Customs impounds 73 trucks of smuggled rice, others in Ogun

THE Nigeria Customs Service (NCS), Ogun 1 Area Command, says it has impounded 73 trucks conveying 44,933 bags of foreign parboiled rice.

The Area Controller, Bamidele Makinde, stated this while addressing newsmen at his office in Idiroko border, Ipokia Local Government Area of Ogun State.

According to him the seizures were made between February and December 6, 2022.

Makinde disclosed that 41 sacks and 940 wraps of weeds suspected to be Cannabis Sativa were also seized within the same period.

Other items seized are: nine vehicles used as means of conveyance; eight units of foreign used vehicles, including one Year 2020 Grey Colour Wrangler Jeep; six units of used trucks as means of conveyance; 31 compressors; 16,224 kegs of petrol and 19 motorbikes used as means of conveyance.”

Also impounded are 8,517 bales and 219 sacks of second-hand clothing; 3,629 pieces of used tyres; 4700 bags of cement; three bales and 384 pieces of used bags; 170 cartons of poultry products; 191 units of vehicle compressors; 2,250 packets of Tramadol; 222 units of refrigerator compressors; 220 pieces and 867 cartons of foreign wine; 277 pairs, 320 sacks and 120 cartons of foreign shoes; 89 bales and 485 pieces of foreign textile materials and 302 sacks of foreign corn.

Makinde further disclosed that, within the 11 months period, the Ogun 1 Area Command generated about N58.6 million from importation and exportation of goods under the ECOWAS Trade Liberalızation Scheme (ETLS) and assessment of merchandise in baggage.

According to Makinde, the total Duty Paid Value (DPV) of the seized items was N4,886,647,634.92.

“The revenue also came from auction sales of perishable or highly combustible goods such as gasoline.”

Makinde added that his Command was able to seize the items through collaboration with traditional rulers in border communities and other security agencies.

“It is important to note that activities embarked upon by the Command were patriotic-driven and is in the interest of the economic development and national security of Nigeria,” he said.

Trigger-happy policeman shoots, kills man in Lagos

A young man identified as Gafaru Buraimoh has been shot dead by a trigger-happy policeman in the Ajah area of Lagos State.

Although details of the incident are still sketchy, eye-witnesses said it happened in front of Ajiwe police station, Ajah, on Wednesday, December 7.

The incident was said to have angered residents and passersby, who gathered at the scene in protest against the killing.

Footage seen online by The ICIR shows moments the crowd were scampering for safety as well-equipped policemen fired teargas into the air to disperse them.

The state police spokesperson, Benjamin Hundeyin, who confirmed the incident, said the officer, whose name he didn’t disclose has been arrested and disarmed.

Hundeyin noted that the Lagos State Police Command, through the Area Commander, Elemoro and the Divisional Police Officer of the area, has since notified and established contact with the victim’s family.

He commiserated with the family of the deceased, assuring that investigation has commenced to determine the remote cause of the incident.

“The Command, while commiserating with the family of the deceased over the avoidable and most unfortunate incident, gives assurances that the already commenced investigation into the immediate and remote circumstances leading to the shooting will be brought to a speedy and conclusive end, while equally ensuring that justice is served,” he said.

FCT Police confirm gunmen attack on Abuja community

THE Federal Capital Territory Police Command (FCT) has confirmed an attack on a community in the Kubwa area of Abuja.

One person was reportedly killed, while a National Youth Service Corps (NYSC) member and six others were kidnapped when gunmen attacked the Kubwa Relocation Estate, Arab Aoad, on Tuesday, December 6.

The FCT Police Command confirmed the attack in a statement released on Wednesday, December 7, Police Public Relations Officer (PPRO) Josephine Adeh.

The Police Command said it had commenced investigations into the incident.

The Command also said it had rescued three of the victims and recovered firearms and ammunition.

“The Federal Capital Territory (FCT) Police Command has commenced investigations into the reported case of security breach occasioned by armed robbery, shooting and abduction of some persons in the Kubwa Relocation Estate, off Arab Road area of the FCT on Tuesday, December 6, 2022.”

It added that preliminary investigations revealed that at about 7:30 pm on Tuesday, some armed criminals came into the Kubwa Relocation Estate and shot two victims, one Oshodi and another Abdulwahab (both other names unknown).

“The suspects, while departing the scene, left with four victims, possibly, to enable them to evade arrest by the approaching Police Response Team deployed to the area on quick intervention.

“The two gunshot victims were immediately rushed to the hospital for medical attention, but unfortunately, one of them, Oshodi, could not survive as he was confirmed dead by the doctor, while Abdulwahab is still being attended to,” the Police said.

Meanwhile, the FCT Commissioner Of Police Sunday Babaji has called for calm, noting that the Command has since deployed intelligence and other operational assets to fortify security in the Kubwa area and its environs.

He assures that investigations have since commenced to identify the suspects and bring them to book while ascertaining their mission and motives.

Uncertainty over Iran’s disbandment of morality police

THERE is uncertainty over the alleged abolishment of morality police in Iran, following massive protests sparked by the death of Kurdish-Iranian woman Mahsa Amini, who died on September 16, three days after her arrest for flouting the country’s strict dress code.

Women in the country are commanded to wear modest clothing and the hijab headscarf, but Amini’s death drew criticisms from human rights organisations and the international community, as some women publicly burned their scarves in a defiant act of resistance to the strict rule for dressing.

The Iranian government took measures, including restricting access to Whatsapp and Instagram and other Internet services to control the protests.

Two weeks ago, in a surprise move, Iran players refused to sing their national anthem before the start of their World Cup match against England at the Khalifa International Stadium and fans also booed their anthem.

Iran’s Prosecutor General Mohammad Jafar Montazeri, in a surprise move at the weekend, was quoted as saying that the morality police units known as gasht-e ershad (guidance patrol), had been closed down.

“The morality police had nothing to do with the judiciary and have been shut down from where they were set up,” he said.

He stressed that the judiciary would continue “to monitor behavioural actions at the community level”.

However, the Guidance Patrol is part of the national police force and control lies with the interior ministry and not with the judiciary.

Moreso, the government did not confirm the move and local media reported that his remarks had been “misinterpreted”.

Human rights activists were also sceptical about Montazeri’s comments, which appeared to be an impromptu response to a question at a conference rather than a clearly published announcement by the interior ministry.

In addition, they said, abolishing the morality police would mark no change to Iran’s headscarf policy, which is a key ideological pillar for its clerical leadership, but rather a switch in tactics on enforcing it.

“Unless they remove all legal restrictions on women’s dress and the laws controlling citizens’ private lives, this is just a PR move… nothing prevents other law enforcement bodies from policing the discriminatory laws,”
Co-founder of the US-based Abdorrahman Boroumand Center rights group, Roya Boroumand, told AFP.

Iran’s Prosecutor General said on Thursday that the nation’s mandatory hijab law is being reviewed by the country’s parliament and judiciary.

“We know you feel anguished when you witness (women) without a hijab in cities, do you think the officials are silent about it? As someone who is in the field of this issue, I say that both the parliament and the judiciary are working.

“For example, just yesterday we had a meeting with the cultural commission of the parliament, and you will see the results within the next week or two,” Montazeri was reported by state-affiliated media ISNA to have said.

Meanwhile, the United States Treasury Department has announced sanctions against seven Iranian security and morality police officials whom they accused of violating the rights of women, civil society activists and peaceful protesters.

The sanctions target the head of Iran’s notorious morality police Mohammad Rostami Cheshmeh Gachi, the force’s director for Tehran Haj Ahmad Mirzaei and the Minister of Intelligence Esmail Khatib.

The US sanctions also target Salar Abnoush, deputy commander of the Basij forces, Qasem Rezaei, deputy commander of Law Enforcement Forces (LEF), Manouchehr Amanollahi, an LEF provincial commander, and Kiyumars Heidari, the commander of the Iranian army’s ground forces.

Under the sanctions, all properties and assets of these Iranian officials in the United States will be blocked and any financial dealings with them, in the US and abroad, are prohibited.

“The ultimate goal of sanctions is not to punish, but to bring about a positive change in behavior,” the Treasury statement added.

Indonesia bans sex outside marriage for citizens, foreign visitors

INDONESIA’S Parliament unanimously voted on Tuesday, December 6, to ban sex outside of marriage and insulting the President and state institutions.

The bans are part of an overhaul of the country’s criminal code that has been in the works for years and once in force, will affect foreign visitors as well as citizens.

“All have agreed to ratify the (draft changes) into law,” said lawmaker Bambang Wuryanto, who led the Parliamentary Commission in charge of revising the colonial-era code. “The old code belongs to Dutch heritage…and is no longer relevant.”

The amended code says sex outside marriage is punishable by a year in jail and cohabitation by six months, but adultery charges must be based on police reports lodged by a spouse, parents or children.

Citizens could also face a 10-year prison term for associating with organisations that follow Marxist-Leninist ideology and a four-year sentence for spreading Communism.

Rights groups criticized some of the revisions as overly broad or vague and warned that adding them to the code could penalize normal activities and threaten freedom of expression and privacy rights.

However, some advocates welcomed the passage as a victory for the country’s LGBTQ community. After fierce deliberation, lawmakers eventually agreed to remove an article proposed by Islamic groups that would have made gay sex illegal.

The new code also expands an existing blasphemy law and prescribes a five-year prison term for deviations from the central tenets of Indonesia’s six recognized religions: Islam, Protestantism, Catholicism, Hinduism, Buddhism and Confucianism.

The code maintains a previous ban on abortion, but updates it to add exceptions already provided in a 2004 Medical Practice Law, for women with life-threatening medical conditions and for rape, provided that the fetus is less than 12 weeks old.

Under Indonesian regulations, legislation passed by Parliament becomes law after being signed by the President. But even without the President’s signature, it automatically takes effect after 30 days unless the President issues a regulation to cancel it.

President Joko Widodo is widely expected to sign the revised code in light of its extended approval process in Parliament.

Deputy Minister of Law and Human Rights Edward Hiariej said the law is likely to gradually take effect over a period of up to three years.

Truck hits transmission tower in Abuja, disrupts power supply

THE Transmission Company of Nigeria (TCN) has confirmed the disruption of power supply in some parts of the Federal Capital Territory.

As explained by the TCN in a statement this evening, the disruption was caused by a gravel-loaded truck which lost control and crashed into TCN’s 132kV transmission tower No. 20 supplying bulk electricity to the 100MVA part of the Katampe substation and 2x60MVA GIS Central Area substation.

The incident resulted in restricted outage in Maitama, Wuse, Central Area, and some parts of Garki.

The TCN said it was working to put in place a bypass from the Katampe substation to the GIS substation in the Central Area to restore power supply to the affected area and environs.

The TCN Group General Manager, Public Affairs, Ndidi Mbah, informed in the statement that the incident occurred at about 2.55pm this afternoon, which brought down the tower, but did not record any loss of life.

Mbah noted that attempts were being made by TCN engineers to remove the conductors presently lying on the road to ensure ease of movement around the area.

“Presently, TCN engineers are at the site of the incident and are already assessing the level of damage and attempting to put in place remedial installation in the form of a temporary by-pass to restore electricity supply to the affected areas,” the company said.

Naira redesign: CBN imposes limit to cash withdrawals in banks

Approximately a week to the commencement of the circulation of the newly redesigned naira notes, the Central Bank of Nigeria (CBN) has announced a new policy that mandates banks and other financial institutions to ensure that over-the-counter cash withdrawals by individuals and corporate entities do not exceed N100,000 and N500,000, respectively, per week.

The revised cash withdrawal limits are contained in a circular the CBN issued today, with the apex bank stating the policy would take effect nationwide from January 9, 2023.

Although the CBN was silent on its intention on the new policy, informed analysts believe it may not be unconnected with the naira redesign policy, which the CBN initiated to check unregulated circulation of over 80 per cent funds in circulation.

“This policy is part of strategy to check unregulated circulation of currency in the country,” an economist, Kingsley Obiakor, told The ICIR.

According to the policy, the maximum cash withdrawal via an automated teller machine (ATM) shall be restricted to N100,000 subject to a maximum of N20,000 cash withdrawal per day. It further restricts point of sales (POS) withdrawal to N20,000 daily.

The policy states that only denominations of N200 and below shall be loaded in ATMs.

The new policy, according to the CBN, encourages customers to use alternative channels like internet banking, mobile banking app and the eNaira for financial transactions.

After the policy takes effect, all cash withdrawals in excess of the stated limits for individuals and corporate entities will attract processing fees of 5 per cent and 10 per cent respectively.

 

Police arrest suspected kidnapper, rescue victims in Nasarawa

THE Nasarawa State Police Command says it has arrested a suspected kidnapper and rescued two victims in the state.

The State Police Public Relations Officer, DSP Ramhan Nansel, who disclosed this on Tuesday, December 7, said the suspect was arrested at Jeje Jijipe village in the Karu Local Government Area of the state.

Nansel explained that the arrest followed a swift response by operatives after receiving credible information that kidnappers had abducted private security guards who were attached to a sachet water manufacturing company in Karu LGA.

“On December 3, 2022 at about 9am, a complaint was lodged at Karshi Division that, on December 2, 2022 at about 2am, private security guards attached to a sachet water manufacturing company undergoing construction at Jeje Jijipe village, Karu LGA, were abducted and taken to an unknown destination.

“Acting based on the strength of the report, the Commissioner of Police, CP Maiyaki Baba, mobilised a detachment of police operatives led by CSP Nnamdi Udobor, the Divisional Police Officer, Karshi Division, to conduct a relentless manhunt on the perpetrators of the crime,” the statement said.

The PPRO added that investigations led to the arrest of a 32 years-old Stephen Jonah, from Tafa LGA of Kaduna State.

“In the course of the intensified investigation, the suspect led the police operatives to their enclave at Hilltop, Jeje Jijipe village, where two victims namely: Sadiq Jibril and Danladi Aku, were rescued unhurt and reunited with their families, while a wooden carved gun used in perpetrating the dastardly act was recovered as an exhibit.”

He added that the police commissioner has directed that the suspect be transferred to the State Criminal Investigation Department in Lafia for further investigation.

He further noted that the suspect would be charged to court immediately after investigations.

Labour Party accuses APC of sponsoring violence against its members in Lagos

THE Lagos State chapter of the Labour Party (LP) has accused the All Progressives Congress (APC) of sponsoring violence against its members in various areas of the state.

The state LP chairman, Kayode Salako, who made the allegation in a statement on Tuesday, December 6, said the APC in the state has adopted violence against its presidential candidate, Peter Obi, and his supporters.

“The Labour Party and Peter Obi’s Campaign Organisation are a democratic movement and no member should be molested,” he said.

“We find this trend quite unacceptable and condemn the growing violence by some APC in most of the states controlled by the party.”

Last weekend suspected armed thugs reportedly attacked some LP supporters who were holding a sensitisation rally in the Lakowe town of Lekki, Lagos.

The incident was said to have caused pandemonium in the area as residents scampered for safety, running for their lives.

One of the victims of the attack, Solomon Badeh, blamed the attack on some suspected political thugs sponsored by the APC.

“We were marching close to Lakowe junction when all of a sudden, a bus full of political thugs with all kinds of weapons stopped right in front of us and they started attacking us for no reason,” he said.

“It was as if they were waiting for us. Some of them had cutlasses and the majority of them had different objects like sticks and stones and they started attacking us and we all had to run for safety.”

Another victim of the attack, Oluwadare Bamidele, who is the LP organizing secretary in the Ibeju Lekki local government area, claimed that the attack was premeditated.

He said the attackers were waiting inside the bus at a corner around the junction and emerged from the bus when they saw them at the junction.

Oluwadare lamented the incessant attacks on members of the Labour Party by thugs allegedly sponsored by the APC in Ibeju Lekki.

“We are getting death threats and suffering almost daily attacks from APC thugs warning us to desist from holding walks or rallies for the Labour Party here. They claim that Ibeju-Lekki belongs to the APC but this is not the case.

“They may be the party in power now, but Nigerians are fed up and want change. We are not going to stop until we get change,” he said.

He called on security agencies to protect members of the opposition in the state.

Nigeria, Morocco, five West African nations collaborate on gas project execution

THE Nigerian and Moroccan governments have teamed up with five West African countries to sign a Memorandum of Understanding on the Nigeria-Morocco Gas Plan project (NMGP).

The ceremony held on Monday December 5, 2022 in Rabat, the capital of Morocco.

Nigeria’s National Petroleum Company Ltd (NNPCLtd), Morocco’s National Office for Hydrocarbons and Mines (ONHYM), and the commercial entities of Gambia, Ghana, Guinea Bisau and Sierra Leone executed the MoU.

The NNPCLtd said in a statement today that the MoU was a significant step in fulfilling the Federal government’s drive towards harnessing Nigeria’s abundant gas resources.

The Chief Executive Officer of the NNPCLtd, Mele Kyari, said at the event, “Africa stands to benefit immensely from the execution of the project, which extends beyond supply of gas and energising countries across the route.

“Other benefits include the creation of wealth and improvement in the standards of living of our citizenry and increased cooperation between our countries, while mitigating against desertification and other benefits to be derived from reduction in carbon emission.”

Kyari, describing natural gas as a critical fuel in the transition towards net-zero, added, “NNPCLtd is positioned to progress the Nigerian-Morocco Gas Plan Project by leveraging its experience and technical capabilities, ranging from gas production, processing, transmission and marketing, as well as on its vast experience in executing major gas infrastructure projects in Nigeria.

“NNPCLtd will facilitate the continuous supply of gas and provide other enablers for the first compressor station to be deployed in Nigeria, which is among the 13 stations earmarked along the pipeline route.”

The statement noted that the representatives of the West African countries, in their respective speeches, reiterated the commitment of their countries towards making the NMGP a reality.

The Director-General of Morocco’s ONHYM, Amina Bankhadra, lauded the representatives of the countries that signed the MoU.

The NMGP is a 5,600-kilometre gas pipeline project, transversing 13 African countries of Nigeria, Benin, Togo, Ghana, Coted’ivore, Liberia, Sierra Leone, Guinea, Guinea Bissau, Gambia, Senegal, Mauritania and Morocco.

Upon completion, the project is expected to supply about three billion standard cubic feet of gas per day (3bscf/d) along the West African coast, from Nigeria to the West African countries through to the Kingdom of Morocco, and subsequently to Europe.

The NNPCLtd and ONHYM had signed an MoU in September 2022 with the Economic Commission of West African States (ECOWAS), while it also executed MoUs with Petrosen of Senegal and the Mauritania Company of Hulydrocarbon in October 2022, all on the NMGP project.
