COVID-19: European countries may bar American travellers

EUROPEAN  Union countries are planning to bar Americans from entering their country citing the United States’ failure in tackling the coronavirus disease (COVID-19) pandemic, The New York Times reports.

The report state that a draft list of acceptable travellers, will lump American visitors together with Russians and Brazilians as unwelcome.

The report also disclosed that the list would be revised every two weeks to reflect new realities around the world as countries see the virus ebb and flow.

The EU countries are planning on reopening its borders three months after agreeing to a plan proposed by the EU Commission which foresees the closure of the external borders of the territory as the most extreme measure taken by the block to halt the further spreading of the COVID-19.

A final decision on reopening the borders is expected early next week, before the bloc reopens on July 1.

The United States has seen a record of more than 2.3 million COVID-19 cases in the world and upward of 120,000 deaths, more than any other country.

It is also experiencing a surge in new infections and would be in the same category as No.2 hotspot Brazil and Russia, according to the New York Times.

Since imposing lockdown, travellers from the United States and the rest of the world have been excluded from visiting the European Union, with few exceptions mostly for repatriations or essential travel since mid-March.

US President, Donald Trump had in March, when Europe was the epicentre, banned citizens from most European Union countries from traveling to America.

The US president had at that time justified the move as necessary to protect the United States, which at the time had nearly 1,100 coronavirus cases and 38 deaths.

Only 1000 pilgrims will perform Hajj this year ― Saudi Authority

SAUDI Arabia has disclosed that this year Hajj pilgrim numbers could be limited to less or more than 1,000 to protect public health in the wake of the coronavirus pandemic, Arab News reports.

Dr Tawfiq Al-Rabiah, Saudi’s Health Minister,  told a press conference on Tuesday that compulsory isolation before and after the pilgrimage will also be enforced.

He said Saudi Arabia is capable of ensuring pilgrims’ safety this year, noting that limiting the number of pilgrims this year is important.

“The health ministry has accumulated experience in the service of pilgrims, and thus has enough human and technical capacities to serve pilgrims and preserve their health,” Al-Rabiah said.

He added that an integrated hospital at holy sites will be provided, along with a health center in Arafat in case of emergencies during Hajj.

Medical cadres will also accompany pilgrims throughout their journey.

“Only people residing in the Kingdom, who are under 65 years of age and who do not have chronic diseases will be allowed to perform Hajj this year. They will get tested before arriving to the holy sites and will be subject to self-isolation after performing Hajj,” the Minister said.

He added that those serving pilgrims during Hajj will also be tested.

Meanwhile, many East Asian countries decided to cancel their delegations to this year’s Hajj before the Saudi decision to limit pilgrim numbers.

Mohammed Saleh Bentin, Saudi Minister of Hajj and Umrah said: “We appreciate this decision as it aims to protect people above everything else, which was also the priority of the Kingdom since the start of the pandemic, where it canceled Umrah and has now decided to limit the number of Hajj pilgrims to people already residing in Saudi Arabia.”

He added that the decision to limit numbers to less or more than 1,000 “was taken based on the Kingdom’s principles and past experience in managing Hajj, adding that the main aim is preserving the health and safety of pilgrims in light of the coronavirus pandemic.

“It is a delicate process and we are working with experts at the health ministry, the interior ministry and other authorities to ensure a safe Hajj,” Bentin said.

He added that the Hajj ministry will cooperate with diplomatic missions in the Kingdom to determine the number of eligible non-Saudi residents.

Media coverage of this year’s Hajj will be in line with adopted health measures, he said.

Bentin further stated that the Kingdom’s decision to limit Hajj pilgrims was based on the continuation of the coronavirus pandemic and the risks of it spreading in crowded spaces and large gatherings.

“We have been working alongside the health ministry to determine precautionary measures and protocols that need to be followed. Preserving human lives is our priority, therefore, special plans have been set in place for this year’s Hajj, including the self-isolation of pilgrims both before and after performing Hajj,” he said.

He added that there will be no exceptions made for pilgrims arriving from abroad.

“We are aware of the dangers of this virus. Countries around the world have closed their borders. Therefore, no exceptions will be made,” he said.

In 2019, 2,371,675 pilgrims performed Hajj in Saudi Arabia.

ECO Currency: Buhari cautions on common denomination championed by francophone countries

PRESIDENT Muhammadu Buhari has cautioned on the ambition for single regional currency which he said could be in ‘serious jeopardy,’ unless member states complied with agreed processes of reaching the collective goal.

“We must proceed with caution and comply with the agreed process of reaching our collective goal while treating each other with utmost respect,” President Buhari said on Tuesday.

“Without these, our ambitions for a strategic Monetary Union as an ECOWAS bloc could very well be in serious jeopardy.’’

In a press statement  by Femi Adesina, Special Adviser on Media and Publicity to the President, Buhari expressed concern over the decision of francophone countries that form the West African Economic and Monetary Union (UEMOA) to replace the CFA Franc with Eco ahead of the rest of member states.

The president  spoke during a virtual extraordinary meeting of the Authority of Heads of State and Government of the West African Monetary Zone (WAMZ) where he presented Nigeria’s stance on the new regional currency.

The meeting discussed the implementation of the ECOWAS Monetary Cooperation Programme (EMCP) and the ECOWAS Single Currency Agenda.

“Your Excellencies, you all are familiar with the history of the Eco thus far, so I will not bore you with that. We reverted to a single-track approach, giving up Eco which is the original idea of the WAMZ so the ECOWAS-wide programme could thrive,” Buhari said at the summit.

Buhari commended progress made by the organization which it described as remarkable which has included the adoption of the Exchange Rate Regime, the name and model of the common Central Bank and the symbol.

“This is in addition to deviating from the Community Act on consistent attainment of convergence in the three years running up to the introduction of the currency, and our subsequent reinforcing directives.

“I am informed that the French Ministers have approved a bill to reform the CFA Franc and most, if not all of the UEMOA Member States, have already passed legislation in their various Parliaments to that effect,” he said.

“It is a matter of concern that a people with whom we wish to go into a union are taking these major steps without trusting us for discussion.’’

However, Buhari assured ECOWAS leaders of Nigeria’s commitment to the ECOWAS single currency and urged them to critically consider the recommendations made by the Convergence Council and take a common position to safeguard the West African Monetary Zone from the pitfalls of a questionable union.

He further affirmed Nigeria’s support for a monetary union with the right fundamentals, which guarantees credibility, sustainability and overall regional prosperity and sovereignty.

According to the president, Nigeria also believes that given the potential contractions and even losses from the global Covid-19 pandemic, member states cannot but be too cautious about ensuring compliance with the set standards.

“We cannot ridicule ourselves by entering a union to disintegrate, potentially no sooner than we enter into it.

“We need to be clear and unequivocal about our position regarding this process. We must also communicate same to the outside world effectively. We have all staked so much in this project to leave things to mere expediencies and convenience.

“My dear colleagues, Heads of State and Government, It is obvious that we are at a crossroads.
In the light of the caution raised by Nigeria and some other West African countries at the meeting, ECOWAS leaders resolved to convene an enlarged meeting of the regional bloc on the single currency issue.

The Eco is the proposed name for the common currency that the West African Monetary Zone (WAMZ) plans to introduce in the framework of the Economic Community of West African States (ECOWAS). After its introduction, the goal is to merge the new currency with the West African CFA franc (used by most French-speaking members of ECOWAS since 1945). This will create a common currency for much of West Africa.
