratic Party (PDP) in the last general election.

 THE CLAIMS

Claim 1:

– That former President Goodluck Jonathan met a total debt of N7.9trillion when he became president in 2010 and borrowed the sum of N4.7 trillion for various developmental projects

Claim 2:

– That president Muhammadu met a debt of N12 trillion naira in 2015 and has borrowed N18.9 trillion

Findings on claim 1

Although Mr. Omokri did not provide the exact date Mr. Jonathan took over in 2010 in his claim, The ICIR visited the website of the Debt Management Office (DMO) to obtain documents of Nigeria’s debt profile between 2010 – 2020.

According to the 2010 annual report of the Debt Management Office (DMO), the total public debt outstanding rose in 2010 and was traced to borrowings from both external and domestic sources. The increase in the external debt component came largely from multilateral sources.

The total public debt outstanding at the end of 2010 (external and domestic debt of the Federal Government) was N5,234,822,824.917 trillion (US$35,093.10 million) at an official CBN exchange rate of N149.17/US$1 as of December 2010. This represented an increase of N1,383,551,851 trillion(US$9,275.68 million), or 35.93 per cent when compared to N3,851,121,952 trillion (US$25,817.42million) at the end of 2009. 

The increase came from both the external and domestic components of the total debt stock, with the latter accounting for the bulk (93.3 percent) of the total increase. 

The significant rise in the domestic debt can be traced to the N1,244,376,204 trillion (US$8,342.43 million) issuances of new FGN bonds to fund projects in key growth sectors of the economy and to finance the 2010 budget deficit.

As at the end of March 2015, Nigeria’s total internal and external debt stock stood at N12.06 trillion or $63.5 billion, up from N11.2 trillion or $67.726 billion in December 2014 according to figures released by the Debt Management Office (DMO) on March 31, 2015.

Verdict: False 

The claim that former President Goodluck Jonathan met a total debt of N7.9trillion when he became president in 2010 is FALSE. According to the debt management office, as at Dec 31, 2010, Nigeria’s public debt was N5.23 trillion. 

Claim 2

Barely a month after the emergence of Mr. Buhari as president in 2015, the debt management office published a report which pegged Nigeria’s debt profile at N12.12 trillion as of June 2015. 

Also, as of June 30, 2020, the agency in its report on the country debt profile said the total Public Debt Stock which comprises the Debt Stock of the Federal Government, the 36 State Governments and the Federal Capital Territory stood at ₦31.009 Trillion.

A breakdown of the figures showed that external debt accounts for 36.65 percent of the country’s total debt. According to a recent NBS report on Nigeria’s public debt profile, the total external debt stands at N11,363,243.93 trillion, of which the Federal government accounted for #9,824,282.88, representing 31.68 percent of the external debt while state governments and the FCT accounted for 1,538,961.05, representing 4.96 percent of the debt

Also, the domestic debt of the country’s total debt profile accounted for #19,645,398.21 trillion, representing 63.35 percent. Of the domestic debt, the federal government has a total of 15,455,699.13 trillion, representing 49.84 percent while the state governments and the FCT accounted for 4,189,699.08 trillion, representing 13.51 percent of the debt.

According to the DMO, the increase was necessitated by the USD3.36 Billion Budget Support Loan from the International Monetary Fund, New Domestic Borrowing to finance the Revised 2020 Appropriation Act including the issuance of the ₦162.557 Billion Sukuk, and Promissory Notes issued to settle claims of Exporters.

Verdict:

It is TRUE that president Muhammadu met a debt of N12 trillion naira in 2015 and has borrowed #18.9 trillion to finance critical infrastructure projects.

Nigeria to partner WHO, others, for development, supply of COVID-19 vaccines – Buhari

PRESIDENT Muhammadu Buhari says Nigeria will continue to partner with the World Health Organisation (WHO) and some countries to ensure accelerated development and manufacturing, as well as uninhibited supply of safe and effective Coronavirus vaccines to all.

President Buhari said this on Wednesday while speaking virtually on the first day of the 75th session of the United Nations General Assembly (UNGA) Debate.

“…. Nigeria is committed to working with other member states in the spirit of global cooperation and solidarity to promote human health and general well-being,” he said.

“Nigeria will continue to partner with the WHO and some countries to ensure accelerated development and manufacturing, as well as uninhibited supply of safe and effective Coronavirus vaccines to all.”

He pledged Nigeria’s commitment to working with member states in the spirit of global cooperation and solidarity to promote human health and general well-being.

The theme of this year’s General Assembly is ”The Future We Want, The United Nations We Need: Reaffirming Our Collective Commitment to Multilateralism- Confronting Coronavirus Through Effective Multilateral Action.”

The President described the theme of the General Assembly as most appropriate and timely, noting that it captures the common desire for a renewed and revitalised organisation in need of multilateral approaches to the many challenges facing the world.

”As we reflect on the future we want and the United Nations we need, we must realise that the people of the world not only look up to us: they count on us,” Buhari said.

”If the United Nations system cannot mobilise the world to marshal out a truly effective and inclusive response to the coronavirus pandemic, then the United Nations would have failed in the core mission of giving expression, direction and solution to the yearnings of the international community.”

The Nigerian President further stated that “the future we want must guarantee human rights, human dignity, human prospects and prosperity.

He added that the principles of ‘Leaving No One Behind and Doing No Harm’ must be expressed through accountability, strategic growth initiatives and elimination of threats of all kinds.

President Buhari disclosed that his administration had embarked on measures to ensure national resilience in its quest to provide a future of hope and prosperity for all Nigerians.

”We intend to achieve this through the implementation of the Economic Sustainability Plan and the Medium Term National Development for the period 2020-2025 and 2026-2030,” he said.

”We expect that these ambitious initiatives will deliver sustainable economic growth and development to Nigeria.  

On confronting the Coronavirus pandemic, the Nigerian leader, who stressed the need for effective multilateral actions, expressed concern that the pandemic has devastated the world economy, straining the capabilities of the health systems of many countries, including Nigeria.

”In the aftermath of the Coronavirus outbreak in Nigeria, we prioritised vulnerable groups, including women, children, older persons and the unemployed, in our efforts to provide medical and social assistance to cushion the socio-economic effects of the disease.

”Accordingly, we have expanded our National Social Register, to include an additional 1 million Nigerians. Our National Social Investment Programme (NSIP) has been the vehicle for reaching out to the poor and vulnerable members of the Nigerian population, as well as providing cover for over 12 million households,” he said.

Commending the efforts of the UN and the WHO in combating the pandemic, he noted with appreciation the $2 billion  Global Response Plan launched by the UN Secretary-General to fund the coronavirus response in the poorest countries.

US commends Edo election, tasks INEC, stakeholders on credible polls in Ondo

THE United States embassy in Nigeria has commended the outcome of Saturday’s governorship election in Edo State.

In a statement on Wednesday, the US commended the various roles played by stakeholders and the statesmanship displayed by the two major contestants and their supporters during and after the election.

“Congratulations to the people of Edo State on a credible and peaceful governorship election. We thank the Independent National Electoral Commission (INEC) and the Nigerian security services on the positive role they played in the election and commend their work in strengthening Nigeria’s democracy.

“We recognize the critical role that Governor Godwin Obaseki and Pastor Osagie Ize-Iyamu played in promoting peace.  We also thank our civil society partners for their invaluable work in upholding democracy and accountability in this election,” it said.

It however expressed concern with reports of some violence that did emerge during the election, and reports of vote-buying and intimidation of both voters and civil society domestic observers.

While calling on INEC, the security forces and other stakeholders for an improved outcome in the forthcoming Ondo election, the US expresses commitment to work with Nigeria to achieve goals of peace and prosperity for both countries.

“We will continue to encourage all stakeholders, including INEC, political parties, and the security services, to improve the electoral process in the upcoming Ondo State governorship election.

“As a democratic partner of Nigeria, the United States remains committed to working together to achieve our mutual goals of peace and prosperity for the citizens of both our countries.”

There is a general belief among Nigerians on social media that the peaceful and credible outcome of the Edo polls was due to an earlier announcement of sanctions by the US on those who have in one way or another undermined elections in Nigeria.

In a statement last week, the US announced that it has imposed visa restrictions on those whose actions undermined the November 2019 Kogi and Bayelsa State elections, and also on those who will undermine the September and October 2020 Edo and Ondo State elections.

Obaseki defeated Osagie Ize-Iyamu, candidate of the All Progressive Congress (APC), to claim a landslide victory in the keenly contested election.

He polled 307,955 votes against Ize-Iyamu’s 223,619 votes, according to the final results announced on Sunday in Benin City, capital of Edo State by the INEC.

The Nigeria Bar Association (NBA) and Civil Societies Organization in elections monitoring have judged the polls to be free, fair and credible.
