NCAA to sanction airlines over non-remittance of ticket sales charges

THE Nigeria Civil Aviation Authority (NCAA) has warned that airline operators who fail to remit the mandatory five per cent ticket sales charge and cargo sales charge (TSC/CSC) risk two-year imprisonment, N5 million fine, or both penalties.

The five per cent TSC/CSC is statutory and deducted from the total air ticket paid by air passengers to airlines, and also apply to cargo charge.

Stop Selling Tickets In Dollars, NCAA Warns Airlines

The directive is contained in the newly introduced Civil Aviation Act (CAA) 2022. President Muhammadu Buhari signed the CAA 2022 into law in August.

Section 23(10) of the CAA stipulated that the NCAA may delegate power to collect the five per cent TSC/CSC to the airlines, prescribe the manner and time for making remittances of funds collected on its behalf.

The Act equally places a N5 million fine, two-year imprisonment, or both on operator’s directors whose airlines fail to remit the funds to the NCAA within the specified time.

The TSC/CSC is shared among four aviation agencies – NCAA, Nigerian Airspace Management Agency (NAMA), Nigerian Meteorological Agency (NIMET) and the Nigerian Safety Investigation Bureau (NSIB).

The NCAA had in August warned airlines against price fixing or any gang up to fix price of flight tickets without its knowledge.

Also, the agency issued ultimatum to local operators over unpaid debts of N49.29 billion ($108.8 million).

However, airline operators had lamented that the rise in aviation fuel, known as Jet A1, has increased operational cost to over 130 per cent and therefore called for the removal of the five per cent surcharge collected by the NCAA.

Reacting to the demand of the airline operators, NCAA stated that the money was collected on behalf of the Federal Government.

The agency also noted that passengers, rather than the airlines, are the ones that credit the fund.

Yuletide: Lagos records 24 fire emergencies on Christmas Day

THE Lagos State Fire and Rescue Service has disclosed that it received 24 fire outbreak emergencies on Christmas Day.

The Agency said this was the highest-ever fire emergency it had recorded on a single day.

The Director of the Lagos State Fire and Rescue Service, Adeseye Margaret, said ten fire incidents were also witnessed on Boxing Day, including a residential building at 54 Aledelola Street, Ikosi Ketu.

“Twenty-four fire emergencies were received on Christmas Day. This is the highest ever recorded in a given 24 hours. This gives much to be desired.

“The fire alert, which was reported at about 6.18 p.m. on Boxing day, was the 9th of the ten emergencies recorded that day,” she said.

The fire service said the incident, which recorded no casualty, is being investigated to find out the cause while efforts will be put in place to prevent constant fire and related emergencies since last November.

Adeseye advised Lagos residents to stop storing fuel and other explosive substances in their homes.

The Lagos State Emergency Management Agency (LASEMA) had earlier advised residents of the state to be safety cautious during the Yuletide period.

Head of LASEMA, Femi Oke-Osanyintolu, gave the advise at the Agency’s Christmas Carol Service at the Command and Control Centre, Alausa, Ikeja.

Oke-Osanyintolu said it is the LASEMA’s responsibility to manage emergencies and disasters on a 24-hour basis, stressing that the Agency was ready to discharge its responsibilities during the festive period.

Wike warns Atiku campaign team as thugs vandalise SDP office in Rivers

THE Rivers State government has warned the Atiku/Okowa Campaign Organisation of the Peoples Democratic Party (PDP) against disobeying a court order which sealed its campaign office in Port Harcourt.

The ICIR had reported how Rivers State governor, Nyesom Wike, shut down the Atiku/Okowa campaign office in Port Harcourt barely two months to the 2023 polls using Executive Orders 21 and 22.

Ortom insists he is not Wike’s errand boy

“The Rivers State Executive Order 22 prohibits the location of a political campaign office in a residential area. It was the court that ordered the place to be sealed up,” Wike’s spokesperson,  Kelvin Ebiri, had said in a statement released to explain the development.

Speaking to journalists on Monday, December 26, River State Commissioner for Information, Alagbo Chris Finebone, warned that the campaign team of the PDP’s presidential candidate, Atiku Abubakar, would pay a “heavy price” if it disobeys the court order.

Finebone also said dragging the name of the governor, Wike, into the issue of revocation of the certificate of occupancy “is absolutely pointless” and will not change the status quo.

“They know that if they have acted in disobedient of the order of court, they will pay a heavy price. Dragging the name of the governor into their self-inflicted misfortune is absolutely pointless.

“They should know that the court or judiciary is outside the control of the governor but operate independently.

“Predicting the consequences of their indiscretion with a view to scuttling it and diverting attention has become obsolete tactic,” he said.

Meanwhile, suspected thugs in the early hours of Monday, December 26, vandalised the secretariat of the Social Democratic Party (SDP) in Nonwa, Tai Local Government Area of Rivers State.

Witnesses said the yet-to-be-identified thugs invaded the secretariat in the early hours of Monday and pulled down the rostrum, destroyed chairs and the billboards of Senator Magnus Abe, the party’s gubernatorial candidate.

A statement released by Abe’s spokesperson, Parry Saroh Benson, said “several attacks and threats to life and property of the SDP governorship candidate would not deter him from campaigning in Tai and other local government areas of the state”.

The statement called on the state Commissioner of Police and other security agencies to investigate the incident, and bring an end to escalating political violence in the state.

Spokesperson of the Rivers State Police Command Grace Iringe Koko could not be reached for comment as of filing this report.

Police hide identity of cop arrested for killing Lagos female lawyer

THE Police is hiding the identity of a killer cop who killed a female lawyer in Lagos on Christmas Day.

The female lawyer, Bolanle Raheem, was shot by the killer cop who was allegedly extorting motorists with other members of his team under the Ajah Bridge, near the Ajiwe Police Station, in the Ajah Area of Lagos State.

The cop, said to be an Assistant Superintendent of Police (ASP), is believed to be attached to the Ajiwe Police Station.

The ICIR gathered that about three weeks ago, a young man, Gafaru Buraimoh, was shot dead by a police officer attached to the same Ajiwe Police Station.

The female lawyer was reportedly returning from a Christmas Service when she was shot by the killer cop.

The cop shot Bolanle in the chest, at close range, after asking her husband, who was driving, to park the vehicle, according to multiple reports.

The spokesperson of the Lagos State Police Command, Benjamin Hundeyin, a Superintendent of Police (SP), confirmed the incident in a statement on December 26.

The police spokesperson identified the killer cop as an ASP.

But that was as far as the Lagos State police spokesperson went in revealing the killer cop’s identity.

The statement did not name the culprit, even though he is said to be in detention. The statement added that the killer cop is being investigated alongside two members of his team.

“The ASP that shot and two others with him have since been taken into custody. They are to be moved to the SCID (State Criminal Investigation and Intelligence Department) for further investigation,” Hundeyin said in the statement.

The ICIR observes that the police usually disclose the identity of suspects arrested for various criminal offences.

As the spokesperson of the Lagos State Police Command, Hundeyin regularly issues statements on arrests and other activities of the Force in the state. The names and pictures of arrested suspects are usually included in the press statements he releases via various platforms, including Twitter and email.

The failure to disclose the identity of the killer cop who killed Bolanle, the female lawyer, in Lagos on December 25, has raised eyebrows. There are concerns that the culprit may walk free if his identity is not made known to the public.

In an interview with The ICIR on Monday, December 26, the National Coordinator of the Human Human Rights Writers Association of Nigeria (HURIWA), Emmanuel Onwubiko expressed concerns at the development.

Onwubiko noted that the Nigeria Police Force (NPF) has a habit of shielding rogue officers.

“The Nigeria Police Force is a dysfunctional institution which does not respect the ideals of professionalism. It is an institution that is in progressive decay, and that is one of the reasons why they conceal the identity of their members who commit offences and who are actually rogue policemen. And when an institution protects the identity of its rogue members, that institution becomes a rogue institution,” Onwubiko told The ICIR in a telephone interview.

Reacting to concerns that the killer cop could walk free if his identity was not revealed, Onwubiko said the media and civil society organisations should prevent that from happening.

He said, “The police will be able to succeed in shielding these rogue policemen from justice if the media does not follow up on cases such as these. It is not enough to just report these cases once and forget about them. There should be follow-up reports; reporters should stay on these cases. If care is not taken the guy will just go back to work so it is left for the media and civil society organisations to ensure that that does not happen.”

War on drugs: US supports NDLEA with forensic, intelligence, prosecution tools

0

THE United States (US) has announced a project to strengthen the National Drug Law Enforcement Agency (NDLEA) in the areas of forensics and chemical analysis, intelligence gathering and prosecution.

This was disclosed in a statement by NDLEA spokesperson Femi Babafemi on Monday, December 26.

The NDLEA received an official letter from the US government announcing the grant, which followed a request by the agency’s chairman, Mohamed Buba Marwa, at meetings with US officials in Abuja and Washington DC.

The statement said the project would be implemented by the United Nations Office on Drugs and Crime (UNODC) in Nigeria.

“Aside from the support for the forensic and chemical analysis capacity of the Agency, the US government also said the project will further support NDLEA efforts to conduct intelligence-led investigations through diverse resources as well as legal books and an e-library for prosecution and other legal needs of the Agency.

“Through all this, the NDLEA will be better equipped to prosecute cases with reliable evidence, using improved collection, handling, and custodial procedures. We appreciate our strong and continued working relationship and believe this project will be an important step in advancing our shared goal of a united, peaceful and stable Nigeria,” the statement added

The latest support from the US Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) comes on the heels of a N500 million grant for funding of selected projects in the Agency by the Abdul Samad Rabiu Initiative (ASR Africa).

Outrage as Lagos police officers kill two persons in three weeks

NIGERIANS on social media have expressed outrage over the death of a female lawyer, Bolanle Raheem, who was shot by an assistant superintendent officer in the Ajah area of Lagos State on Christmas Day.

The police officer was attached to Ajiwe Police Station, Ajah.

The ICIR gathered that the incident is coming barely three weeks after a young man, Gafaru Buraimoh, was shot dead by police officers attached to the same station in Lagos.

The unnamed policeman and his team were said to have tried to stop Bolanle and her family members as they drove back home from a Christmas Day church service.

Bolanle was shot when the car conveying her tried to make a U-turn under the Ajah Bridge.

The victim was rushed to a hospital but was confirmed dead.

The killing of Bolanle Raheem is one of the several incidents of police brutality and extrajudicial killings that have been recorded in Lagos and other parts of Nigeria in recent times.

Following the incident, social media influencers and human right activists have expressed their displeasure over the mindless killings of innocent citizens by the officers of the Nigerian Police Force.

A human right lawyer, Festus Ogun, described the incident as a recurring decimal and demanded justice for the victim.

“This unfortunate incident is not unprecedented. The police have shown consistent contempt and hatred to lawyers, over the years. The legal profession must rise in unison to avert this perilous precedent. There must be consequences for impunity.”

“Lawyer Omobolanle Raheem was fatally shot dead by men of the Nigerian Police attached to Ajiwe Police Station, Ajah, Lagos. One death, too many. These evil and despicable men in uniform are getting emboldened with their reckless lawlessness. And lawyers are always targeted,” Ogun tweeted.

Also reacting to the incident, a human rights lawyer, Inibehe Effiong, tweeted, “A lawyer, Bolanle Raheem, is reported to have been shot and murdered at close range on Christmas Day by a rogue policeman attached to Ajiwe Police Division, Ajah. This is barbaric.

“It is a sad commentary that despite EndSARS, Nigerians are still being slaughtered by the police.”

A human rights activist, Rinu Oduala, also condemned the incident.

Reacting to the incident, the spokesman for the Lagos State Police Command, SP Benjamin Hundeyin, confirmed the incident but described it as “unfortunate and avoidable”.

“The ASP that shot and two others with him have since been taken into custody,” Hundeyin tweeted on Monday, December 26.

He also said the policemen will be moved to the State Criminal Investigation Department in Panti for further investigation.

“The Commissioner of Police, Lagos State Command, CP Abiodun Alabi, has been in touch with the family and the Nigerian Bar Association since yesterday and has given firm assurances that justice will definitely prevail,” he added.

Meanwhile, the Lagos State chapter of the Nigerian Bar Association (NBA) has demanded justice for the female lawyer, Bolanle.

In a statement released by the chairman, Ikechukwu Uwanna, on December 26, the Lagos NBA chapter said the national leadership of association is also monitoring the situation to ensure that the matter is given all the serious attention it deserves.

“Members of our NBA Lagos Branch Human Rights Committee led by Mrs. Tam George have met with the DPO of Ajiwe Police Station, and will meet with the Commissioner of Police later today (December 26) to emphasize our mandate of ensuring that justice is neither delayed nor denied,” the statement added.

Review of key issues that trailed FCT in 2022

AS the year 2022 winds down to an end, The ICIR looks at some of the significant challenges faced by residents of the Federal Capital Territory (FCT), including heightened insecurity, poor sanitation and others.

Among the issues that confronted residents of the FCT in 2022 were the heightened security concerns resulting from criminal and terror activities within the city.

Residents of the FCT expressed an increased sense of apprehension and dissatisfaction with the government’s response to the attacks.

Speaking to The ICIR in August, a resident of the Lugbe area of the city, George Awo, said he had lost faith in the government’s ability to deal with the situation in the city.

“The FCT is being taken over by terrorists, and it is quite a sad thing to watch. It feels like the government cannot handle this anymore. It’s a shame that they could even threaten to abduct the President. How then should we, the ordinary citizens, feel?” he asked.

Owo shooting, other security crisis that mar South-West in 2022

Aside multiple strikes, here are key issues that marked Nigeria’s education sector in 2022

In 2022, terrorists and bandits launched a series of attacks within the FCT, including a jailbreak at the Kuje Medium Security Custodial Centre on July 5.

More than 800 inmates escaped during the incident, including over 60 suspected terrorists remanded in the facility. The police and other security agencies, however, recaptured some of the escapees in the months that followed.

A terrorist group, the Islamic State West Africa Province (ISWAP), claimed responsibility for the attack, which left at least five people dead.

Three weeks after the jailbreak, gunmen killed eight Presidential Guards Brigade soldiers on patrol in the Bwari Area Council of the FCT.

The soldiers had been drafted to the area after being informed by the management of the Nigerian Law School, that terrorists had dropped a letter threatening an attack on the institution.

About 24 hours before the soldiers were killed, a viral video had shown terrorists threatening to abduct Nigerian President Muhammadu Buhari and Governor of Kaduna State Nasir El-Rufai.

Closure of schools…

The rising spate of insecurity also led to the closure of a government-owned school in Kwali Area Council a day after suspected terrorists attacked surrounding communities.

A memo from the Nigeria Security and Civil Defence Corps (NSCDC) dated July 25 had warned of terror attacks in five states, including the FCT.

On July 28, a few days after the NSCDC memo surfaced, one soldier died during a gun battle between troops of the Nigerian Army and terrorists near Abuja. The terrorists had attacked a checkpoint along the Abuja-Kaduna road near Zuma rock in the neighbouring Niger state.

UK alerts of likely terror attacks…

In October, the United States (US) and the United Kingdom (UK) issued alerts of likely terror attacks in Abuja. The US also authorised the departure of all its non-essential workers in Abuja. Many other countries issued travel advisories to their citizens against travelling to Nigeria, especially the FCT.

The UK, however, reversed its travel advisory in November but warned that risks of terror attacks remain.

Sanitation…

Another significant challenge faced by residents of the FCT in 2022 was poor sanitation within the city.

In June, The ICIR reported that an absence of garbage bins within the FCT was worsening the waste disposal problems of residents and resulting in more refuse heaps across the city.

Addressing sanitation issues in April, Public Relations Officer (PRO) of the Abuja Environmental Protection Board (AEPB), Janet Peni, told The ICIR that the Board had plans to provide more garbage bins along the roads.

Although the AEPB later announced the establishment of more mobile courts to hasten trials of environmental violators within the city, a shortage of garbage bins is still recorded within the city, while poor sanitation plagues the city.

Recently, the FCT Minister of State, Ramatu Tijjani Aliyu, also expressed concern about the state of sanitation across the territory.

Fuel queues…

Fuel queues were also a significant problem that confronted FCT residents in 2022.

In February, 100 million litres of contaminated fuel were imported into the country by the Nigerian National Petroleum Company Limited (NNPCL) and its allied firms.

Volumes of fuel were recalled from the market, which resulted in a reduction in the quantity of petrol in circulation and the first episode of scarcity within the city.

The ICIR reported that businesses were affected by the prolonged fuel scarcity in the FCT.

While motorists spent longer hours at fuel stations, pedestrians dealt with the scarcity of vehicles and increased transport costs sustained throughout the year.

A resident of Lugbe, Yinka Olujimi, spoke to The ICIR on the hike in transport fare.

“Before, I used to go to work with N150. From Lugbe to Berger was N150 before all these fuel problems started. And you know how things are. Once prices increase, they never come down. Now it is N200, sometimes N250,” she said.

Various episodes of fuel scarcity have occurred since then. In October, the flood, which affected 33 states and the FCT, grounded vehicular movement, restricting fuel supply and resulting in further scarcity that persisted.

Demolition exercises…

In addition to the various challenges that confirmed residents of the FCT, many people lost homes and businesses to the numerous demolition exercises that occurred in 2022.

While demolition is common, in 2022, the FCTA reinforced its commitment to restoring the Abuja master plan, pulling down hundreds of structures throughout the year and vowing to sustain the tempo irrespective of the forthcoming general elections.

The FCTA had begun demolition of 100 buildings built on waterways at Dutse Makaranta in June following predictions of flooding within the FCT.

Park closure and alcohol ban…

There was a lot of public outcry following a directive by the FCTA ordering all recreational parks to close operations by 7.00 p.m. and banning alcohol sales within the gardens.

The FCTA Monitoring and Enforcement team had roamed the city enforcing the directive and sealing up gardens operating beyond the stipulated time.

In July, the Special Assistant on Monitoring, Inspection and Enforcement to the FCT Minister Ikharo Attah told The ICIR that the administration was in talks with park operators over the closure.

However, Spotlight Garden, Events and Recreation park in Wuye was demolished in September for violating the 7.00 p.m. closing time.

Protests…

There were several protests held within the FCT by aggrieved residents in 2022.

In March, the National Assembly rejected five gender-inclusive bills during the constitution amendment vote.

This attracted a lot of criticism, and women across the FCT gathered at the National Assembly for days in protest.

The protest was suspended after three of the bills were recommitted for reconsideration by the legislators.

Also, residents travelling by train from Abuja to Kaduna had been intercepted by terrorists who attacked the train with explosives, abducting and killing some of the passengers.

Following the abduction, families of the abductees staged several protests at strategic locations within the FCT, barricading the Ministry of Transportation during one of the protests.

The abductees were released in batches, with the last set regaining freedom in October after over five months in captivity.

Owo shooting, other security crisis that mar South-West in 2022

LIKE every other part of Nigeria, the South-West experienced a handful of deadly security breaches in 2022.

The security breaches were characterised by kidnappings for ransom along significant highways in Akure and Ibadan.

However, in June, the country was taken aback after gun wilding men opened fire at unarmed church worshipers at the St. Francis Catholic Church in the Owo Local Government Area of the Ondo State.

The incident, which appeared as the first mass terror shooting in the region in recent times, led to the death of more than 38 people, including women and children.

Findings by The ICIR show that more than 50 persons sustained various degrees of gunshot injuries.

The attack led to flags being flown at half-mast as a form of mourning across the six states in the region.

The Federal Government blamed elements of the Islamic State West Africa Province (ISWAP) for the deadly attack.

Although the state governor, Rotimi Akeredolu, had initially disagreed with the findings of the Federal Government, arrests made in August by security operatives in part of the state confirmed ISWAP as the perpetrators.

According to security agents, the arrested suspects are Idris Ojo, Jimoh Ibrahim, Idris Abdulmalik, Ibn Malik, Momoh Abubakar, Aliyu Itopa and Awwal Onimisi.

The incident also confirmed intel by the Nigerian security operatives that ISWAP and its rival counterpart were spreading their tentacles of terror to other parts of the country.

Apart from rejigging the manpower and logistical needs of the South-West Security Network, popularly known as Amotekun, the state government ordered additional security measures, such as the compulsory installation of closed-circuit television (CCTV) in public and private places, including religious places and bars.

Since the incident, Governor Akeredolu and his counterpart in Benue State, Samuel Ortom, have also been leading efforts towards ensuring that regional security outfits are well-equipped to fight escalating insecurity in the country.

Kidnapping for ransom…

The region also witnessed various forms of kidnapping for ransom this year. During the year, Ibadan, especially the Lagos-Ibadan expressway, were the hotbed of kidnappers.

Some of the kidnapped victims, like Adigun Agbaje, a former deputy vice-chancellor of the University of Ibadan, were lucky to be released after ransom payment, but others were not.

Agbaje was kidnapped alongside two students of Moshood Abiola Polytechnic (MAPOLY), Abeokuta, near Sat Guru Maharaji Garden on the Lagos-Ibadan expressway in October.

During the incident, a police officer was killed while another was “badly injured”.

Although the condition for his subsequent release after more than three days in captivity was not made known to the public, his kidnappers reportedly made contact with his family, demanding N50 million ransom.

Narrating his order in the hands of kidnappers, the professor said he was shot in the head by his captors.

He said the bullet went through his car’s windscreen and left a skin-deep wound on his head.

Unlike Agbaje, a United States (US) based Nigerian hotelier, Gbenga Owolabi, was not lucky to come back to share his testimony in the hands of his kidnappers.

Owolabi was abducted alongside Racheal Opadele, one of his workers who was a student of Ladoke Akintola University of Technology (LAUTECH), in the Aba area of Ogbomoso, in August this year.

The duo were thereafter killed by the kidnappers after a ransom of N5 million was paid.

In October this year, his corpse was repatriated and buried in Maryland, USA.

He said, “On December 23, at about 17.30 hours, operatives attached to Tudun Wada, Zaria, while on surveillance patrol at Kwarkwaron Manu, Basawa area of Zaria metropolitan, intercepted two men on an unregistered motorcycle with bags concealed in a suspicious manner on the motorcycle.

“On being flagged down for search, the motorcycle passenger jumped down and fled, thereby heightening the suspicion of the eagle-eyed operatives.

“The motorcycle and the rider, who gave his identity as one Bilyaminu Saidu, aged 33 years, of Shuwaki village, Bakori LGA of Katsina State, was immediately subjected to a thorough search, which led to his arrest.

“The items recovered included four AK47 rifles, 344 rounds of 7.62mm live ammunition, telephones and charms.”

The police spokesperson added that preliminary investigation revealed that the suspect and his fleeing accomplice were on a nefarious mission to supply his gang with the offensive weapons.

He stated, “The Commissioner of Police, Kaduna State Command, Yekini Ayoku, has ordered a thorough and comprehensive investigation to unearth the source and destination of the illicit arms, and the arrest of the suspect’s criminal cohorts.”

He assured members of the public that the police would ensure their safety, in line with operational guidelines set down by the Inspector General of Police, Usman Baba.

NDLEA intercepts colorado, cannabis juice consignments at Lagos airport, seaport

0

THE National Drug Law Enforcement Agency (NDLEA) has intercepted consignments of the hard drug colorado concealed in vehicles imported from Montreal, Canada, meant for distribution ahead of the Christmas festive season.

Also seized are packs of cannabis juice flown in from South Africa, also meant for distribution ahead of the festive season.

Both interceptions were made at the Tincan seaport, Apapa and the Murtala Muhammed International Airport (MMIA), Ikeja, in Lagos State.

This was disclosed in a statement by the agency’s Director of Media and Advocacy, Femi Babafemi.

The agency said, at least, 12 suspects, including two dock workers and a wine shop businessman, have so far been arrested in connection with the two seizures and the recovery of 152 kilogrammes of skunk from two dealers in Kano.

According to the NDLEA, other seizures are 100,000 pills of tramadol in Imo State, and 520kgs of cannabis hidden in soft drinks crates loaded in a truck coming to Abuja, the nation’s Federal Capital Territory.

“At the SAHCO import shed of the Lagos airport, the search of a consolidated cargo from South Africa led to the discovery of smuggled bottled cannabis juice with a gross weight of 16.50kgs on Wednesday 21st December.

“Investigations by anti-narcotics officers subsequently led to the arrest of four freight agents: Soremekun Olalekan Wasiu, Olufisayo Dayo, Moruf Olusegun Bashir, and Imole Moses Ajayi, whose statements eventually led to the arrest of the consignee, a wine shop business owner, Emebede Chuka, the following day Thursday 22nd Dec,” the agency stated.

Also, an attempt to export quantities of cannabis and ecstasy pills, also known as MDMA, concealed in beverage drink, Bournvita containers to Dubai, United Arab Emirates, through the NAHCO export shed on Friday, December 23, was frustrated while a vulcaniser given the assignment for a fee of N4,000, Iyanda Ogunleye Yaya, has been arrested.

Similarly, a consignment of 185 parcels of cannabis indica, popularly called colorado, weighing 61.3kgs, had been seized during a joint examination of a container at the Tincan seaport, Lagos.
