Those talking about restructuring are political opportunists, says el-Rufai

Nasir el-Rufai, Governor of Kaduna State, says the people canvassing political restructuring of Nigeria are political opportunists.

“Those that are talking about restructuring see it largely as a political opportunism in my opinion rather than practical realities” said el-Rufai on Thursday when he featured on Channels Television’s morning show, Sunrise Daily.

He particularly carpeted former presidents advocating for restructuring of the country now, saying they were in power but never believed in restructuring adding that restructuring was part of the manifesto of All Progressives Congress (APC).

Goodluck Jonathan and Ibrahim Babangida, who are former presidents, are among prominent Nigerians who recently joined the call for restructuring.

“This administration under President Buhari has done more in practical terms not rhetoric about federalism, than previous administrations put together. And I give examples:  as a state government, we are now much more involved in economic policy-making at the federal level than ever,” he said.

“We meet every month under the auspices of national economic council and working together with federal government; we chart directions economic policy.

“That is part of shifting the federal-state balance. We have been involved in the investigation of the finances of excess crude account and things that were always hidden are now much more open.

“That is one practical step; others include mining. The Minister of Solid Minerals, Fayemi, has done more in involving states in trying to exploit mineral potentials. Before this administration, licenses were issued for mining in Abuja and you just see people drop in your state for mining. That has changed dramatically.”

EFCC arrests Ogbadu, DG of NABDA, over N23m scam

 

Operatives of the Economic and Financial Crimes Commission (EFCC) have arrested Lucy Jumeyi Ogbadu, Director-General of the National Biotechnology Development Agency (NABDA), for her alleged involvement in criminal conspiracy and diversion of public funds to the tune of N23 million.

Her arrest was announced on Thursday by the Commission via its Twitter handle @officialEFCC.4

According to the post on Twitter, Ogbadu was arrested on Wednesday in Port Harcourt, Rivers State, following her alleged linkage with Josiah Habu ,the Bayelsa State Director of Bioresources Development Centre, who is being investigated by the EFCC in a case of fraudulent diversion of the sum of N75 million.

Investigations by the EFCC showed that Ogbadu allegedly received the sum of N23million through a bank account belonging to one Esther Habu, Habu’s wife and admitted same in a voluntary statement made to the EFCC.

“Further investigations have also shown that, Esther Habu is one of the contractors with Bioresources Development Centre, Odi, Bayelsa State, and a total sum of N603,000,000.00k has been traced to her, in different deals involving over 20 Directors of Bioresources Development Centres across the country,” EFCC said.

Ogbadu’s linkage with all these scams is being investigated.

She has been duly served with bail conditions while investigations continue.

Garba Shehu on presidential jet: Those criticising Buhari lack understanding

 

Garba Shehu, Senior Special Assistant to the President on Media and Publicity, says “a lack of understanding of protocol around foreign trips by heads of states” is responsible for the criticism of the parking of the presidential jet in the UK, where President Muhamadu Buhari has been receiving treatment for the past 52 days.

It had been speculated that  the the President’s trip was costing the country £4000 or $5000 every day (amounting £208,000 in the 52 days of Buhari’s UK stay) but Shehu said the figure was no more than £1000 daily.

Using the official exchange rate of N392 to £1, the reports claimed a total of N81,536,000 had been spent on an idle presidential jet alone.

However, using Garba Shehu’s explanation that the country was paying at least £1000 daily on the Buhari’s aircraft, it means the costs had accumulated to a figure in the region of £52,000 (or N20,384,000) as of Thursday.

“The presidency is constrained to decry criticisms, mostly on social media, on the retention in London of the presidential aircraft, NAF 001 as mostly informed by lack of understanding of protocol around foreign trips by heads of state all over the world,” Shehu said on Thursday.

“It is important to state that for reasons of protocol, national security, diplomacy and prestige, there is no world leader who travels abroad and is left without plans for immediate return or possible evacuation.

“From the operational point of view, this country’s armed forces as represented by the Nigeria air force are not to abandon their commander-in-chief in whichever circumstance he is. This is a standard operating procedure.

“We have also read claims about outrageous fees allegedly paid by Nigeria. The published amounts are totally untrue. Aircraft conveying heads of state all over the world usually enjoy waivers even where payments for parking are differentiated by aircraft categories.

“We have been assured that where the waiver is not granted, payment will not exceed £1,000, which is a quarter of the amount being peddled.”

Shehu urged Nigerians to ignore the campaign of the opposition, saying Buhari is not the first president  to enjoy such privilege.

“For the avoidance of doubt, this president is not the first to have a presidential aircraft standing by for him, as he will certainly not be the last,” he said.

“All past heads of this country have had this privilege.

“We appeal to Nigerians to ignore opposition campaign aimed at derailing this administration’s big plans for the country.

“This is a government that is constructing the Second Niger Bridge, the Mambila Power Plant, the East-West and the North-South standard gauge railway lines.

“We are a government that has saved this country an annual loss of N2 million from fraudulent petroleum subsidy schemes by influential citizens and their children, and rid the public service of about 50,000 ghost workers. The Buhari administration certainly deserves a chance.”

Seven times Nnamdi Kanu has violated his bail conditions

 

Many Nigerians are already wondering if Nnamdi Kanu, leader of the Indigenous People of Biafra (IPOB), has forgotten the conditions attached by the court to his hard-earned bail. Perhaps, he just chooses to ignore the 12 conditions given him by Justice Binta Nyako, who said she was convinced that Kanu was ill and needed more medical attention than the Nigerian Prisons gave him. Kanu received bail in April 2017.

The matter was adjourned till July 11 and 12, for definite commencement of trial. The bail conditions state clearly that Kanu must not hold rallies, must not grant interviews, must not be in a crowd of more than 10 people, must deposit his Nigerian and British passports with the court, must provide the court with monthly reports on the progress of his health and treatment, and must provide three sureties in the sum of N100 million each.

Also, one of the sureties must be a senior highly placed person of Igbo extraction, such as a senator; the second surety must be a highly respected Jewish leader since Kanu said his religion is Judaism; and the third surety must be a highly respected person who owns landed property and is resident in Abuja.

On how many occasions has Kanu violated the conditions of his bail? Many. But here are just seven of them.

MAY 13, 2017, CROWD VISIT

Since his release from Kuje prison on April 28, 2017, the IPOB leader has been seen frequently seen in the midst of crowd that easily passed for outright violation of the condition that he must not be in the midst of more than 10 people.

On May 13, 2017, the Igweocha Riverine zone of IPOB paid a solidarity visit to Kanu. Led by Mazi Onyebuchi, Mazi Samuel Nzeh, Mazi Thankgod and Mazi Tochukwu, the massive crowd chanted Biafra songs all round Umuahia.

The crowd was received by Nnamdi Kanu, his parents, wife, brother and the entire Royal family.

MAY 28, 2017, CROWD VISIT

On this day, Nnamdi Kanu was at his father’s compound in Abia State, where he addressed a crowd of his Biafra agitators. It was on the occasion of the Shabbat, a Jewish religious programme. The video of the event went viral on the social media. But his bail condition says he must not be seen in a crowd more than 10 people.

JUNE 20, 2017, SUPPORTERS’ VISIT

Again, on June 20, at his father’s palace, Kanu received a crowd of his supporters.

JUNE 22, 2017, OYI LG VISIT

On the 22nd June, 2017, Biafrans from Oyi local government area of Anambra state visited the  leader of IPOB in his country home in Afara-Ukwu Ibeku in Umuahia, Abia State, in solidarity with him and to reiterate their support for the Biafra struggle.

Awkuzu, Ogbunike, Nkwere-Ezunanka, Umunna and 33 electronics market were represented. The solidarity visit was occasioned by kanu’s call for Biafrans in Anambra State to boycott the November governorship election. No sooner had kanu’s Oyi visitors left than another group from Asab thronged the palace.

JUNE 27, 2017, VISIT TO PORT HARCOURT

On Tuesday, June 27, Kanu was welcomed by massive crowd to Port Harcourt, Rivers state. He met with members of the Ijaw Youth Council in Port Harcourt.

INTERVIEW WITH THE SUN

Although the bail prevents Kanu from speaking to the media, He has granted interviews. In the latest, published by The Sun on Monday, he described Jonathan as a weak president, saying his wife would have performed better in that office.

In a recent interview with the German media outfit, Kanu threatened that “if the government does not agree to organise a referendum, there would be no elections in Biafra land.  “No more elections here.They can put whoever they like in office. They can do whatever they like with their political positions. We will not engage in any political process.

When the case resumes in July, if Kanu’s conduct so far will play a role in whether he continues enjoying bail or he returns to detention.

FLASHBACK: How Suntai and associates held Taraba to ransom for three years

 

Dambaba Suntai, former Governor of Taraba State, a man who survived food poisoning and plane crash, continued to be the governor of the state until 2015 when he completed his second term in office, even when it was obvious that he had suffered brain damage. 

Suntai, a pharmacist who enrolled for training as a pilot at the Nigerian College of Aviation in Zaria in 2010, was piloting his private plane when it crashed at the Yola Airport in Adamawa State on October 25, 2012.

He was transferred from a hospital in Yola to the National Hospital, Abuja, on October 26, 2012, and flown to Germany the following day. He was later flown to US for further treatment.

Following the ill-fated air accident, Taraba Sate was embroiled in political controversies and intrigues over Suntai’s stay as Governor despite being incapacitated. Here are a few of them:

FAILURE TO HAND OVER

Suntai and his handlers refused to transmit a letter to the Taraba State House of Assembly investing his deputy with the powers to be Governor in acting capacity. But when he hadn’t returned after 21 days, the legislature invoked Section 190(1) of the 1999 Constitution to swear in Garba Umar, his deputy, on November 14, 2012.

‘BRAIN DEAD’ CONTROVERSY

Few weeks after the accident, it emerged that Suntai had a serious brain injury and had lost his memory. This knowledge divided the state. It was alleged that Umar’s supporters mounted a strong propaganda in the media against Suntai to give credibility to claims that he was a ‘vegetable’ and that the deputy should be made substantive Governor.  However, the Suntai’s group continued to report that the injured governor was recovering fast and that he had a sharp memory. They staged several false events, including one that Suntai made a broadcast to the state, inspected some projects and that he could walk unaided.

RETURN TO TARABA

On August 25, 2013, 10 months after his medical trip abroad, Suntai returned amidst reports that he could not talk. He was carried out of the plane by his aides because he clearly could not walk at the time. Umar, his deputy,was blocked from receiving him in Jalingo. Still, the people around him all claimed he was fit to return to his duty post. In fact, one even said at the airport that Suntai was “mentally alert and lucid”.

In less than 72 hours of his return, he dissolved his cabinet. It was unclear if he had the mental alertness to take the decision, or if it was taken by the people manipulating him. Apart from sacking the cabinet, he also removed the Secretary to the State Government and replaced his Chief of Staff.  However, Acting Governor Umar countered the dissolution of the cabinet and said the cabal wanted to hijack the government.

Despite sacking the cabinet, it was obvious that Suntai was not in the right state of mind. He could not recognise members of the State House of Assembly when they visited him. It was therefore resolved that Umar should continue in acting capacity but should always liaise with those in Suntai’s camp for peace in the state. Within a week of his return, Suntai was flown back abroad on the bill of the state to continue his medical treatment. Tax payers’ money wasted!

FAILURE TO ADDRESS STATE ASSEMBLY

During the period that Suntai tried to cling to power, the legislators demanded just one thing: that he should address them to prove that he was hale and hearty. It was a period that unnecessarily heated up the polity and divided the two power camps in the state.

Umar’s alleged plan to become substantive Governor did not materialise, though, as he was sacked by the Supreme Court just six months to the end of Suntai’s tenure. Danladi Abubakar, the impeached Deputy Governor, was reinstated.

THE SECOND COMING

Suntai returned to Nigeria in November 2014, shortly before the Supreme Court was to decide on Abubakar’s suit seeking his reinstatement as Deputy Governor, and — as a consequence of Suntai’s illness — Governor. The timing of that return is believed to be related to the impending judgement, and it again heated up the polity. The court ruled in favour of Abubakar and he became substantive Governor. Suntai, meanwhile, remained in the state until the 2015 election, which marked the end of his tenure. He subsequently left the country in June to the US, where he received treatment until his death.

OBITUARY: Danbaba Suntai… wrecked by a plane crash, loved to the grave by his wife

On all counts, there are two extreme and opposite ways of remembering Danbaba Suntai. And whichever one you choose is a reflection of of your psychological attitude. It’s about whether you’re an optimist or a pessimist; it’s about your perception of not just life but death.

It is possible — and quite justifiably so — to remember Suntai as that former Governor of Taraba State who killed himself; he, after all, self-piloted the aircraft that crashed in Adamawa, Yola State, in October 2015, and he never recovered from that crash till his death. It is also possible to remember him as one of the luckiest humans to grace the country’s political scene: he did not win his party’s governorship primary yet he ended up becoming Governor. Not only that, the winner of that primary surrendered the ticket to him and went on to back him with his political machinery. It’s all your choice whichever of the two stories you want to remember.

You could see Suntai as the victim, the ex-governor who was abandoned by his political associates after a severe brain damage he never looked like recovering from. Or you could see him as a victor, a 55-year-old who, after his world came crashing, could still count on the love of his wife — a woman so proud to show him off to the world despite his quick, sour transformation to the opposite of his former handsome self. On February 14, 2017, his wife, Hauwa, was in hospital with him, showering him with gifts, laughter and kisses in the confinement of his wheelchair. Those photos triggered conflicting emotions from the public — pity, on the one hand, a see-what-Suntai-has-become glance at the pictures; or gratitude, a despite-everything-Suntai-still-has-the-gift-of-love gaze.

Again, it’s all a matter of how you choose to reason; and whatever you choose to see, this is one of the very few situations in life where you can neither be wrong nor right. Such was the life Suntai lived for 56 years less two days.

PHARMACY TO POLITICS

Born Danbaba Danfulani Suntai June 30, 1961, at Suntai Town in Bali Local Government Area of Taraba State, he attended Federal Government College, Kano between 1975 and 1980, and the School of Basic Studies at Ahmadu Bello University, Zaria from 1980 to 1981.

In 1984, he graduated from Ahmadu Bello University, where he studied Pharmacy. He did his internship at the Yola Specialist Hospital and had his national youth service at the State Hospital, Ijaiye, Abeokuta, Ogun State, between 1985 and 1986.

Suntai worked at the General Hospital, Ganye, in old Gongola State until 1991, by which time his political career was well and truly under way. Two years earlier, he had been elected chairman of Bali Local Government; and by 1999, he was State Chairman of the All People’s Party (APP). He became Secretary to the Taraba State Government in 2005 and held the position for two years.

FREE GOVERNORSHIP TICKET

In 2006, when Suntai was eyeing the Taraba State governorship, he couldn’t even contest the primary of the Peoples Democratic Party (PDP). The odds were stacked against him; if he did, he would have lost. It was matter-of-fact a David against Goliath affair. Suntai knew he could not displace Danladi Baido, the political godson of Jolly Nyame — one of the few Nigerians to have been governor for more than eight years. Nyame was the first civilian governor of Taraba State, and he was in office between January 1992 and November 1993. Upon return to democratic rule in 1999, he re-contested, won easily, and repeated the process in 2003.

Baido had been with Nyame all through the years. In 1992/93, he was Nyame’s personal aide. Between 2002 and 2007, Nyame gave Baido different positions in his cabinet, including a spell as Commissioner for Local Government and Chieftaincy Affairs, and another as Commissioner of Finance. When Nyame was leaving in 2007, he handpicked Baido to succeed him. With the state’s party structure firmly under his control, Nyame effortlessly helped Baido clinch the ticket.

Baido looked set to trash all comers in the election proper until “powers from above” stepped in. Two months to the election, the party secretariat snatched the ticket from him and handed it over to Suntai, citing a ‘corruption advisory list’ from the Economic and Financial Crimes Commission, EFCC, which had Baido’s name. Till date, the list is believed to have been used by Olusegun Obasanjo, former President, to haunt those standing in the way of his favourites for elective positions..

BREAKUP WITH BAIDO

Baido was unhappy but it appeared (at least to the public) he willingly surrendered his mandate, especially as he transferred his political capital to Suntai, who won as expected. As compensation, Suntai appointed him his Chief of Staff.

But as with every marriage of convenience rather than necessity, the duo soon split and Baido, to everyone’s surprise save Nyame’s, headed to court to challenge Suntai’s victory. Too little too late, he lost out. At that time, it looked like Baido could never overtake Suntai no matter how hard he tried. Not forever. Tables were swapped a few years later, but how did it happen?

THE OCTOBER 2012 PLANE CRASH

Less than a year after winning re-election — apparently much to Baido’s disappointment — Suntai and five of his aides were involved in an air crash when their private plane, a Cessna 208 aircraft marked 5N-BMJ, crashed in Yola. Suntai personally flew the aircraft. He suffered severe injuries, including brain damage, and never truly returned to office.

The accident would alter the power balance in the state; and two years later, Baido emerged from the shadows to win the race to represent Ardo-Kola, Lau and Karim-Lamido constituency at the House of Representatives.

THE YAR’ADUA CARD

Two days after the air mishap, Suntai was flown to Germany for further treatment. The chief beneficiary of the tragedy was Garba Umar, a man who, two weeks before the crash, was nowhere near the government house. Umar was sworn in as Deputy Governor on October 5, 2012, following the impeachment of Sani Danladi Abubakar, the erstwhile Deputy Governor.

It was 20 days after the swearing-in that Suntai’s plane crashed. Although Suntai failed to hand power over to his deputy, the State House of Assembly invoked Section 190(1) of the Constitution to swear Umar in as Acting Governor.

Suntai’s loyalists were unhappy; power was slipping away and they needed to fight back. For strategy, they didn’t need to look so far — just three years earlier. In November 2009, Umaru Musa Yar’Adua, then President, was terribly sick and flown to Saudi Arabia. When he didn’t return for months, the Senate swore Goodluck Jonathan in as Acting President on February 10, 2010. Fourteen days later, Yar’Adua was flown to the country in the cover of the darkness. He never quite regained power, even on his return. In May 2010, he died.

Suntai’s people weren’t as impatient as Yar’Adua’s; they waited 10 months abroad before flying him in. He was so physically and mentally weak that he couldn’t address an eagerly waiting media at the airport. John Dara, his associate and one of the people behind the plot, lied that he was mentally alert.

“We were excited to see him and it is understandable that after the long trip, he was weak and tired,” Dara said at the airport. “But we were thrilled by the fact that he recognised everyone by name which shows that he is mentally alert and lucid.”

No, he wasn’t lucid! Suntai never addressed the media or his executive council or the state assembly but the power mongers around him continued to speak and issue statements, claiming that they were authorised by the ailing governor. He was desperate to return as substantive Governor but he couldn’t fulfill the one condition demanded by the lawmakers: “come and address us so that we’re sure you’re mentally fit for work”.

The desperate tussle to regain power from Umar was eventually settled by fate when the Supreme Court invalidated Abubakar’s impeachment as Deputy Governor, consequently enthroning him as Acting Governor. Suntai clung to power until May 2015 when his tenure expired.

A HAPPY ENDING… ‘I LOVE YOU’

Suntai fizzled out of the limelight after leaving office — candidly put, after the office left him — and he started to struggle with funding for his expensive overseas treatment. But one thing he never lacked was his wife’s attention. On February 14, 2017, photos of his wife with him in hospital surfaced online.

Two things the photos succeeded in proving: the wheelchair-ridden Suntai was so frail and apparently neurologically unwell that he could never have been fit to rule his state in 2013 as claimed; and he had lost so much colour and fervour that if his wife could still present him an ‘I Love You’ memento, then she truly must be in love with him. Madly so.

While the first is bad news, the second is a privilege many alive cannot claim to have. For that, Suntai must count himself extraordinarily lucky — even in death.

Evans ‘files’ suit compelling police to charge him to court or release him

Chukwudumeme Onwuamadike, the notorious kidnapper better known as Evans, has filed a suit seeking to compel the Nigeria Police Force to charge him to court or release him.

This was disclosed by Victor Mbidi, a correspondent of Channels television, via his twitter handle on Wednesday.

According to Mbidi, the suit was filed at a Federal High Court in Lagos, and seeks to compel the Police to either charge the suspect to court or release him from custody.

Evans was arrested by the Inspector-General of Police intelligence response team led by Abba Kyari, an assistant commissioner of police.

Police say he will be charged to court after investigations have been concluded.

ICPC, SARS raid Namadi Sambo’s Kaduna residence

Operatives of the Independent Corrupt Practices and other related offences Commission (ICPC) and the Special Anti-Robbery Squad (SARS) on Wednesday raided the Kaduna residence of Namadi Sambo, former Vice President.

The road leading to Sambo’s house was cordoned off for the two hours that the operation lasted.

Details of the incident were still sketchy as of the time of filing this report.

The security operatives were quite hostile, threatening to shoot anybody who came close to the house.

Sambo has remained largely anonymous since the 2015 general election, when the presidential ticket he held with Goodluck Jonathan was not renewed at the polls.

His most recent public outings were at the wedding of Ibrahim Babangida’s daughter in Minna, and his visit to Acting President Yemi Osinbajo in May.

Suntai, plane crash survivor, former Taraba governor, dies at 55

 

Danbaba Suntai, former Governor of Taraba State, whose 56th birthday is only two days away, has died.

According to SaharaReporters, his demise was confirmed by Emmanuel Bello, former Commissioner of Information in the state.

Born on June 30, 1961, Suntai survived a helicopter crash at the Yola Airport in Adamawa State in 2012.

He suffered brain injury after the crash and had been undergoing rehabilitation at home after a long medical stay abroad.

 

After a series of death threats, ‘assassins open fire’ on EFCC investigator

 

Austin Okwor, a top investigator with the Economic and Financial Crimes Commission (EFCC), is currently hospitalised in Port-Harcourt, the Rivers State capital, after he escaped from suspected assassins on his way from work.

Wilson Uwajuren, spokesman to the EFCC, made this known in a statement on Wednesday.

Okwor is attached to the Property Fraud Section of the EFCC Zonal office in Port Harcourt and is one of the operatives investigating some sensitive cases including that pertaining to corrupt judicial officials.

He had closed late on Saturday and was on his way home when the assailants opened fire on him.

“Luckily for him, he was able to shake off his assailants but not without sustaining some bullet wounds as they kept firing at him,” uwujaren said.

“He was rushed to a private hospital in Port Harcourt where he is receiving treatment.”

Uwajuren noted that before the attack, Okwor had been receiving threat messages. “One of such messages, which he received sometime in May 2017, was reported to the Police,” he stated.

The assassination attempt has also been reported to the Police in Port Harcourt.

According to Uwajuren, this was not the first time officials of the EFCC were being attacked and unlike Okwor’s, some of the attacks had led to the death of operatives of the commission.

He said: “This incident underlines the hazards which operatives of the Commission are daily exposed to in the discharge of their duties.

“In 2010, precisely September 14, the head of the Commission’s Forensic Unit, Abdullahi Muazu was shot and killed by unknown gunmen in Kaduna.

“Six months earlier a team of prosecutors returning to Enugu after a court appearance in Owerri, Imo state was attacked by gunmen who opened fire on them. Sergeant Eze Edoga the police escort was cut down while a senior counsel with the Commission, Joseph Uzor, was critically wounded but survived.”
